STATEMENT OF WORK
REPAIR HVAC BLDG 395 CONTROL TOWER CAB AND EQUIPMENT
ROOMS
PROJECT NO.: PDPG 20‐1011 AND PDPG 20‐1012
1. INTRODUCTION
This Statement of Work (SOW) defines the scope of work for the contractor to disconnect the existing redundant fan coil units (FCU) from the existing variable refrigerant flow (VRF) system heating, ventilation and air conditioning (HVAC) system for the Air Traffic Control Tower (ATCT) and replacing those redundant FCUs serving the Air Traffic Control Tower (ATCT) cab and electronics equipment rooms to a standalone HVAC split system in level 5 and 7 including the refrigeration pipes, thermal insulation, vapor barrier, power supply, and controls.
The scope of work will be limited to converting the existing redundant fan coil unit FCU‐52B (serving the cab) and fan coil units FCU‐49B and FCU‐50 B (serving electronics equipment rooms) to stand‐alone
HVAC split systems by installing a new condensing units CU‐50B and CU‐52B and new fan coil unit FCU‐
49B, FCU‐50B and FCU‐52B of the same capacity and type (horizontal) of the existing fan coil units. Also the scope will include the modifications to the existing controls as a result of separating the existing
FCU‐49B, FCU‐50B, and FCU‐52B from the main HVAC system, housekeeping pads, and testing and commissioning the new split systems.
The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, or incidental to, the performance of work set forth herein. Primary technical services shall be performed by individuals who are currently licensed in California or other state of the United States and having proved to be equivalent to master HVAC technicians capable of calculating HVAC system requirements using ASHRAE codes and guides with expertise in the heating, ventilation and air conditioning industry, specifically, but not limited to similar HVAC systems as is existing in Building 395 and typical airfield control towers. All work must meet the requirements of both applicable Federal and State law and code as identified in the following paragraphs.
The Contractor shall be capable of calculating the size and configuration of the replacement systems including the refrigeration pipes, power supply wires, circuit breakers, fuses, and short circuit requirements. Contractor shall provide the detailed shop drawings for the new system including floor plans, flow diagrams, single line power supply drawing, and controls.
All quantities, dimensions and areas given within the statement of work are an approximation only.
Contractor is responsible to verify all quantities, dimensions and areas.

Building 395 ATCT is a relatively new facility located along the flight line and consists of a one story building containing various airfield support functions, a 9 story tower containing the air traffic control cab on the
9th floor with supporting utilities on the 8th floor and an equipment room on the 7th floor containing support utilities. The building configuration is shown below:

4. PURPOSE
The primary objective of this project is disconnect the existing redundant fan coil units (FCU) from the existing LG variable refrigerant flow (VRF) system heating, ventilation and air conditioning (HVAC) system for the Air Traffic Control Tower (ATCT) and replacing those redundant FCUs serving the Air
Traffic Control Tower (ATCT) cab and electronics equipment rooms to a standalone HVAC split system of other than LG manufactured equipment.
5. GENERAL SCOPE
5.1. Performance of Work.
The Contractor shall perform all of the planning and construction required to complete the SOW described below. The work shall be accomplished through the issuance of notice to proceed as described below.
The Contractor shall determine the total requirement for completing the total project requirements.
This project requires, at a minimum, field review of the work, recommendations, measurements, preparation and review of its work plan, and specified construction services. The Contractor shall be

