Attachment 2-B mandates submission of a five-year client reference list demonstrating relevant past performance, including contract dates, performance locations, contract values in Indian Rupees (INR), and client contact information; the government reserves the right to contact these references to evaluate service quality, contract compliance, management effectiveness, customer cooperation, and business integrity. Attachment 2-C requires evidence of qualified personnel, equipment, tools, and financial resources necessary to perform the contracted work. Attachment 2-D requires offerors to provide plans for obtaining all locally mandated licenses and permits required under Indian law, or copies of licenses and permits already in possession.
