About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration Wage and Hour Division. The document establishes prevailing wage rates for service contract employees in West Virginia counties including Greenbrier, Logan, McDowell, Mercer, Mingo, Monroe, Nicholas, Pocahontas, Summers, Webster, and Wyoming.

The wage determination (No. 2015-4351, Revision 31, effective 5/13/2026) provides hourly rates for over 300 occupational classifications organized by occupational family codes. Rates range from $12.17 per hour for entry-level positions such as assemblers and dry cleaners to $46.03 per hour for specialized roles including air crew training device instructors and maintenance test pilots. Occupational families covered include administrative and clerical occupations (01000 series), automotive service (05000 series), food preparation and service (07000 series), furniture maintenance and repair (09000 series), general services and support (11000 series), health occupations (12000 series), information and arts occupations (13000 series), information technology occupations (14000 series), instructional occupations (15000 series), machine tool operation and repair (19000 series), materials handling and packing (21000 series), mechanics and maintenance and repair (23000 series), personal needs occupations (24000 series), plant and system operations (25000 series), protective services (27000 series), recreation occupations (28000 series), stevedoring and longshore occupations (29000 series), technical occupations (30000 series), and transportation and mobile equipment operation (31000 series), plus miscellaneous occupations (99000 series). The determination includes fringe benefits requirements, paid sick leave provisions under Executive Orders 13706 and 13658, vacation and holiday entitlements, hazardous pay differentials for ordnance and explosives work, and uniform allowance standards. Computer professional employees are noted as potentially exempt under Fair Labor Standards Act exemptions, and air traffic controllers and weather observers receive night pay and Sunday pay differentials.
