This document is a pre-application conference presentation for the USAID Primary Healthcare Improvement Program (UPHIP) in Nigeria. The UPHIP activity will support the Government of Nigeria's (GON) Nigeria Health Sector Renewal Investment Plan by addressing supply and demand-side issues among primary and secondary healthcare facilities.

The program has five key components: effective models of primary healthcare delivery, community engagement, subnational and facility management, systems integration and interoperability, and resilient health systems and services. The application process involves a concept video submission, oral presentations, and a full application. The anticipated timeline for award is October 2024 to March 2025. Organizational requirements include registering in the System for Award Management (SAM) and undergoing a pre-award risk assessment. The activity is funded under the USAID Foreign Assistance for Programs Overseas grant program.

The Merit Review Criteria is specified in Section E of the NOFO. While applicants will be evaluated by all aspects of the merit review criteria, here are some notes of what USAID is looking for:

- We expect clear and logical approaches to align with multiple sources:

- Extent to which the applicant’s technical approach demonstrates a clear and detailed statement of logic, assumptions, causal relationships, challenges, opportunities, and risks within the health sector in Nigeria and how the applicant’s approach addresses them in order to reach the proposed objectives.

- Extent to which the Applicant presents a plan that is technically sound, well defined, achievable, flexible and adaptable, cogent, feasible, clearly outlines innovative approaches, demonstrates alignment with country and USAID policies and priorities.
