Statement of Work 10 SOPS Viasat VIA CONTROL Software Delivery

Current as of 13 August 2024

1.0 Background

10th Space Operations Squadron (10SOPS) operates 24x7x365 in support of Satellite Operations and is located at Point Mugu, CA and Prospect Harbor, ME. In support of Satellite control, 10SOPS uses SCN antennas along with two 9.1-meter Viasat antennas. They are critical in 10SOPS mission of operations.

The Viasat antennas collect telemetry data from various satellites and transmit commands to ensure satellite health and safety. The two Viasat 9.1 meter antennas were delivered in June of 2023 with a VIA CONTROL software using CentOS Linux 7 (CentOS 7). On June 30, 2024, CentOS 7 will reach End of Life (EOL) and will no longer be supported. Therefore, 10SOPS requires an updated version of the VIA CONTROL software using Red Hat Linux 8 (RHEL 8) operating system that is compliant with Department of Defense (DoD) Information Assurance (IA).

2.0 Requirements

2.1. Required Software: An updated version of VIA CONTROL using RHEL 8 is required. Specific requirements include:

- The contractor shall develop a RHEL 8 version of the VIA CONTROL software that is compliant with the DoD IA Software Technical Implementation Guide (STIG).

- The contractor shall install the DoD IA STIG compliant RHEL 8 and VIA CONTROL software on customer provided 4 (four) HPE DL360 Gen 10+ servers at the customer Headquarters site located at 661 13th Street Point Mugu, CA 90342.

- The contractor shall install and test 1 (one) HPE DL360 Gen10+ server into the Laguna Peak 9.1 m Viasat antenna with the updated RHEL 8 VIA CONTROL software and install and test 1 (one) HPE DL360 Gen10+ server into the Prospect Harbor 9.1m Viasat antenna with the updated RHEL8 VIA CONTROL software. The tests shall be conducted against live Ultra-High Frequency Follow-on (UFO) and Mobile User Objective System (MUOS) satellites operating in geosynchronous orbits. The tests shall include at a minimum:

• Viacontrol access and equipment interfaces are green

• Viacontrol configuration transferred and verified

• Viacontrol can schedule support

• ACU access permitted and can control antenna movement

• Unified S-Band (USB) uplink command test.

• S-Band uplink command test.

• S-Band downlink telemetry test.

• A demonstration of accurate ranging capabilities.

• A demonstration of auto tracking capabilities.

3.0 Information Assurance Requirements

3.1 The contractor shall provide IT products that adhere to the cybersecurity policies and guidelines specified in Department of Defense Directive 8500 and comply with the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-53 controls. The objective is to ensure the highest level of security and compliance for the implemented solutions within the 10 SOPS environment.

3.2 Assess DoD Cybersecurity Requirements:

- Conduct a comprehensive assessment of the cybersecurity policies and guidelines outlined in DoD Directive 8500 and the NIST SP 800-53 controls.

- Identify specific compliance requirements from NIST SP 800-53 and document them for reference throughout the project.

3.3 Design and Development:

- Develop a detailed project plan outlining the approach, timelines, and resources required for the design and development of the IT products within the 10 SOPS environment.

- Implement robust cybersecurity measures and protocols in accordance with DoD Directive 8500 and the NIST SP 800-53 controls to ensure compliance.

- Incorporate the appropriate NIST SP 800-53 security controls, such as access controls, audit and accountability measures, system and information integrity, and incident response, into the design and development of the IT products.

- Employ encryption, access controls, and other industry-standard security measures as specified by the NIST SP 800-53 controls to safeguard sensitive data.

3.4 Testing and Quality Assurance:

- Perform thorough testing of the IT products to validate compliance with the cybersecurity policies and guidelines specified in DoD Directive 8500 and the NIST SP 800-53 controls.