Statement Of Work May 20 capable of addressing and interpreting all aspects of work, environmental laws and regulations, and construction.
Where the work plan prepared by the contractor indicates that repairs are to be made, but do not show in detail the materials or methods to be used, the Contractor shall make all repairs in accordance with good practices of the trades involved and in accordance with the specifications.
6. Scope of Work
Contractor shall provide the work described below in two Contract line Item Numbers (CLIN)s 1 and 2 as described below. Attachment 1 Specifications provides direction on requirements in completing the work and materials to be used. Attachment 2 drawings provide as‐built drawings of the existing system needed to perform the work. Additional as‐built drawings for the building can be obtained from the
COR, as needed to show other details such as architectural, civil, electrical, plumbing and other division drawings. The contractor shall provide shop drawings showing how the system will be modified to accommodate the new system in its work plan as discussed in the section on Work Plan.
CLIN work shall be billed separately, however, contractor may perform the work concurrently. Items such as testing and commissioning training and submission of O&M manuals and As‐builts may be submitted or occur concurrently, however the proportionate costs shall be applied to each CLIN.
6.1. CLIN – 1 Replace Redundant HVAC system serving the ATCT CAB:
The following services are required:
6.1.1. Remove Existing Fan Coil Unit in 8th floor Cab
The existing FCU‐52B will be disconnected and removed from the existing LG variable refrigerant flow
(VRF) system. Contractor shall determine refrigerant lines associated with FCU‐52B and disconnect lines serving FCU‐52B, cap off any lines that serve the main system and remove any lines that are no longer needed to serve the replacement system. Contractor shall remove and dispose the existing FCU‐52B, Remove and dispose refrigeration lines and terminate the pipes to the zone control box. Refrigerant shall be captured for re‐use or recycled in accordance with the specifications. Attachment 2 as‐built drawings MARB‐M‐110, MARB‐M‐115, MARB‐M‐801, and SK‐001 provide details and the installation of the existing system.
6.1.2. New HVAC split system (CU‐52B and FCU‐52B)
Contractor shall provide and install a new air‐cooled split system (cooling and heating, i.e., heat pump) to serve the air traffic control tower (ATCT) cab in floor 8 mechanical room. The condensing unit will be located on grade in the mechanical yard. See sketch SK‐001 for the proposed location of CU‐52B. The new split system shall be made by TRANE or CARRIER. Figure 6 shows the location of the mechanical yard and Attachment 2 provides as‐built drawing of the area.

The new fan coil unit will be the same capacity and type (horizontal) similar to the existing fan coil, see drawing MARB‐M‐ 600. The condensing unit will be air‐cooled, 7.5 ton capacity, heat pump type (cooling and heating). The HVAC equipment including the type of refrigerant and minimum efficiencies will conform to the applicable UFCs and Attachment 2 Specifications. Condensing unit will be installed on housekeeping pad, 4 inch above grade. Provide rubber mounts for vibration isolation. All installations shall be seismically supported and secured.
6.1.3. Install Refrigerant Lines (CU‐52B and FCU‐52B)
Contractor shall provide and install refrigerant lines between the condensing unit and the fan coil unit including the thermal insulation and the vapor barrier on the gas line. Contractor shall avoid any symphonic piping configuration to help the oil return back to the condensing unit and avoid the oil being trapped in the pipes.
6.1.4. Install Power Supply and Controls (CU‐52B and FCU‐52B)
Contractor shall provide and install the power supply and controls for the new split system. The split
HVAC system will have standalone controls. Locate the room thermostats in the ATCT Cab. The room thermostat will be set at 4 degree F above the existing room thermostat. The existing room thermostat will remain to continue functioning with the existing VRF system. The room thermostat will be adjustable and has room temperature digital display. Contractor shall update the existing controls system to reflect the removal of the existing FCU‐52B.
Contractor shall evaluate and examine the existing power distribution system and provide shop drawings in its Work Plan to modify the power distribution system as necessarily to power the new
HVAC equipment. The new HVAC equipment and controls will run on the normal power and backed up by the existing backup generator. Contractor shall provide a power monitor to protect the split system

