2.0 BUILDING DESCRIPTIONS
The site is located at the Resource Management area within Hawaii Volcanoes National Park on the Island of Hawaii. The site is improved with four, one-story structures that provide storage, areas for plant growth, office space, and other horticultural purposes. The structures were reportedly constructed in late 1970s.
The greenhouse structures (e.g., partially enclosed greenhouse (B-53) and the enclosed greenhouse) were manufactured by Lord & Burnham of Madison Ohio. The glass panes are located within a rigid aluminum frame and held in place with caulk and an aluminum bar cap.
Window glazing or window putty was not noted. The remaining structures are wood-framed or CMU walls (e.g., the partially enclosed greenhouse) or short CMU foundation wall (e.g., the enclosed greenhouse).
2.1 Greenhouse Office & Partially Enclosed Greenhouse (B-53)
B-53 is a single-story office building connected to a partially enclosed greenhouse structure by a covered awning. The greenhouse structure is approximately 1,250 square feet and consists of double gable greenhouse roof system supported by an aluminum roof truss, “U-shaped” CMU wall, and aluminum columns. A gutter system located at the centerline of the building collects rainwater at the valley between the two roof systems
2.2 Resource Management Potting Shed (B-342)
B-342 is an approximate 750-square-foot, wood-framed structure clad with semi-transparent fiberglass panels. The open portions of the structure are clad with wire mesh fabric to enclose the remaining portion of the building. The roof consists of semi-transparent fiberglass panels supported by a wooden roof truss system.
Responsive ■ Resourceful ■ Reliable 3
2.3 Enclosed Greenhouse (EGH)
The enclosed greenhouse is an approximate 700-square-foot structure of similar construction to the partially enclosed greenhouse building of B-53; however, the enclosed greenhouse has a short CMU stem wall foundation on the north, south and west perimeter. The east wall of the structure is adjoined to the west wall of the Bug-house Insect Quarantine Facility (B-338/B-339).
2.4 Bug-house Insect Quarantine Facility (B-338/339)
B-338/339 is a single-story, wood-framed building clad with a tongue & groove vertical lath system with a corrugated metal roof. The structure was converted to its current use from a greenhouse.
A small shed structure was added to the east side of the main building. The building was inaccessible during site activities.
3.0 ASBESTOS FIELD SAMPLING ACTIVITIES
The inspection was conducted by Duane Matters, a State of Hawaii-licensed asbestos building inspector. Copies of pertinent licenses and training certifications are included in Appendix E. The inspection was conducted on November 11, 2022, in general accordance with the sampling protocols established by EPA Regulation 40 CFR 763, AHERA and Hawaii Administrative Rule, Title 11 Chapters 501 through 504 requirements. A summary of inspection activities is provided below.
3.1 Visual Assessment
Inspection activities were initiated with visual observation of the structures to identify homogeneous areas of suspect ACM. A homogeneous area (HA) consists of a building material that appears similar throughout in terms of color and texture with consideration given to the date of application.
3.2 Physical Assessment
A physical assessment of each HA of suspect ACM was conducted to assess the friability and condition of the materials. A friable material is defined by the EPA as a material that can be crumbled, pulverized, or reduced to powder by hand pressure when dry. Friability was assessed by physically touching suspect materials.
3.3 Sample Collection
Based on results of the visual observation, bulk samples of suspect ACM were collected in general accordance with EPA AHERA sampling protocols. Samples of suspect materials in the pathway
Responsive ■ Resourceful ■ Reliable 4 of construction were collected from randomly selected locations in each homogeneous area. Bulk samples were collected using wet methods as applicable to reduce the potential for fiber release.
Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker.
The selection of sample locations and frequency of sampling were based on Terracon’s observations and the assumption that like materials in the same area are homogeneous in content. Terracon collected 15 bulk samples from 5 homogeneous areas of suspect ACM from the interior and exterior of the site structure that were present in the pathway of construction. A summary of suspect ACM samples collected during the inspection is included in Appendix B.
Sample location diagrams are included in Appendix D. Photographs of the HAs and site are included in Appendix E.
