1. Description of Services The contractor shall deconstruct, remove, and properly dispose of old/previously applied tint and install new variations of ‘window tint’ at three (3) various gate locations, Gate 1, Gate 2, and Gate 5, on F.E. Warren AFB, WY to provide added security features.
2. Location.
2.1. Installation Access Control Point (IACP) – 5 (i.e., Gate-5) (Operational North)

3. Scope.
3.1. Window tint shall provide a professional appearance and shall not obstruct operational line of sight from inside the guard house(s) while viewing into vehicle and pedestrian traffic.
3.2. “One-way” visible tint is identified as, being able to view from within the facility looking outward without obstruction/glare while viewing capability from outside viewing into the facility is limited to a reduction of only being able to see silhouettes. Variations of accepted tint will be jointly approved by the 90 SFG Antiterrorism office or 90 SFS Operations leadership.
3.3. “Two-way” visible tint is identified as, being able to view from both inside and outside without obstruction providing a reduction of sun glare and light from vehicles. Variations of accepted tint will be jointly approved by the 90 SFG Antiterrorism office or 90 SFS Operations leadership.
3.4. All locations will have a reduction in glare from sun and/or vehicle lights.
3.5. IACP – 5
3.5.1. One-way tint applied to main facility, individual guard booths, and operational guard side of CVI.
3.5.2. Two-way tint applied to customer waiting area windows at CVI.
3.6. IACP – 1
3.6.1. One-way tint applied to main facility and individual guard booths.
3.7. IACP – 2

3.8. The Contractor shall:
3.8.1. Furnish all labor, materials, equipment, transportation, tools, supplies, and all other direct/indirect costs to complete the defined work in this Performance Work Statement (PWS).
3.8.2. Deconstruct, remove, and properly dispose of old/previously applied tint.
Disposal of debris, trash, materials, shall be retained by Contractor prior to departure of each workday and shall be disposed of at an appropriate location/facility off the installation. A dumpster will not be provided by the government.
3.8.3. Ensure the workspace is clean and professional prior to departure of the work site/location each day.
3.8.4. Be responsible for any damage caused by the work being performed and ensure damage is corrected and the facility is restored to original state or better; approval of returned standard is at the ownness of the 90 SFS Facility Manager.
3.8.5. Clean all surfaces prior to applying new tint, ensuring tint is applied at a professional look (i.e., no bubbles, pealing, ripples, tears, etc.).
3.8.6. Provide new one-way or two-way tint at the specified locations, as applicable and defined in this PWS.
3.8.7. Provide a one-year warranty on applied tint and schedule a response within
72-hours to replace/fix tint.
3.8.8. Provide a plan/schedule identifying proposed date/time to apply tint on each identified facility. Schedule must be coordinated and approved by 90 SFS Operations leadership (i.e., Operations Officer and/or Operations Superintendent or above).
3.8.9. Comply with all facility modification requirements and shall not alter the facility in any way outside of applying window tint.
3.8.10. The Government shall evaluate the contractor’s performance by monitoring to ensure the work is completed efficiently. The Government shall evaluate the contractor’s performance through on-site inspections and receipt of customer complaints. The Government shall inspect each task as completed.
4. Period of Performance.
4.1. Work shall be completed within 60 days from contract award date.
4.2. Completed work is defined as all locations outfitted with glazing/tint, as identified on this PWS.
5. Background.
5.1. This PWS outlines requirements necessary to support the purpose of removal and installing tint at designated IACP facilities.
5.2. The 90th Security Forces Squadron (90 SFS) is the responsible “customer” regarding this PWS whereas, the 90th Security Forces Group (90 SFG) Antiterrorism Office is the project facilitator for the customer’s needs/intent between the Government and Contractor.
5.3. The following are estimates for the facilities; however, Contractor shall be responsible for ensuring accuracy of window sizes.
• Gate-5 Main Facility, 264 sq ft
• Gate-5 Island Guard Booths, 114 sq ft
• Gate-5 CVI Guard-side, 91 sq ft
• Gate-5 CVI Customer side, 113 sq ft (two-way glazing/tint)
• Gate-1 Main Facility, 195 sq ft
• Gate-1 Island Guard Booths, 61 sq ft
• Gate-2 Main Facility, 353 sq ft
• Gate-2 Island Guard Booths, 100 sq ft
6. Compliance.
6.1. Material used to apply and perform as “window tint” shall not be hazardous and meet all Wyoming state approved regulatory guidelines and/or standards, as applicable.