Statement Of Work May 20 against lost phase and phase rotation reversal. See as‐built electrical drawings E‐140a, E‐144, E‐400, E‐
601, E‐602, E‐603, E‐604, and E‐700.
6.1.5. Commissioning (CU‐52B and FCU‐52B)
Contractor shall provide a commissioning plan in its Work Plan that will outline the process for Test, start up, and commission of the new installations as per UFC and specifications requirements.
Contractor shall provide the test results and the commissioning report for review and approval
6.1.6. Training (CU‐52B and FCU‐52B)
Contractor shall Train the government or the assigned personnel for the operation, maintenance, diagnostics, and troubleshoot of the new installations. Contractor shall provide operation and maintenance manuals
6.1.7. Warranty (CU‐52B and FCU‐52B)
Contractor shall provide one year warranty for all installations, and five years for the refrigeration compressors. Warranties will include labor and material.
6.2. CLIN – 2 Replace Redundant HVAC System Serving the ATCT Electronics Rooms(CU‐50B, FCU‐
49B, and FCU‐50B) :
The following services are required:

The existing FCU‐49B, and FCU‐50B will be disconnected and removed from the existing variable refrigerant flow (VRF) system in level‐6 mechanical room, see as‐built drawings MARB‐M‐110, MARB‐M‐
114, MARB‐M‐801. Contractor shall determine refrigerant lines associated with FCU‐50B and disconnect lines serving FCU‐49B, and FCU‐50B, cap off any lines that serve the main system and remove any lines that are no longer needed to serve the replacement system. Contractor shall remove and dispose the existing FCU‐49B, and FCU‐50B, Remove and dispose refrigeration lines and terminate the pipes to the zone control box. Refrigerant shall be captured for re‐use or recycle in accordance with the specifications. 6.2.2. New HVAC split system (CU‐50B, FCU‐49B, and FCU‐50B)
Contractor shall provide and install a new air‐cooled split system (cooling only) to serve the air traffic control tower ATCT electronics rooms. The condensing unit will be located on grade in the mechanical yard. The condensing unit will be air‐cooled, 10.0 ton capacity, cooling only. See sketch SK‐001 for the proposed location of CU‐50B. The new split system shall be made by TRANE or CARRIER. Attachment 2 provides as‐built drawing of the area.

7.1. General
Contractor shall comply with all applicable federal, state, and local statutes, instructions, manuals, handbooks, regulations, guidance, policy letters, and rules (including all changes and amendments), and
Presidential Executive Orders, pertaining to the work as referenced in REFERENCES ‐ ALL
SPECIFICATIONS. It is the contractor’s responsibility to know the requirements of the latest editions and changes and follow the requirements. Contractor must raise any questions in the form of a request for

ARB GUIDE SPECIFICTION ENVIRONENTAL PROTECTION
8. ADMINISTRATIVE AND MANAGERIAL REQUIREMENTS
8.1. SUPERVISION
The Contractor shall provide management and planning, pertinent to the performance of the requirements identified in this SOW.
8.1.1. Superintendent.
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job‐site at all times during the performance of contract work.
The project superintendent is primarily responsible for managing and coordinating day‐to‐day production and schedule adherence on the project. The superintendent is required to attend progress meetings, and quality control meetings. The superintendent or qualified alternative must be on‐ site at all times during the performance of this contract until the work is completed and accepted.
8.1.2. Project Manager
Contractor shall assign a Project Manager with the responsibility for the overall management of the project. The Contracting Officer may request proof of the Project Manager's qualifications at any point in the project if the performance of the Project Manager is in question. The Project Manager may also hold the position of Superintendent.

