About this file

This is a federal contracting form template for the Buy American Certificate (FAR 52.225-2, October 2022 version).

The certificate requires offerors to certify the domestic or foreign origin status of end products in their proposals. Offerors must certify that all end products are domestic end products unless specifically listed otherwise in the foreign end products section. For domestic end products containing critical components as defined in FAR 25.105, offerors must separately identify the corresponding line item numbers. For foreign end products that are not wholly or predominantly composed of iron or steel, offerors must indicate whether the items exceed 55 percent domestic content, with an exception for commercially available off-the-shelf (COTS) items. If domestic content percentages are unknown, offerors should select "no." The form includes a table for listing foreign end products by line item number, country of origin, and domestic content threshold status, and a separate section for identifying domestic end products with critical components. The Government will evaluate all offers in accordance with Federal Acquisition Regulation Part 25 policies and procedures.
