About this file

This is a Supply Requirement document for an amphibious track vehicle and associated equipment to be delivered to Minnesota Valley National Wildlife Refuge (NWR).

The procurement specifies a single amphibious track vehicle with comprehensive technical requirements across multiple subsystems. The vehicle body must be 15'10" minimum length by 8'6" maximum width by 8'4" maximum height, constructed of welded aluminum with a maximum machine weight of 7,000 lbs and 1,500 lb floating load capacity. The drive system requires a Kohler 2504 TCR 74 HP 4-cylinder water-cooled turbodiesel engine meeting TIER 4 FINAL EPA certification for 2019 off-road diesel engines, paired with twin hydrostatic transmission and oil bath lubricated final drives requiring no external greasing. The vehicle must achieve minimum speeds of 8 mph on land and 1 mph in water. The track system includes maximum 28" wide polymer cleats, dual rubber belts per track, eighteen urethane bogie wheels per track, and nine oil bath lubricated bogey axle assemblies per pontoon, all utilizing stainless-steel hardware for saltwater corrosion resistance. Additional specifications include a front-mounted 10,000 lb hydraulic winch with 130' of cable, dual 55-gallon aluminum water tanks for fire suppression with self-priming centrifugal pump, low and high flow auxiliary hydraulic circuits, and a hydraulic-driven rotary cutter attachment. The vehicle includes LED lighting, USB/USB-C charging ports, rearview camera, and overhead cargo rack rated for 100 lbs. The procurement also requires a tilt-deck trailer with 8' width by 18' length capacity, electric brakes, and DOT-compliant safety equipment. Delivery is required on or before July 1, 2026, at Minnesota Valley NWR, 15850 Rapids Lake Road, Carver, MN 55315. The machine includes factory-direct warranty of one year or 1,000 hours, plus separate engine warranty of three years or 2,000 hours with 100% parts and labor coverage.