8.2. Electronic Mail (E‐Mail) Address.
Contractor shall establish and maintain electronic mail (e‐mail) capability along with the capability to open various electronic attachments as text files, pdf files, and other similar formats. Within 10 days after contract award, provide the Contracting Officer a single (only one) e‐mail address for electronic communications from the Contracting Officer related to this contract including, but not limited to contract documents, invoice information, request for proposals, and other correspondence. The
Contracting Officer may also use email to notify the Contractor of base access conditions when emergency conditions warrant, such as hurricanes or terrorist threats. Multiple email addresses are not allowed. It is the Contractor's responsibility to make timely distribution of all Contracting Officer initiated e‐mail with its own organization including field office(s). Promptly notify the Contracting
Officer, in writing, of any changes to this email address.
8.3. Governmental Safety Requirements
Comply with EM 385‐1‐1, NFPA 70, NFPA 70E, NFPA 241, the APP, the AHA, Federal and State OSHA regulations, and other related submittals and activity fire and safety regulations. The most stringent standard prevails. See Attachment 1 Specifications Section 01 35 26 for specific direction on
Governmental Safety Requirements.
8.3.1. Hot Work
Submit and obtain a written permit prior to performing "Hot Work" (i.e. welding or cutting) or operating other flame‐producing/spark producing devices, from the Fire Emergency Flight. A permit is required from the Explosives Safety Office for work in and around where explosives are processed, stored, or handled. CONTRACTORS ARE REQUIRED TO MEET ALL CRITERIA BEFORE A PERMIT IS ISSUED. Provide at least two 9 kg (20 pound) 4A:20 BC rated extinguishers for normal "Hot Work". The extinguishers must be current inspection tagged, and contain an approved safety pin and tamper resistant seal. It is also mandatory to have a designated FIRE WATCH for any "Hot Work" done at this activity. The Fire Watch must be trained in accordance with NFPA 51B and remain on‐site for a minimum of one hour after completion of the task or as specified on the hot work permit. When starting work in the facility, require personnel to familiarize themselves with the location of the nearest fire alarm boxes and place in memory the emergency Fire emergency Flight (951‐655‐2911) phone number. REPORT ANY FIRE, NO
MATTER HOW SMALL, TO THE FIRE EMERGENCY FLIGHT IMMEDIATELY.
8.3.2. Severe Storm Plan
In the event of a severe storm warning, the Contractor must:
1. Secure outside equipment, materials, and place materials that could be damaged in protected areas.
2. Check surrounding area, including roof, for loose material, equipment, debris, and other objects that could be blown away or against existing facilities.
3. Ensure that temporary erosion controls are adequate.

8.3.3. Personal Protective Equipment (PPE)
PPE is governed in all areas by the nature of the work the employee is performing. Use personal hearing protection at all times in designated noise hazardous areas or when performing noise hazardous tasks.
Safety glasses must be worn or carried/available on each person. Mandatory PPE includes:
Hard Hat
Long Pants
Appropriate Safety Shoes
Appropriate Class Reflective Vests
8.4. BASE ACCESS.
The contractor shall prepare a pass information sheet identifying all employees, including the subcontractor employees, who will be working on March ARB. The pass information sheet shall be submitted to the Contracting Officer at the preconstruction meeting. Upon completion of the contract or expiration of the passes, the contractor shall ensure all passes issued to employees and subcontractor employees are returned to security. Failure to comply with this requirement may result in withholding of final payment.
8.5. SECURITY REQUIREMENTS.
Contractor personnel must have base approved contractor badges to enter onto March Air Reserve
Base. Additional requirements are necessary if the designated facility is within a controlled/secure area of the base. The contractor shall conform to all base regulations and directives pertaining to security, safety, fire, traffic, and personnel clearance while conducting business on March ARB. The contractor shall ensure conformance of all employees and subcontractors.
8.6. PERMITTING
All work on base requires completion of a March ARB Form 103 (Base Civil Engineering Work/Dig
Request), also known as a dig permit. The March ARB Erosion Control Certificate must be attached to the form 103 for any ground disturbance and to address any laydown area assigned the contractor. The purpose of this form is to show how the contractor shall prevent any erosion or sedimentation from reaching the stormwater system of March ARB under any condition to include spills, rainfall, etc. The form is described in the March ARB Environmental Protection Guide Specification and is provided in the
Attached Specifications. The Contractor shall be responsible for submittal of the March ARB Form 103 to the COR prior to establishing a laydown area or any ground disturbance, construction or demolition activities. The contractor shall field mark areas where digging will take place and provide a scaled drawing of the marked areas to March Air Reserve Base Civil Engineer attached to form 103. A minimum of fourteen (14) working days is required to process the March ARB Form 103. Once the permit is issued, existing underground utilities and structures within the identified area will be marked by base civil engineering. Recording and preserving these markings is the responsibility of the contractor.

