Window Tint Salient Characteristics
1. Window Tint Removal of Current/Old Film
-The contractor is responsible in the removal and disposal of the current/old film at various locations on FE Warren AFB, WY. These locations are as follows:
• Installation Access Control Point (IACP)- 5 Gate 5, Bldg 2227 Main Facility Two (2) Individual Guard Booth islands Bldg 2230 Commercial Vehicle Inspection (CVI)
• IACP 1
Bldg 425 Main Facility Two (2) individual Guard Booth islands
• IACP 2
Bldg 525 Main Facility Two (2) individual Guard Booth islands
-The contractor is responsible in the removal and disposal of all the current film/old film from all the locations mentioned above. Please refer to the Performance Work Statement (PWS) for further details.
2. Window Tint
-Material used to apply and perform as “window tint” shall not be hazardous and meet all Wyoming state approved regulatory guidelines and/or standards, as applicable.
-Material is to provide translucent or figured glazing per UFC 4-023-07.
-“One-way” visible tint is identified as, being able to view from within the facility looking outward without obstruction/glare while viewing capability from outside viewing into the facility is limited to a reduction of only being able see silhouettes. Variations of accepted tint will be jointly approved by the 90 SFG Antiterrorism office or 90 SFS Operations leadership.
-“Two-way” visible tint is identified as, being able to view from both inside and outside without obstruction providing a reduction of sun glare and light from vehicles. Variations of accepted tint will be jointly approved by the customer-90 SFG Antiterrorism office or 90 SFS Operations leadership.
-Glazing must limit viewing into the facility to the extent possible without restricting views out of the facility during day and night operations. This is important as it is to reduce the visible signature of security personnel, as seen from the outside of the gatehouse, without reducing the ability of security personnel to see out.
-The illuminating Engineering Society of North America (IESNA) Handbook-10 suggests specular-reflecting, low transmission glazing at a tilted angle can be used in the windows to limit view into the guard facilities from the exterior. Referenced from UFC 4-022-01, 27 July 2017.
-All licensing associated with any work shall be perpetual; no licensing fees or reoccurring costs should be part of the installation.
Attachment 2 - Window Tint Salient Characteristics

-The contractor is responsible to ensure all the window tint for all the various locations mentioned will have edge sealing to ensure there is a gapless finish. The recommended sealant for the edge sealing is dow corning 995 sealant or better.
-All locations will have a reduction in glare from sun and/or vehicle lights. Some locations will have one-way visibility.
-Window tint will provide a professional appearance and will not obstruct operational line of sight from inside the guard house(s) viewing into vehicle and pedestrian traffic.
-The contractor shall provide the following warranty:
Replace, repair, fix to window glazing/tint, as applicable, due to faulty glazing/tint for a duration of one-year from install date (i.e., Government acceptance), to include on-site repair, all parts, labor, and replacement, as necessary.
The contractor shall warrant the entire product and workmanship. Faulty or defective work and product shall be corrected at no cost to the Government. The Contractor shall provide a warranty POC in their proposal.
