About this file

This Statement of Work (SOW) details hazardous waste disposal services for two Agricultural Research Service (USDA-ARS) research centers in Stuttgart, Arkansas: the Dale Bumpers National Rice Research Center and the Stuttgart National Aquaculture Research Center. The document requires a contractor to provide comprehensive waste management services, including packaging, manifesting, transporting, and disposing of various chemical wastes generated by the research facilities. The contractor must comply with all federal, state, and local regulations, demonstrate technical expertise in hazardous waste disposal, and be proficient in "Lab Pack" waste disposal procedures.

The SOW specifies detailed requirements for waste handling, including separate quotes and manifests for waste from each center (Appendices A and B), documentation of waste disposal, and submission of Certificates of Disposal within three months of waste receipt. The waste inventories in the appendices include a wide range of chemicals, herbicides, insecticides, reagents, and laboratory substances with varying hazard classifications, container types, and weights. The contractor will be responsible for providing all necessary labor, materials, safety equipment, vehicles, licenses, and permits, and must remove chemical waste during specified working hours (7:00 a.m. to 4:30 p.m., Monday through Friday, excluding federal holidays).

STATEMENT OF WORK HAZARDOUS WASTE DISPOAL

STUTTGART, AR LOCATION

The Stuttgart Location of the Agricultural Research Service (USDA-ARS) is comprised of two separate research centers, the Dale Bumper National Rice Research Center (DBNRRC) located at 2890 Hwy 130 East, Stuttgart, AR 72160 and the Stuttgart National Aquaculture

Research Center (SNARC) located at 2955 Hwy 130 E, Almyra, AR 72003. These two facilities perform numerous agricultural research activities. The performance of these activities results in the generation of diversified chemical wastes of varying quantities and toxicities.

The Agricultural Research Service (ARS) recognizes its responsibilities to ensure that its facilities follow existing regulations imposed upon entities which generate, transport, store, treat, and dispose of hazardous chemical waste. The Agency has a need to contract hazardous waste and non-hazardous waste disposal services from the private sector. The Agency acknowledges that the field of hazardous waste disposal services is a dynamic and ever-changing industry which is significantly impacted upon by Federal, State and local regulations and by the influx of new technological developments. It is, therefore, mandatory that the successful Contractor demonstrate a high level of competence and technical expertise comparable to that obtained through extensive experience and aggressive compliance with appropriate hazardous waste management regulations as well as complying with Federal procurement regulation. The contractor must be proficient in “Lab Pack” waste disposal procedures. The contractor must comply with all applicable Federal, State, and local regulations governing the handling, packaging, storing, transportation, and disposal of hazardous waste chemicals and other non-regulated materials.

The Government will not be liable to the Contractor for the cleanup of spills, accidental releases to the environment occasioned through the fault of the Contractor or their

Subcontractor.

The Contractor shall supply all labor, materials, safety equipment, vehicles, licenses, and special permits required for packaging, manifesting, transporting and disposal of all hazardous materials and other non-regulated materials at DBNRRC and SNARC. A complete list of the waste to be removed from each center is attached as appendix A and B to this document. The Contractor will submit separate quotes for Appendix A and B. Separate packaging and manifesting is required for each Appendix with the understanding both disposals can occur at the same time to save on cost.

The Contractor shall monitor, maintain, and remove any materials, waste

(by-products), etc., generated as a result of work performed in accordance with this contract.

All such activities must be performed in accordance with applicable Federal, State, and local regulations. The Contractor shall furnish containers meeting Department of Transportation shipping specifications. Chemical waste shall be removed from both facilities between the working hours of 7:00 a.m. through 4:30 p.m., Monday through Friday, exclusive of Federal holidays.

PICKUP PROCEDURES

Before arriving, Contractor personnel shall receive a list of waste to be removed

(attachment A&B to this document) from each center. Contractor personnel shall determine if each waste listed is identified to meet transportation and disposal requirements. Once onsite work begins, transport shall be completed within three Federal workdays. The Contractor may transport waste at both centers on the same day, but separate waste manifest will be required for each center’s waste. The Contractor's personnel shall wear all protective clothing and equipment necessary to handle and move waste safely. The Contractor shall sort waste by hazardous properties, pack, label, and transport the waste materials to a disposal site approved by the receiving State and EPA, in DOT-approved shipping vehicles in accordance with applicable Federal and State regulations for such shipments. Each container for shipment shall be labeled clearly.

Manifest Preparation and Shipping Data - The Contractor shall provide all data required for waste transportation, treatment, or disposal, and for completion of annual hazardous waste generator reports if required by the regulatory agency or jurisdiction.

Uniform Hazardous Waste Manifests (EPA Form 8700-22 or latest revision thereof) shall be properly completed by the Contractor for each waste and shall list each transportation container including all nonhazardous waste or hazardous materials shipped. All manifest information shall be neatly printed or typed and minimally contain that information required by applicable Federal, State, and local hazardous chemical waste regulations. Waste manifests shall be submitted to the Hazardous Waste Coordinator (HWC) for review and signatures during routine operating hours and prior to the shipment of wastes off-site. The manifest shall be signed by the Contractor's transporter in the presence of the HWC. Correction of errors in packing, labeling, or shipping shall be the responsibility of the Contractor. Costs associated with these errors shall also be the responsibility of the Contractor.

Certificates of Disposal - The Certificates of Disposal shall be forwarded to the HWC within three (3) months of the date the waste was received at the disposal facility. The

Certificate of Disposal shall: list each container received at the treatment or disposal facility;

document the date and method of treatment or disposal and include the appropriate EPA

Treatment Code Number if available; and list the name and location of the treatment/disposal facility. The Government recognizes that Certificates of Disposal may take up to twelve (12) months to be received due to the lack of incineration capacity. The Contractor is expected to make every effort to provide certificates as quickly as possible, and shall report to the HWC, on a quarterly basis, the status of pending certificates of disposals. If wastes are disposed of in a secured chemical landfill facility, the Certificate of Disposal shall also indicate the location within the landfill where the waste container was buried through the use of cell numbers, coordinates or other appropriate identifiers.