The contractor shall also obtain permits for work associated with hot work, welding, cutting, and brazing from the March ARB Fire Department (POC: Harold Sterne – (951) 655‐5001) prior to any such work.
The contractor shall allow seven (7) days processing time for these permits. The contractor is responsible for obtaining all necessary permits from all applicable federal, state, and local agencies and is responsible for all associated fees.
8.7. WELDING
Any Contractor performing welding or soldering with open flame is responsible for obtaining a welding permit from the Base Fire Department. A licensed welder shall perform the work. In addition, the use of flame producing devices such as tar kettles, blowtorches, etc.; will require a burn permit from the Base
Fire Department.
8.8. QUALITY CONTROL.
Contractor shall develop and maintain a quality control plan to ensure services are performed in accordance with commonly accepted commercial practices for demolition, removal of debris, and salvageable items. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. The Quality Control (QC) Plan is submitted as an attachment to the
Work Plan.
8.8.1. Content of the QC Plan
Include, as a minimum, the following to cover all construction‐operations, both onsite and offsite, including work by subcontractors designers of record, consultants, architect/engineers (AE), fabricators, suppliers and purchasing agents:
a. The name, qualifications (in resume format), duties, responsibilities, and authorities of each person assigned a QC function.
c. A copy of the letter to the QC Manager signed by an authorized official of the firm which describes the responsibilities and delegates sufficient authorities to adequately perform the functions of the QC
Manager, including authority to stop work which is not in compliance with the Contract. Letters of direction to all other various quality control representatives outlining duties, authorities, and responsibilities will be issued by the QC Manager. Furnish copies of these letters to the Contracting
Officer.
d. Procedures for scheduling, reviewing, certifying, and managing submittals, including those of subcontractors, designers of record, consultants, architect engineers (AE), offsite fabricators, suppliers, and purchasing agents. These procedures must be in accordance with Attachment 1 Specifications, Section 01 33 00 SUBMITTAL PROCEDURES.
e. Control, verification, and acceptance testing procedures for each specific test to include the test name, specification paragraph requiring test, feature of work to be tested, test frequency, and person responsible for each test. (Laboratory facilities approved by the Contracting Officer are required to be used.)

f. Procedures for tracking preparatory, initial, and follow‐up control phases and control, verification, and acceptance tests including documentation.
g. Procedures for tracking construction deficiencies from identification through acceptable corrective action. Establish verificaion procedures that identified deficiencies have been corrected.
h. Reporting procedures, including proposed reporting formats.
i. A list of the definable features of work. A definable feature of work is a task which is separate and distinct from other tasks, has separate control requirements, and is identified by different trades or disciplines, or it is work by the same trade in a different environment. Although each section of the specifications can generally be considered as a definable feature of work, there are frequently more than one definable features under a particular section. This list will be agreed upon during the kickoff meeting.
8.8.2. QUALITY ASSURANCE.
The government will periodically evaluate the Contractor’s performance through on‐site inspections during the construction. The Quality Control Plan shall require Government Approval as part of the
Work Plan.
8.9. HOURS OF OPERATION.
Working hours for the contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m.
excluding Saturdays, Sundays and Federal holidays. If the contractor desires to work during periods other than listed above, notify the Contracting Officer five business days in advance of intention to work during other periods. Approval by the Contracting Officer is required prior to working hours other than those listed above.
8.10. NOTICE TO PROCEED (NTP)
The contractor will be provided a Notice to Proceed (NTP) to begin contract activities. The contractor shall attend a kickoff meeting at the 452nd Contracting Squadron as requested by the Contracting
Officer. The contractor shall prepare a sign‐in sheet and meeting minutes for all meetings attended on
March ARB. Meeting minutes shall include the names and emails of all individuals in attendance. A copy of the meeting minutes shall be provided to the Contracting Officer. As discussed above, permits must be approved before work can begin. This project requires the submittal of a Work Plan, as discussed in Paragraph 9, for the proposed work. This submittal must be approved by the Contracting
Officer before construction work may begin.
8.11. SUBMITTALS
8.11.1. General Submittal Requirements
The contractor will submit to the Contracting Officer all material submittals as identified in the
Attachment 3 SUBMITTAL REGISTER ‐ BLDG 395. All submittals will be submitted in the quantities