6.2. Provide translucent or figured glazing per UFC 4-023-07. Glazing must limit viewing into the facility to the extent possible without restricting views out of the facility during day and night operations. The intent is to reduce the visible signature of security personnel, as seen from the outside of the gatehouse, without reducing the ability of security personnel to see out. The illuminating Engineering Society of North America (IESNA) Handbook-10 suggests specular-reflecting, low transmission glazing at a tilted angle can be used in the windows to limit view into the guard facilities from the exterior. 6.3. The Contractor shall ensure all the window tint for all the various locations mentioned in this PWS shall have edge sealing to ensure there is a gapless finish.
The recommended sealant for the edge sealing is Dow Corning 995 Sealant or better.
6.4. All licensing associated with any work shall be perpetual; no licensing fees or reoccurring costs should be part of the installation.
7. Operating Constraints.
7.1. Qualified Personnel. The Contractor shall provide qualified personnel to perform all requirements specified in this PWS. The Contract shall only be awarded to a U.S. company.
7.2. Key Personnel. Before replacing any individual designated as “Key” by the
Government, the Contractor shall notify the Contracting Office no less than fifteen
(15) business days in advance, submit written justification for replacement, and provide the full name and qualifications of any proposed substitute(s). All proposed substitutes shall possess qualifications equal to or superior to those of the Kep personnel being replaced, unless otherwise approved by the Contracting Office. The Contractor shall not replace Key Contractor personnel without approval from the Contracting Office. The following Contractor personnel are designated as Key for this requirement.
7.2.1. Project Manager (PM). The Contractor shall provide an experienced PM who shall be responsible for all contractor work performed under this PWS.
The PM shall be a single point of contact (POC) for the Contracting Office and/or Contracting Office Representative (COR). The name of the PM, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the PM, shall be provided to the Government as part of the Contractor’s proposal. The PM is further designated as Key by the
Government. During any absence of the PM, only one alternate shall have full authority to act for the Contractor on all matters relating to work performed under this contract. The PM and all designated alternate(s) shall be able to read, write, speak, and understand English. Additionally, the Contractor shall not replace the PM without prior coordination with the Contracting Office. The PM shall have a minimum of 5 years’ experience in installing and removing window tint.
7.2.1.1.The PM shall be available to the COR via telephone between the hours of 8:00 a.m. and 4:00 p.m. Mountain Standard Time, Monday through Friday, excluding federally observed holidays, and shall respond to a request for discussion or resolution of technical problems within two (2) hours of notification.
7.3. Prohibited Hours for Contractor to be on-site and/or perform work. The
Contractor shall not perform work nor be at work locations identified on this PWS during periods of 6:00 a.m. through 8:00 a.m. and 4:00 p.m. through 6:00 p.m. for the safety of both the Contractors performing the work, the posted military personnel, and active vehicle/pedestrian traffic. For any instances that require work to be performed or for the Contractor to be at site locations during these prohibited time periods, approval is required from the 90 SFS Commander.
7.4. Hours of Operation. The contractor shall perform the work required under this contract during the normal operating hours of 0800-1600 Mountain Standard Time, Monday through Friday, excluding base closures/down days and Federal Holidays. Contractor may start the day of or the day after award of the contract.
8. Contractor Employee(s). The contractor shall adhere to the following minimum requirements in support of this requirement:
8.1. Contractor personnel shall not discuss government operations in public or over unprotected or unencrypted communications. Controlled unclassified information (CUI) may only be transmitted as directed in this PWS.
8.2. The Contractor shall not post to company websites, publications, newsletters, or other media any images, data or information that reveal sensitive government operations, personnel, equipment, and/or classified or controlled unclassified information. When in doubt, company press releases related to this contract should be coordinated through Contracting Officer.
8.3. Because observation of events, operations, physical changes, etc. may reveal
National Security information, specific restrictions are needed to preclude unintentional release of this information to unauthorized parties. Unauthorized disclosure and transfer of National Security Information is punishable under 18 USC § 793. Therefore, contractor personnel shall not disclose to unauthorized third parties, post to unofficial sites (including Social Networking sites) any images, data/information, or observed events that reveal sensitive government operations, personnel, equipment, including, but not limited to:
8.3.1 Tactics, techniques and procedures, production, or work schedules, any visible or concealed modifications, upgrades, additions to vessels, aircraft, or weapons or equipment; increases, change, or decreases in work/deployment frequency or government personnel, vehicle, vessel, or aircraft movements;
specialized equipment orders, deliveries, shipments, etc. Unauthorized disclosures and attempts to solicit this type of information by unauthorized third parties or others not affiliated with this contract shall be reported to the Contracting Officer.