3.4 Sample Analysis
The bulk samples were submitted under chain of custody to SGS Forensic Laboratories (SGS) of Las Vegas, Nevada for analysis by polarized light microscopy (PLM) with dispersion staining techniques per EPA Method 600/R-93/116. SGS is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP) Accreditation No. 200908-0.
4.0 LEAD FIELD SAMPLING ACTIVITIES
The inspection was conducted by Duane Matters, a State of Hawaii-licensed lead risk assessor.
Copies of pertinent licenses and training certifications are included in Appendix F. The inspection was conducted to provide the client with information to comply with Occupational Safety and Health Administration (OSHA) regulation 29 CFR 1926.62 – Lead. The sampling was not designed to meet the requirements of the U.S. Department of Housing and Urban Development (HUD) for a comprehensive lead-based paint inspection.
4.1 Visual Assessment
Terracon visually assessed representative painted surfaces within the structure to identify coatings suspect of containing lead. Painted/coated surfaces that appear similar throughout in terms of color, texture, substrate, and date of application are treated as a homogeneous material for testing purposes.
4.2 Physical Assessment
Painted or otherwise coated surfaces were visually assessed for evidence of distress, flaking, and peeling. The painted surfaces were assessed as good, fair, or poor condition depending on degree of cracking, peeling, or chipping.
Responsive ■ Resourceful ■ Reliable 5
4.3 Sample Collection
Based on results of the visual assessment, eleven paint chip samples were collected from the site structures. Sampling was prioritized based on quantities and materials identified to be in poor condition
4.4 Sample Analysis
The bulk samples were submitted under chain of custody to SGS for analysis by atomic absorption spectroscopy per EPA Method 3050B/7000B. SGS is accredited under the American Industrial Hygiene Association (AIHA) Accreditation No. 101629.
5.0 REGULATORY OVERVIEW
5.1 Asbestos Regulatory Overview
The National Standards for Hazardous Air Pollutants NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. The asbestos NESHAP regulation also requires the identification and classification of existing ACM according to friability prior to demolition or renovation activity. Friable ACM is a material containing more than 1% asbestos that, when dry, can be crumbled, pulverized or reduced to powder by hand pressure. All friable ACM is considered regulated asbestos-containing material (RACM).
The asbestos NESHAP regulation classifies ACM as either RACM, Category I non-friable ACM or Category II non-friable ACM. RACM includes all friable ACM, along with Category I and Category II non-friable ACM that has become friable, will be or has been subjected to sanding, grinding, cutting or abrading, or ACM that has a high probability of becoming or has become crumbled, pulverized, or reduced to powder in the course of demolition or renovation activity.
Category I non-friable ACM are exclusively asbestos-containing packings, gaskets, resilient floor coverings, resilient floor covering mastics and asphalt roofing products that contain more than 1% asbestos. Category II non-friable ACM are all other non-friable materials other than Category I non-friable ACM that contain more than 1% asbestos.
In the state of Hawaii, asbestos activities are regulated by the Hawaii Administrative Rule, Title 11 Chapters 501 through 504 requirements. The Hawaii Department of Health requires that any asbestos-related activity conducted in a public building be performed by personnel licensed by the department. The owner or operator must provide the Hawaii Department of Health with written notification of planned removal activities at least 10 working days prior to the commencement of asbestos abatement activities. Asbestos abatement must be performed by Hawaii Department of Health licensed asbestos abatement contractors.
Responsive ■ Resourceful ■ Reliable 6
The Occupational Safety and Health Administration Asbestos standard for construction (29 CFR 1926.1101) regulates workplace exposure to asbestos. The OSHA standard requires that employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fiber per cubic centimeter (f/cc) of air as an eight-hour time weighted average. The OSHA standard classifies construction and maintenance activities which could disturb ACM and specifies work practices and precautions that employers must follow when engaging in each class of regulated work. In addition, OSHA imposes work practice requirements when materials containing any detectable concentration of asbestos are disturbed in the course of construction work.
5.2 Lead Regulatory Overview
Lead paint sampling activities were conducted in general accordance with the EPA’s work practice standards for conducting lead activities (40 CFR 745.227, and State and local regulations). Lead is regulated by the EPA and OSHA.