Statement Of Work May 20 identified on the contract schedule of materials and will include an AF Form 3000 Material Approval
Submittal. Upon approval/disapproval of the submittal, a copy of the signed AF Form 3000 will be provided to the contractor. This form is easily obtained from the Air Force E‐Publishing website at:
http://www.e‐publishing.af.mil/. The Contracting Officer will not accept any submissions that do not contain a complete AF Form 3000. See Attachment 1 Specifications Section 01 3300 and 01 78 00 for further instructions on submittals.
All submittals shall be electronic pdf except drawings shall be submitted in AutoCad dwg (2016 or earlier version) and pdf format. No hard copies are required unless specifically requested or not able to be submitted electronically.
Contract Schedule in Microsoft Project Schedule format will be submitted with the draft Work Plan depicting an overall contract schedule for the main elements of work for the period of performance for approval by the Contracting Officer. Monthly during construction, the contractor shall submit AF Form
3065, Contract Progress Report, signed by the contractors on‐site representative. The work elements and percentages for each element will be entered on AF form 3064 as depicted on the Microsoft project

8.11.2. Construction Submittals
All construction submittals shall be submitted with enough time to allow for the 14‐day Government review period. The contractor shall identify long lead items to ensure proper submittal review time.
The Contracting Officer is the only Government representative authorized to receive contract materials on behalf of March ARB. All submittal items/packages shall be delivered directly to the Contracting
Officer for the project. Once received, the Contracting Officer will log the materials, date stamp them, and send them to the 452 MSG/CE COR. The COR shall be responsible for timely on‐base distribution for effective review and reserves the right to determine whether review meetings are required. All submittals shall be on time.
8.11.3. Form 1354
DD Form 1354, Transfer and Acceptance of Military Real Property, using estimated quantities of tracked
Real Property items included in the project. The Government will provide all other necessary information on the form including category codes that are applicable to items included in the project. In these cases, the contractor shall provide updated quantity estimates.
8.11.4. Government Review Period.
The Government shall be permitted a technical review period, of not less than 14 calendar days for all submitted materials, unless stated otherwise in this Statement Of Work or SUBMITTAL REGISTER ‐ BLDG
395 .
8.12. ENVIRONMENTAL REQUIREMENTS
Contractor shall meet the requirements of Section 01 57 19 MARCH ARB GUIDE SPECIFICTION
ENVIRONENTAL PROTECTION (EPGS), Attachment 1 Specifications, in performance of the work described and required in this Statement of Work, This will include the completion of the Environmental
Protection Plan (EPP), using the EPP Template, Environmental Protection Plan TEMPLATE, see
Attachment 1 Specifications, and filling in the missing information required as described in the EPGS.
Information not applicable to the work involved does not require a response on the document.
Contractor shall remove all construction debris, hazardous material to include water based paint and paint cans, heavy metals and cleaning fluids in accordance with the EPGS to include the submission of proper manifests for signature by the Environmental Office (CEV), manifests from the transporter and disposal location and reports at the end of job as described in the EPGS.
Contractor shall use assigned laydown areas for materials and equipment to include locations for storage of hazardous materials and hazardous waste.

