About this file

This is a federal contracting form—specifically, the Buy American Certificate (FAR 52.225-2, October 2022 version)—that serves as a template for offerors to certify the domestic content status of end products in their proposals.

The certificate requires offerors to certify that all end products qualify as domestic end products unless otherwise listed. Offerors must identify any foreign end products (manufactured in the United States but not meeting domestic product requirements) in section (b), including their country of origin and whether they exceed 55 percent domestic content, with the exception of commercially available off-the-shelf (COTS) items. If domestic content percentage is unknown, offerors must select "no." Section (c) requires separate listing of line item numbers for domestic end products containing critical components as defined in FAR 25.105. The form includes blank tables with placeholder line item numbers (0001-0004) for foreign end products and space to list domestic products with critical components. Government evaluation of offers will follow the policies and procedures outlined in FAR Part 25 regarding country of origin and domestic content requirements.
