About this file

This is an Informational Sheet on Prevailing Wages for State Projects issued by the State of Michigan Department of Wage and Hour (WHD-9917, November 2025). The document provides guidance on fringe benefits that may be credited toward prevailing wage rate requirements for construction mechanics on state projects. Allowable fringe benefits include vacation pay, dental insurance, vision insurance, health insurance, life insurance, tuition assistance, bonuses, 401(k) employer contributions, sick pay, holiday pay, and accidental death and dismemberment insurance premiums. When fringe benefits are not paid on an hourly basis, the hourly credit is calculated by dividing the annual value of the benefit by 2,080 hours per year (52 weeks at 40 hours per week).

The document clarifies that certain payments and expenses are not credited toward prevailing wage rates, including legally required payments such as unemployment insurance, workers' compensation insurance, and FICA contributions; reimbursable expenses such as clothing allowances, uniform allowances, gas allowances, travel time, and meals or lodging; and other payments such as industry advancement funds and financial loans. The informational sheet provides a detailed example demonstrating how multiple fringe benefits aggregate to an hourly credit of $3.65, illustrating the calculation methodology for compliance with Michigan's prevailing wage requirements on state construction projects.