8.4. Contractor employee(s) visiting Government facilities shall maintain and provide, when asked, an identification badge provided by the government (i.e., DBIDS Pass). Additionally, Contractor employees are subject to vehicle inspections while on, entering, or exiting, the installation.
8.5. Government issued badges, identification shall be removed and/or concealed from plain sight when off base and shall not be left in vehicles or unprotected areas.
Badges and passes may not be duplicated, copied, or loaned to others. Lost or stolen identification badges vehicle passes etc. will be immediately reported to the Contracting Officer and/or Installation Security Office.
8.6. Conduct. Employee(s) shall comply with all applicable local, state, and federal laws and regulations, policies, and procedures (e.g., fire safety, sanitation, environmental protection, security, “off limits” areas, possession of weapons/drugs (to include Marijuana), et al.) when visiting or working at Government facilities.
The Contractor shall ensure that employee(s) always present a professional appearance and that their conduct shall not reflect discredit on the United States or the Department of Defense (DoD). The PM shall ensure employees understand and abide by the DoD and installation established rules, regulations, and policies concerning safety and security.
8.7. Removal of Employee(s). The Government may, at its sole discretion (via the
Contracting Office or 90 SFS, when relating to Law and Order and/or Security concerns), direct the Contractor to remove any employees from the work location and/or installation facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the awarded contract.
9. Warranty.
9.1. The Contractor shall provide the following warranty:
9.1.1. Replace, repair, fix to window glazing/tint, as applicable, due to faulty glazing/tint for a duration of one-year from install date (i.e., Government acceptance), to include on-site repair within 72-hours, all parts, labor, and replacement, as necessary.
9.1.2. The Contractor shall warrant the entire product and workmanship. Faulty or defective work and product shall be corrected at no cost to the Government.
The Contractor shall provide a warranty POC in their proposal.
10. Other Application Conditions.
10.1. Security.
10.1.1. All Contractor personnel shall have a National Crime Information Check (NCIC) conduct, of which, persons with negative criteria as outlined in the 90 MW Plan 31-1, Integrated Defense Plan (IDP), shall not have access to FEW AFB (e.g., National Sex Registry, Violent Persons File, convictions regarding drugs or weapons, etc.). The Contractor PM will be able to coordinate with 90 SFS/S5B, Pass and Identification Section, regarding installation access and issuance of DBIDS passes for contractors. The Contractor PM will provide applicable information a minimum of fourteen
(14) calendar days to 90 SFS/S5B prior to requiring installation access, to have proper vetting completed.
10.1.2. The contactor shall be required to produce information and documents needed to gain access to F.E. Warren AFB. A valid driver’s license, state issued identification card or passport, and automobile insurance will be needed.
10.1.3. Privately Owned Firearms are not authorized on FEW AFB with respect to
Contractor personnel, in the performance of this contract.
10.1.4. Oversized commercial company vehicles will be required to be searched prior to base entry. All vehicles are subject to inspections while entering, exiting, and operating within the confines of FEW AFB boundaries.
10.1.5. Contractor personnel may be required to halt performance during periods of high alert, Force Protection Condition (FPCON) changes, base level exercises, and/or natural or man-made emergencies. The Contractor PM will be notified by the Government when work can be resumed.
10.2. Deliveries.
10.2.1. When required, the loading dock shall serve as the main entry point for all products during the project. The following delivery requirements must be adhered to:
10.2.1.1. Verification and accessibility of elevators, lobby, and corridor clearances are the responsibility of the Contractor prior to delivery and installation.
10.2.1.2. Vehicle searches are required for all delivery trucks at the
Installation Access Control Point (IACP) prior to allowing base entry.
10.2.1.3. A coordination meeting to discuss delivery and FEW AFB security requirements, policy and criteria will be required.
10.2.1.4. All Contractor personnel entering FEW AFB property will be required to present DBIDS pass and proper state/federal identification prior to allowing base entry.
10.3. Travel
10.3.1. Travel is at the responsibility of the Contractor, as applicable, to fulfill the performance of the contract.
10.4. Post Award Conference.
10.4.1. The Contractor shall attend a Post Award Conference with the Contracting
Officer, Contracting Specialist, the Customer, and technical experts no later than ten (10) business days after the date of award. The purpose of the Post Award Conference, which will be chaired by the Contracting Officer and customer, is to discuss technical and contracting objectives of this contract and review the Contractor’s draft project plan.
10.5. Project Plan.
10.5.1. The Contractor shall provide a draft Project Plan as part of their initial proposal for technical evaluation. The Project Plan shall include the floor plan design required within this PWS. The Contractor shall provide a final Project Plan to the Customer not later than five (5) business days after the Post Award Conference.
