General Information

1.0 Scope of Work

Project consists of reconstruction of the Blue Lakes Trailhead located on NFSR 851.3B of County Road 7 (NFSR 851.1). The project includes regrading of parking are and road, placement of 4” compacted aggregate, installation of boulders and parking delineators for parking designation, removal of existing toilet and installation of new toilet unit.

2.0 Background

The Blue Lakes Trailhead is access point for Blues Lakes and the Mount Sneffels Wilderness and the Mount Sneffels trail, Ouray District’s most popular 14,000-foot peak. The high visitation of the site caused deterioration to the parking area and road. The reconstruction will allow for safety improvement, proper layout of the parking area and protection of the resources. The reconstructed parking area will be limited to 47 vehicles.

Contractor Requirements

3.0 Technical Requirements / Tasks

1. Mobilization - this work consists of moving personnel, equipment, material, and incidentals to the project and performing work necessary for reconstruction of road and parking area, replacement of toilet and other tasks per drawings and specifications. This work also includes obtaining permits, insurance, bonds and temporary traffic control.

2. Construction surveying and staking - this work consists of performing surveying, staking, calculating, and recording data for the control of work. This work includes the staking new parking and road layout, of location for culvert replacement and location of building replacement as identified in the drawings and specifications.

3. Clearing and grubbing - this work consists of clearing and grubbing within the clearing limits designated in the plans, and the removal of marked trees ranging from 10 to 34 inches DBH. Merchantable timber is government property, scatter within area as approved by contracting officer.

4. Contractor sampling and testing - this work consists of obtaining samples for testing. This work includes sampling, testing, and reporting the required test results for the road and parking reconstruction and for concrete sidewalk around new toilet unit.

5. Soil erosion and sediment control - this work consists of furnishing, constructing, and maintaining soil erosion and sediment control devices to eliminate or minimize pollutants from the project into existing drainages.

6. Excavation and embankment - this work consists of excavating material for the reconstruction of the road, parking area, and new/existing ditch. All granular backfill material shall be placed and compacted in lifts of no more than twelve (12) inches and compacted until there is no visible evidence of further consolidation. Placement Method 3. Excavated material from site shall be spread evenly, compacted, and seeded.

7. Culvert replacement - this work consists of removal and disposal of existing culvert, furnishing and placing new culvert, and work needed to align existing ditch with new inlet and outlet. Dispose materials off Forest Service per in an approved landfill per state/county regulations.

8. Road/parking area reconditioning - this work consists of reconditioning of parking area including roadbeds and parking area. Reconditioning of entrance road including ditches, shoulders, roadbeds, and aggregate surfaces. The traveled way within paring area shall be 16 ft. Wide with parking area at both sides of the road. Backslopes shall not exceed 2H:1V.

9. Aggregate placement - this work consists of furnishing, hauling, placing, and compacting aggregate over a prepared roadbed and parking area. Classification of aggregate shall be gradation designation s (1 ½ inch minus). Equivalent to CDOT Class 5.

10. Boulder barrier installation - this work consists of furnishing and placing boulder to delineate the parking area.

11. Permanent traffic control - this work consists of furnishing and placing permanent traffic control in accordance to the

MUTCD and USDA forest service em-7100-15.

12. Seeding and mulching - this work consists of providing seed mixture bags to the forest service personnel. Provide seed mixture suitable for the ecosystem per specifications.

13. Removal of existing toilet unit - this work consists of pumping vault and removal and disposal of existing toilet unit, vault and concrete sidewalk. Add clean fill material to grade site as proposed (compaction A - Spec 301.05). Suitable material from parking area and road can be used to fill old vault space.

14. Installation of new toilet building - this work consists of furnishing and placing one toilet unit within the parking area and placement of concrete sidewalk for building accessibility. See sheets C-03 and C-04 for building location. See sheets A-01, A-02 and A-03 for building and sidewalk details. Follow manufacturer’s recommendations for installation.

15. Optional bid item: parking delineators installation - this work consists of furnishing and placing parking delineators type a and type b within the parking area.

16. Optional bid item: parking delineators installation - this work consists of furnishing and placing parking delineators type c within the parking area.

17. Optional bid item: Grading Day Use Area - this work consists of reconditioning of about 0.03 acre of day use area. Final grading shall have a slope of no greater than 2%.

18. Optional bid item: Picnic tables - install to picnic tables on day use area. Tables shall be Pilot Rock WXT/G-8VW or approved equal. Tables minimum requirements: minimum snow load rated 1400 lbs/sq ft, 8-foot length, standard height, ADA compliant, hot dip galvanized frame, expanded steel top and benches, UV stabilized thermo-plastic coating, color brown.

4.0 Deliverables / Schedule

5.0 Contractor’s Key Personnel

Describe the experience of the prime contracting firm and any major subcontractors performing work.

Identify the supervisor and lead employees to be assigned to the project and for each, list their relevant licenses and certifications and describe the individual’s experience performing the type of work to be done under this contract.
