Technical Specification Summary

This is a Technical Specification document for the State of California's Office of State Publishing (OSP) and other state buying agencies regarding the procurement of mailing envelopes. The specification establishes minimum requirements for envelopes used in high-speed mail inserting and mechanical sorting operations. The envelopes are classified into two types—Style P (plain) and Style W (window)—and three classes based on functionality: Class 1 (commercial and official), Class 2 (open side booklet), and Class 3 (open-end catalog). The specification encompasses a comprehensive configuration table detailing 38 distinct Master Control Codes (MCCs) with varying envelope dimensions, materials, window specifications, printing requirements, and construction details. The contract is structured as a mandatory statewide agreement with an initial term of two years and three optional one-year extension periods.

All envelopes must comply with sustainability requirements, including Forest Stewardship Council (FSC) or Sustainable Forest Initiative (SFI) Chain of Custody certification and a minimum of 30% postconsumer recycled content (PCRC). Materials specifications include Bond/White Wove, Brown Kraft, and Manila paper stocks at basis weights ranging from 24 to 28 pounds, with glassine patches explicitly prohibited in favor of polystyrene window materials. The specification mandates strict workmanship standards referencing the Envelope Institute of America and Envelopes Manufacturers Association guidelines, with performance acceptance criteria limiting jamming rates to no more than one envelope per 8,000 letter-sized envelopes and one per 5,000 booklet envelopes during testing. Detailed packaging requirements vary by envelope class, with Class 1 envelopes packed at 500 per shelf box in five-box shipping cartons, Class 2 booklet envelopes at 500 per shipping carton, and Class 3 catalog envelopes at 500 per carton with specific reversal intervals, except for MCC 150109, which requires 48" x 40" pallets with maximum height of 54 inches and weight not exceeding 2,500 pounds.

3.6 Special Requirement in Construction of Specific Envelopes Note: These requirements shall supersede the general requirements in the preceding sections for each envelope type.

3.6.1 MCC15007

3.6.1.1 Window patch: The leading edge (top) of the window patch requires edge-tight gumming (as close as possible to the top edge) without seepage or wrinkles so that it does not present a trip point for items to catch upon during the insertion process. The patch adhesive strip should measure no less than ⅛ inch (⅛”) wide around the entire window.

Seal flap gum strips shall be such that envelopes remain closed once sealed. The gum strip shall be no greater than ½ inch (½”) wide measured from the flap edge going toward the score fold. Use industry standard moisture-activated gum that shall be dried completely before packing envelopes in cartons.

3.6.1.5 Adhesive: It shall be composed and placed so that generally accepted handling and storage shall not result in envelopes sealed or stuck to each other before removal from the carton and insertion.

3.6.2 MCC15008

3.6.2.1 Window patch: Patch material shall be made of industry standard polystyrene material. Glassine patch material is not acceptable. The window patch shall be flat, ripple free, and bonded within 1/16 inch (1/16") of the top edge of the patch material and top edge of the window cut out. The leading edge (top) of the window patch requires edge-tight gumming (as close as possible to the top edge) without seepage or wrinkles so that it does not present a trip point for
