About this file

This is a tailored evaluation provision for commercial products and commercial services solicitations, effective February 1, 2022.

The Government will award a purchase order to the responsible quoter whose quotation is most advantageous, considering price and other factors. Quotations will be evaluated using a comparative evaluation process where responses are compared to one another to determine which provides the best overall benefit to the Government. All responses must meet minimum solicitation requirements, and the Government reserves the right to select a quotation exceeding minimum requirements. No alternate quotations are permitted. The evaluation will assess three primary factors: Price, evaluated by summing all line-item prices to determine the Total Evaluated Price; Technical or Quality, evaluated based on the quotation's ability to meet or exceed Government requirements as outlined in the solicitation, with authorized distributors of brand name equipment required to provide an authorization letter from the Original Equipment Manufacturer; and Speed of Delivery, evaluated based on the estimated delivery date and delivery capability. The Government is not obligated to select the lowest-priced quotation if another quotation provides additional benefits.

COMMERCIAL SERVICES

(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

(b)The following factors shall be used to evaluate quotations:

1. Price

2. Technical

3. Speed of Delivery

(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s).

Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:

(1) Price: The Government will evaluate the price by adding the total of all line-item prices. The Total Evaluated Price will be that sum.

(2) Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.

Authorized distributors of brand name equipment shall provide an authorized distributer letter from the Original Equipment Manufacturer (OEM).

(3) Speed of Delivery: The Government will evaluate the estimated delivery date of the procurement and the speed at which it can be delivered.
