About this file

This is a Questions and Answers document for solicitation 1232SA26Q0100, a Request for Quotation (RFQ) issued by the USDA-ARS for hazardous waste disposal services in Stuttgart, AR. The document clarifies three critical aspects of the requirement: the service is a one-time removal of waste (not ongoing or as-needed), contractors must submit separate lump-sum quotations for Appendix A and Appendix B covering all labor, packaging, transport, disposal, and documentation costs, and Appendices A and B represent the full quantities for this award with no additional waste streams to be added post-award. The Q&A confirms that while separate packaging and manifesting is required for each appendix, both disposals may occur simultaneously to reduce costs.

This acquisition is set-aside for small business concerns under the North American Industry Classification Standard Code 562211 (waste management services), with a small business size standard of $47.0M. The solicitation is for commercial items prepared in accordance with FAR Part 12 and incorporates provisions and clauses by reference through www.acquisition.gov. Interested contractors should refer to Attachment 1 - Solicitation Terms and Conditions for applicable clauses, instructions, and evaluation criteria.
