About this file
This document is a Determination to Solicit from a Single Source for the U.S. Department of the Interior, Bureau of Reclamation. The procurement is for one Polaris Ranger Crew XP 1000 NorthStar Edition Premium Utility Terrain Vehicle (UTV) for the Hoover Dam Engineering Department to support field transportation and project management. The estimated cost is redacted, with a 30-day delivery timeframe after receipt of order.
The single-source justification is based on the Ranger's specific characteristics, including consistency with existing fleet assets, full-cab enclosure, 82 HP engine, 1,000 lb cargo bed, 3,500 lb towing capacity, and suitability for Hoover Dam's complex topography. Market research conducted with manufacturers like Kawasaki, Can-Am, Honda, and John Deere confirmed no alternative model matches all required specifications without aftermarket modifications. The procurement will be accomplished by soliciting the requirement among a set-aside for ISBEE's (Historically Underutilized Business Zones).

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE
Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), for purchases not exceeding the Simplified Acquisition Threshold (SAT) Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).
Pursuant to FAR 13.106-1(b)(1)(ii), when a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3 must state that this determination is only for a portion of the requirement.
1. Agency and Contracting Activity.
U.S. Department of the Interior, Bureau of Reclamation, Lower Colorado Regional Office, Acquisition and Assistance Management Office (AAMO).
2. Name and Address of Single Source.
This is a brand name requirement to procure one (1) Utility Terrain Vehicle, the Polaris Ranger Crew XP 1000 NorthStar Edition Premium (Ranger).
3. Description of Supplies/Services and Estimated Cost.
The Hoover Dam Engineering Department (Hoover) requires the purchase of 1- UTV, the Ranger to support field transportation and project management.
The estimated cost of the Ranger is . Delivery timeframe is set at 30 days ARO, in alignment with industry standards.
4. Description of Circumstances, including why only one source is reasonably available.
IAW FAR 13.106-1(b)(1)(ii), it has been determined that this requirement is brand name due to the following:
The Ranger is specified to remain consistent with existing fleet assets, which simplifies training and maintenance. This provides a cost savings to the Government as Maintenance staff are very familiar with Ranger units. The Ranger has full-cab enclosure with power windows, heating, and air conditioning, which protect personnel in extreme conditions. It boasts an industry-leading 82 HP engine with 105 ft-lb torque, a 1,000 lb. cargo bed, and a 3,500 lb. towing capacity and 999cc. Its high clearance and advanced suspension ensure safe navigation of Hoover Dam's complex topography. The Ranger has proven reliability, and parts are easy to obtain. Market research showed no other models matching all these characteristics without aftermarket modifications. Thus, the Ranger is justified as a brand-name specification, ensuring compatibility, field-readiness, operational safety, and minimal lifecycle maintenance variability.