Contractor shall adhere to all regulatory guidance described in the EPGS to include, but not limited to not using the sanitary or storm water system for disposal of any materials of any kind and no dumping of any liquids on any hardstand or non‐improved land area The EPGS outlines the required environmental submittals.
All paints, paint cans and items used in the application of paint are considered a hazardous material/waste in California and shall be handled, stored, transported and disposed as a hazardous material/hazardous waste.
The EPP shall be submitted with the final Work Plan. Post Construction environmental submittals as outlined in the EPGS will be submitted as shown on the Submittal register discussed in paragraph 3.
8.12.1. Asbestos/Lead‐Based Paint
Any asbestos suspect materials or painted items that may contain lead‐based paint requires that the contractor immediately notify the Contracting Officer and cease all work efforts in that specific area until the asbestos and/or lead‐based paint inspectors can validate/verify any contaminants found during the inspection process. (See March ARB EPGS) It is not expected that any asbestos or lead base paint will be encountered in this work.
8.12.2. Salvage & Transferable Items
All salvageable/transferable items shall become property of the contractor. The contractor must document and inventory all salvageable items and provide these documents to the Contracting Officer.
The Contractor acknowledges that allowance in the contract price has been made for the value, if any, of the materials and equipment that are salvaged.
8.12.3. Recycling
The contractor shall deliver all applicable recyclable materials, to the appropriate off‐base disposal facility/recycling center. The contractor shall prepare a recycling report for all construction debris and for all recycled debris removed off March ARB during the course of this project. Report must include name and address of the receiving facility, tonnage and type of material disposed and recycled, if applicable. Report shall be provided to the Contracting Officer monthly and total quantities at the final inspection. (See March ARB EPGS)
8.12.4. Utilities
The Government will furnish such fresh water and electric current at existing outlets as may be required for the work to be performed under this contract at no cost to the contractor. Any temporary Utility lines that may be required will be installed, maintained and removed by the Contractor at contractor's expense and in a manner satisfactory to the Contracting Officer or his/her authorized representative.
Removal of such connections or lines will be accomplished prior to final acceptance of the construction.
8.13. MEETINGS REQUIRING ATTENDANCE
The Contractor shall participate in and/or facilitate on‐site meetings as required by this Statement of
Work. The purpose of these meetings include, but are not limited to, contract discussions, progress

Statement Of Work May 20 reviews, drawing reviews, construction reviews, project status, and the general exchange of information concerning current and future activities. All official meetings will be held at March ARB in the
Operational Contracting Office, Building 2313. The Contractor shall prepare a sign‐in sheet and meeting minutes for all meetings attended on MARB. Meeting minutes shall include the names and emails of all individuals in attendance. A copy of the meeting minutes shall be provided to the Contracting Officer within 3 calendar days of the meeting.
8.13.1. Kick‐off Meetings
A kick‐off meeting shall be held within calendar 10 days of contract award. The meeting will be held at the MARB 452 Operational Contracting Office, Building 2313. The Contractor is required to attend the
Kick‐off Meeting. The Contractor shall coordinate a date and time with the Contracting Officer. The
Government may issue the NTP at the Kick‐off Meeting. The Contractor's key personnel must attend, including the Project Manager, Environmental Manager (EM) and major subcontractors. The Contractor will be briefed on the contract requirements, the Work Plan requirement to include the Environmental
Protection plan document to be submitted as part of the Work Plan, applicable regulations. Regulations covered include, but are not limited to, base entry passes, traffic speed, theft reporting, fire reporting, emergency hospital care, procurement authority, civil engineering inspection, and airfield precautions.
8.13.2. Work Plan Review Meeting
The Contractor shall schedule a Work Plan review meeting after receiving the Government’s review comments following Work Plan submittal. The meeting shall be held at March ARB and coordinated with the Contracting Officer. The Work Plan review meeting shall be held per the schedule identified in section 9.4. The Contractor’s response to government comments shall be delivered to the Contracting
Officer prior to the review meeting
8.13.3. Preconstruction Meeting
A preconstruction meeting will be held at the 452 Operational Contracting Office, Building 2313. The preconstruction meeting will be held after Government approval of the Work Plan. The Contractor shall coordinate the date and time of the meeting with the Contracting Office. The Contractor's key personnel must attend, including the Project Manager, Superintendent, Site Safety and Health officer, Contractor
Quality Management (CQM), Environmental Manager (EM) and major subcontractors. The Contractor will be briefed on applicable regulations. Base agencies involved will include Civil Engineering, Fire
Department, Law Enforcement, Safety, Bioenvironmental and Flight Operations, as applicable.
Regulations covered include, but are not limited to, base entry passes, traffic speed, theft reporting, fire reporting, emergency hospital care, procurement authority, civil engineering inspection, and airfield precautions.
8.13.4. Construction Meetings
The Contracting Officer will determine the need for any meetings to be held under this contract.
8.14. GOVERNMENT NOTIFICATION