LBP as defined by HUD and EPA is paint or other surface coatings that contains lead equal to or greater than 1.0 milligrams per square centimeter of surface area (mg/cm2) or 0.5 percent by weight or 5000 parts per million (ppm). Surface coatings include paint, shellac, varnish, or any other coating, including wallpaper which covers painted surfaces. HUD applies to a building, facility, or portion of a building, constructed prior to 1978, that will be occupied by a child six years of age or under. The EPA LBP regulations do not currently address work performed in public and commercial buildings or industrial facilities. The sampling was not designed to meet the requirements of HUD for a comprehensive LBP inspection.
Lead containing painted or other surface coatings (LCP) are defined by OSHA as a paint that contains lead, regardless of the concentration. Currently, any proposed renovation or demolition is subject to the OSHA regulations (29 CFR 1926.62 – Lead Exposure in Construction).
Detectable lead quantities may constitute a lead dust hazard during renovation and demolition activities. Personnel performing renovation and demolition activities that may disturb painted components and building surfaces with concentrations of lead above the designated analytical detection limit should comply with all current OSHA regulations in order to minimize employee exposure.
The OSHA regulation defines specific training requirements, engineering controls and working practices for construction personnel subject to this standard. Occupational exposure to lead occurring in the course of construction work, including maintenance activities, painting, alteration, and repairs is subject to the OSHA standard.
Construction work covered by 29 CFR 1926.62 includes any repair or renovation activities or other activities that disturb in-place lead-containing materials but does not include routine cleaning and repainting where there is insignificant damage, wear, or corrosion of existing lead-containing
Responsive ■ Resourceful ■ Reliable 7 coatings or substrates. Employers must assure that no employee will be exposed to lead at concentrations greater than 50 micrograms per cubic meter (µg/m³) averaged over an eight-hour period without adequate protection. The OSHA Standard also establishes an action level of 30 µg/m³ which, if exceeded, triggers the requirement for medical monitoring.
If lead is present in a construction workplace in any quantity and will be disturbed by construction activities, the employer is required to make an initial determination of whether any employee’s exposure to airborne lead exceeds the action level. This initial determination requires that the employer perform an exposure assessment to monitor the construction workers’ exposures unless they have objective data from similar operations performed within the previous 12 months, or data from outside sources such as trade associations and suppliers. Federal OSHA requires that an employer working with paint which contains any amount of lead in such a way that would generate airborne levels to which employees may be exposed, must conduct exposure monitoring (or use objective or historical data to demonstrate that the action level is not exceeded). Though analytical results may indicate no detectable lead, contractors need to protect their workers from potential exposures or show through personal monitoring that there is no risk to employees (either with empirical data as detailed above or by monitoring the project). Bulk sample results do not “prove” there is no chance for worker exposure. Analytical results showing that lead levels are below the limit of detection does not mean there can be no exposure, only that overexposure is less likely.
The Resource Conservation and Recovery Act (RCRA) gave the EPA authority to regulate the waste status of demolition or renovation debris, including lead-containing materials. Specific notification and testing requirements must be addressed prior to transporting, treating, storing, or disposing of hazardous wastes. Lead containing wastes are considered hazardous waste under RCRA if Toxicity Characteristic Leaching Procedure (TCLP) results exceed five milligrams per liter (mg/L). EPA exempts from most RCRA requirements those generators whose combined hazardous waste generation is less than 100 kilograms (kg) per month.
The above overview is not intended to be inclusive of all potentially pertinent regulatory information. The relevant EPA and OSHA standards should be consulted prior to undertaking activities involving the demolition, renovation, or maintenance of surfaces coated with lead paints.
6.0 FINDINGS
6.1 Asbestos Findings
The following materials were identified to be asbestos-containing as a result of laboratory analysis:

Skimcoat/Joint Compound 1 Window Caulk Undetermined
1 Material is likely a component associated with the drywall/joint compound system present in the interior of the structure.
