STATEMENT OF WORK
13 JUNE 2025
DORMITORY 6126/6127 APPLIANCE INSTALLATION
AT DYESS AFB, TEXAS
1. Description of Work. The contractor shall provide all personnel, equipment, tools, supervision, and other items and services necessary to remove/dispose of existing appliances (microwave, range/oven, and dishwasher) and install new high quality and durable appliances listed on the specifications sheet. The contractor will remove/dispose of existing appliances, deliver, off load, assemble, install, and arrange all requested items at Dormitories 6126 and 6127. The contractor will not cause any damage/modification to the facilities. The contractor will clean up all debris from the work sites caused by the contractor as they go. The contractor will remove and dispose of all appliances and packaging off base, the dumpsters on base will not be utilized. The contractor will be accompanied by a military escort when working in occupied resident rooms. The buildings will be available immediately for removal, disposal, delivery, and installation upon award. Delivery schedules are subject to change based on final completion dates.
1.1. Removal & Disposal. The contractor shall remove and dispose of all the appliances in buildings 6126 and 6127. The removal and disposal will include all common areas for each room. The contractor will not cause any damage/modification to the facilities during removal. The contractor will clean up all debris from the work sites caused by the contractor as they go. The contractor will remove and dispose of all appliances and packaging off base, dumpsters on base will not be utilized.
1.2. Installation. The contractor shall provide and install all new appliances (microwave, range/oven, dishwasher) as specified in the salient characteristics. The appliances shall be installed in buildings 6126 and 6127, to include the movement and proper set-up of the appliances. The installation will include all 18 common areas (per building) for 6126 and 6127.
1.3. Work Schedule (6126). The following schedule is recommended for appliance installation:

1.4. Work Schedule (6127). The following schedule is recommended for appliance installation:

1.5. Occupied Rooms. All resident rooms that are occupied at the time of delivery will have the resident or a designated representative present to ensure security of all personal belongings. The residents will be notified by 7 CES as soon as a delivery date is established so the residents can prepare their rooms for the appliance transfer.
1.6. Escort/Quality Assurance. 7 CES will provide an escort and quality assurance POC who will accompany the contractor to all rooms/locations where the appliances are being installed. The quality assurance member will inspect every appliance installed and ensure there is no damage or missing items. If any damage is caused to any furniture, appliance, resident belongings or government property, it will be immediately reported to the quality assurance POC & Contracting Officer as soon as it occurs.
1.7. Building Specific Information. Delivery vehicles will be able to get as close as 30 feet outside of the building. There are no elevators available for use. A sky lift may be utilized to place appliances on the floor onto roller carts. All rooms are accessible from the outside. 6126 and 6127 facilities contain a total of 18 common areas for each building (6 common areas/units per floor. Truck access is limited to the front side of the facility giving easy access to units on ground floor, all items for delivery to the Ground Floor will have to be loaded on cart and manually taken to the front side of building. Sky lift/forklift may be utilized.
1.8. Staging Area. Units will not be empty, and appliances can be taken directly to the rooms only in the presence of an escort. The Dormitory Management storage warehouse, building 7008, can be utilized as a staging location for the purposes of assembling and preparing furniture if needed. However, the warehouse is not co-located next to the dorm buildings where appliances will be installed.
2. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide reasonable utilities and work space for the Contractor to perform the requested duties. There are no covered or secure storage areas available. The Contractor will provide all equipment and storage media necessary to perform tasks.
i. Toilet Facilities. Use of existing toilet facilities in the immediate work area only will be permitted. Contractor personnel will ensure facility cleanliness is maintained at all times.
ii. Security Police and Fire Protection. The Government will provide general on-base security police and fire protection service. Security police phone extension is 911 for emergencies, and 696-2131 for routine calls. Fire protection emergency phone is 117 (from on-base phone only), or 696-2486 from a cell phone.
iii. Telephone. The Government shall not provide telephone services. If available, Contractor may use Government phones in a case of emergencies or during field and site work. No long distance telephone calls will be authorized.
2.1. Inspection/Acceptance. Upon completion of above work, acceptance inspections shall be conducted by the contractor, 7 CES and the Contracting Officer. If any deficiencies are found during the inspection, the contractor shall make correction(s) as required, before final payment can will be accepted.
2.2. Hours of Operation. Working hours for the Contractor will normally be between the hours of 0700 and 1600 excluding Saturdays, Sundays, and Federal holidays. The Contractor may work during periods other than normal hours. The Contractor shall email a request to the Contracting Officer five (5) calendar days in advance for approval of intention to work during other periods to allow assignment of 7 CES representatives. If available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days. If approved, any work outside normal business hours will be at no additional cost to the Government.
2.3. Work Schedule Change Request. If the contractor needs to work during periods other than the normal working hours stated above, the contractor shall make his/her request to the contracting officer five calendar days in advance of his/her intention to work. The altered work schedule shall not be implemented until authorized in writing by the contracting officer.
2.4. Base Closures. Work scheduled but not accomplished because of base closures due to weather, exercises, or actual alert will be accomplished as soon as possible after reopening the base.
2.5. Base Passes and Identification. The Contractor shall obtain base passes and identification cards for all employees and vehicles. Application will be coordinated through the Contracting Officer or designated representative. The contractor shall return contract passes of terminated employees within 24 hours of termination. The contractor shall comply with all requirements and procedures in accordance with AFFARS 5352.242-9000, Contractor Access to Air Force Installations.
2.6. Safety. The contractor shall comply with all applicable OSHA and AFOSH standards. The contractor shall not bring any hazardous material onto Dyess AFB or use hazardous materials in any Dyess Facility.
2.8. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned or privately-owned vehicles while on Dyess Air Force Base.
2.9. Location of Works. This SOW is applicable to the following locations contained on Dyess Air Force Base, TX: buildings 6126, 6127, and 7008.
2.10. Personnel. The governments is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employees, who is identified as a potential threat to the health, security, general well-being, or operational mission of the installation and its population. Contractor personnel shall present a neat appearance. If the contractor is experiencing symptoms of COVID-19, he/she will not report to the job site.