The Contractor shall notify the Contracting Officer's technical representative, Base Civil Engineering
Contract Management Section, Phone No. 951‐655‐3787/4562 when any of the following conditions exist:
At least 72 hours before construction work is to start.
When a construction work stoppage of more than 48 hours duration is anticipated.
At least 48 hours in advance of returning to work after a work stoppage.
At least 5 business days in advance of required utility outages for individual facilities and 10 business days if outage affects multiple facilities, unless otherwise noted in the contract documents.
The Contractor shall notify the Contract Administrator, Operational Contracting Office, Building 2313, and Phone No. 951‐655‐2414/5758 at least five business days in advance of desired time for final inspection. Coordination of time for final inspection shall be made 72 hours in advance.
9. WORK PLAN
9.1. PREPARATION OF WORK PLAN.
Upon receipt of NTP, the contractor shall prepare a Work Plan to describe its procedures and methods to be used on the project, specific efforts to be completed based on its on‐site review of the project site, the Statement of Work and specification provided. The contractor shall submit the draft Submittal on time. The draft submittal shall be due per the schedule in section 9.4.

9.2. SHOP DRAWINGS

The contractor shall prepare 95% shop drawings submittals in accordance with schedule in section 9.4 for initial review as part of the Draft Work Plan. Each submittal shall include drawings for all tasks defined in 4.1.1. All project submittal items/packages shall be delivered directly to the Contracting
Office. The Contractor shall provide the shop drawings for the new system including but not limited to:
1) Mechanical: floor plans, piping flow diagrams, equipment schedules, and controls.
2) Electrical: floor plans, single line diagram, and updated panel’s schedules.
3) Contractor will make all the necessary calculations but not limited to sizing refrigeration lines sizing, power cables and wires, circuit breakers, fuses, short circuit calculations, equipment supports, vibration isolators, and pipe supports.
4) Contractor shall validate that the size of the fan coil unit condensing unit and associated refrigeration lines are sized correctly in accordance with ASHRAE standards the Unified Facility
Code for Air traffic Control Tower facilities and the specifications in Attachment 1. Because this system is a redundant system to provide heat and cooling only when the main system fails a full life cycle energy analysis is not required. HVAC Design parameters should be derived from the design drawings and specifications of the as‐built system.
The shop drawing to be submitted shall be revised drawings, as needed, based on the Attachment 2 drawings provided as part of this contract, to show details of work required in the scope of work, with any added notes to describe the details not already in the notes in the Drawings. Attachment 2 drawings provided to the contractor are “For Reference Only.” The contractor shall field verify existing conditions during the Work Plan phase. An on‐site field survey of the work required in this SOW is required to prepare the revised drawings and notes. Pictures of work details can be used.
Contractor shall allow 5 workdays for Government review of the Work plan. The Contractor shall schedule a Work Plan Review Meeting after receiving the Government’s review comments. The meeting shall be held at March ARB and coordinated with the Contracting Officer. The review meeting shall be held per the schedule identified in section 9.4. The Contractor’s response to government comments shall be delivered to the Contracting Officer prior to the review meeting.
9.3. FINAL WORK PLAN
The Final Work Plan is required to be submitted on an electronic disc in .pdf format. Work plans shall be prepared in English inch‐pound (IP) units. The final Work Plan shall include all of the documents of the draft, but in final form. Shop drawings shall be 100% final and shall serve as the basis for completing the work during construction and as the basis for determining payment. The final Project Schedule should be a modification of the draft to show greater detail of work, dependencies and critical path, while still completing all work within the performance period. Construction progress shall be determined and measured based on percentages of completion of the final project schedule.