The above identified asbestos materials associated with the greenhouses are classified as Category II Non-friable and must be removed by a Hawaii-licensed asbestos contractor. One sample of caulk collected from the windows of the building B-338/339 contained skimcoat/joint compound that was asbestos containing. The material is likely a component associated with the drywall/joint compound system present in the interior of the structure and unlikely to be impacted by the scope of work for the exterior painting activities. The skimcoat/joint compound is classified as RACM. The removal of the asbestos-containing materials should not include intentional burning, sawing, grinding, abrading, mechanically chipping, drilling, sanding, bead or sand blasting, explosive demolition, or any other activity that mechanically powders or otherwise renders the material friable.
In the event that building materials are being recycled, all ACM must first be removed in accordance with all applicable federal, state, and local regulations by a Nevada-licensed asbestos abatement contractor. Terracon can provide the Client with a proposal for developing asbestos abatement specifications (project design) and for performing abatement oversight and air monitoring upon request.
It should be emphasized that although reasonable efforts were made to inspect accessible suspect materials, additional suspect but un-sampled materials could be located under existing building materials or equipment, inside walls or ceilings, in isolated areas or in other concealed areas.
Therefore, if suspicious materials are encountered during demolition activities that do not appear to have been characterized as ACM or non-ACM, these materials must be assumed to be ACM until samples are collected and analyzed to prove otherwise.
A summary table of identified ACM samples collected during the inspection is included as Table 1 in Appendix A. A summary table of the asbestos inspection sample location collected during the inspection is included as Table 2 in Appendix B. Laboratory analytical reports are included in Appendix C. Sample location diagrams are included in Appendix D. Photographs of the HAs and the site are included in Appendix E. Copies of licenses and certifications are provided in Appendix F.
Responsive ■ Resourceful ■ Reliable 9
6.2 Lead Findings
Results of the lead-based paint inspection to evaluate for the presence of lead in painted surfaces and in general accordance with EPA guidelines, within the limitations of the scope of this inspection did not indicate the presence of LBP. Lead was not detected at concentrations >0.5 percent in any of the eleven samples collected. Lead was not detected above the laboratory reporting limit of
0.006 percent in 4 of the 11 samples. Results for the remaining 7 samples ranged between 0.025% and 0.16%.
A summary table of the lead inspection sample location collected during the inspection is included as Table 3 in Appendix B. Laboratory analytical reports are included in Appendix C. Sample location diagrams are included in Appendix D. Photographs of representative sample locations and the site are included in Appendix E. Copies of licenses and certifications are provided in Appendix F.
7.0 LIMITATIONS AND GENERAL COMMENTS
Terracon performed sampling of materials in the pathway of construction. Limited intrusive investigation and sampling of areas that included knocking holes in walls to inspect interstitial wall cavities was not performed or deemed necessary based on the proposed renovation. Terracon did not perform dismantling of equipment, or removal of protective coverings. Reasonable efforts to access suspect materials within known areas of restricted access (e.g., crawl spaces) were made; however, confined spaces or areas that may pose a health or safety risk to Terracon personnel were not sampled. Sampling did not include suspect materials which could not be safely reached with available ladders/man-lifts.
This Pre-renovation Asbestos and lead Paint Inspection was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions, and recommendations expressed in this report are based on conditions observed during our inspection of the building. The information contained in this report is relevant to the date on which this inspection was performed and should not be relied upon to represent conditions at a later date. This report has been prepared on behalf of and exclusively for use by LGA Architecture, Inc. for specific application to their project as discussed. This report is not a bidding document.
Contractors or consultants reviewing this report must draw their own conclusions regarding further investigation or remediation deemed necessary. Terracon does not warrant the work of regulatory agencies, laboratories, or other third parties supplying information which may have been used in the preparation of this report. No warranty, express or implied is made.

Sample Preparation and Analysis:
The NESHAP Final Rule does not define the preparation method for multi-layered samples. In order to determine the composite quantity of asbestos, the volume percent of each layer is determined, the asbestos containing layers are analyzed by point counting and the composite quantity of asbestos is calculated. The NESHAP Final Rule can not be applied to matrices that dissolve in refractive index liquid. This includes tar, mastic or adhesive typically found on the back of floor tiles. According to the NESHAP Final Rule, point count data is only necessary when the visual estimate of asbestos is below 10%.
