36C25225Q0657 Attachment 2:
The following provision is incorporated into 52.212-2 as an addendum to this solicitation:
52.212-2 Evaluation—Commercial Products and Commercial Services (NOV 2021)
(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(b) The following factors shall be used to evaluate quotations:
Technical specifications and compliance with requirement, Delivery schedule, Past performance, and Price
(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is requesting or accepting alternate quotations. The evaluation will consider the following:
(1) Technical specifications and compliance with requirement: Contractor must provide a detailed description outlining how the product or system would be designed and built to meet specific requirements, ensuring compliance with established standards and guidelines. (i.e. Technical Architecture: The overall structure and organization of the system; Hardware: Specific components and their specifications; Network Environment: Protocols, security measures, and connectivity)
(2) Compatibility with existing equipment: Under this factor, VA will evaluate quotes to determine whether the product or system can function effectively and seamlessly with older systems or equipment without causing conflicts or requiring significant modifications. Compatibility ensures that new technologies can integrate into existing infrastructure, preserving investment in legacy systems and allowing for a smooth transition to new technologies. (i.e. Interfaces and Protocols: Ensure that the new equipment uses standard interfaces, protocols, and communication methods that align with existing systems; Hardware Specifications: Consider factors like ports, connectors, power requirements, and voltage.)
(3) Delivery schedule: The implementation plan will be evaluated to determine whether all deliverables are sufficiently addressed and whether the timeline provided for all deliverables meets VA’s intended usage start date of July 1, 2025. Implementation plans that anticipate the completion of all deliverables before the start date will be evaluated more favorably.
· Implementation plan with specific dates how each of the six deliverables listed in the SOW will be accomplished.
(4) Past performance: Under this factor, the government will assess how well the quoter has previously performed similar recent (within the last 4 years) requirements and will determine the likelihood of success and timely completion of the implementation plan based on the quoter’s history of prior performance. The government will base its past performance evaluation on the prior projects provided in the quote, CPARS and the Contracting Officer’s knowledge of the quoter’s prior performance.
(5) Price: The Government will evaluate price for reasonableness. The Government will evaluate the price by adding the total of all line-item prices. The Total Evaluated Price will be that sum.
(d) Options. The Government will evaluate quotations for award purposes by adding the total price for all options to the total price for the basic requirement.
(End of Provision)
