TITLE: Qualcomm Extensible Diagnostic Monitor 2–5G Software License

General Statement of Need Purchasing four NR Qualcomm Extensible Diagnostic Monitor (QEDM) Tool and their license ID activations.
Background The Communications Technology Laboratory is in the process of expanding its research efforts related to spectrum sharing. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices and networks, and evaluating a device’s ability to share spectrum. As one of the new technologies currently in use today, The Second Generation (2G) to Fifth Generation (5G) New Radio (NR) of cellular technology is a significant factor in almost all proposed spectrum sharing scenarios. To research the use of Long-Term Evolution (LTE) - NR systems in shared spectrum environments the procurement of a commercial 2G-5G user equipment (UE) Diagnostic Monitoring Software Tool is an essential part of our portfolio. This Tool will leverage the 4G Core Evolved Packet Core (EPC) and 5G Core (5GC) already owned by NIST and be used inside a NIST laboratory. We envision using this Tool for both conducted and radiated UEs research for LTE, NR and other technologies (e.g., Wi-Fi). Radiated testing will take place inside a shielded test chamber.
Objective(s) To purchase three (3) NR QUALCOMM Extensible Diagnostic Monitoring (QXDM) Software and three
(3) of License ID activation for 2-5G tool.
Scope/General Requirements NIST is looking to procure a commercial, one 2G-5G UE Diagnostic Monitor Software Tool. The tool will be installed inside a NIST laboratory laptop and connected to commercial UEs. NIST will supply the computer necessary to operate the tool. Given the nature of our research, we are interested in multiple instances of the tool running on the same laptop. An example application of this would be the simultaneous monitoring of multiple UEs.
Because of the differences between frequency-division duplexing (FDD) and time-division duplexing (TDD), we require a tool which support FDD and TDD systems.

Tasks/Specific Requirements
The Contractor shall provide three (3) 2G-5G UE Diagnostic Monitor software tools that meet the following minimum technical requirements as described below.
1. The Application Tool shall have the following technical characteristics:
1.1. Support all types of QUALCOMM chipsets commonly in commercial LTE and NR UEs.
1.2. Support analysis of both LTE and NR for FDD and TDD protocol technologies
1.3. Support the monitoring and analysis of Wi-Fi (IEEE 802.11) protocol technology
1.4. At a minimum, the software shall be capable of monitoring and reporting the following parameters: signal to noise plus interference ratio (SINR), reference signal received power (RSRP), reference signal received quality (RSRQ), modulation, and precision matrix indicators (PMI), total transmit power (TX), power headroom, transmit power control (TPC), and path loss.
1.5. Support up to five simultaneous instances of the application tool on a single PC, each monitoring a different UE or interface.
1.6. The software tool shall be compatible with the Windows 10 operating system. NIST will install the software on a Windows computer. The license must be portable to other NIST owned computers.
1.7. The software shall support basic functionality via the use of an automated script (e.g., Python). Such basic functions include: the ability to begin collecting logs and the ability to stop collection of logs.
1.8. The software shall be capable of converting the collected logs to text or comma separated variable (csv) file formats.
1.9. The provided software shall be the most current stable release available from the manufacturer.
2. The Contractor shall provide a license for the software useable for a period of one year.
3. Software technical support shall be provided as part of the system for one year. This support shall be available during normal business hours. No after-hours support is required.
4. To the extent that software updates become available, they shall be provided to NIST for a period of one year.
5. The Contractor shall include the cost of shipping to the NIST site in Boulder, CO.

Security NIST is a restricted campus. An identification badge is required for access for entry into buildings and also is shown to the armed Security Police when entering the campus.
Travel Contractor employees that come on-site to install must be U.S. citizens and comply with NIST identification and access requirements. The Contractor employee is responsible for absences due to expired identification and access documents. Each Contractor employee shall wear a visible identification badge provided by the NIST Security Office. The badge must show the full name, title, and if required by NIST, the words “Contractor” in front. The Contractor employee shall turn in the NIST identification badge and vehicle pass to the TPOC, COR, or Contracting Officer (CO) upon termination of their services under this contract.
Special Material Requirements The Contractor shall provide, at a minimum, a one-year warranty on associated components. The warranty shall cover all parts, labor and travel (if required). The warranty shall commence upon successful completion of delivery, installation, deployment and demonstration of all required specifications
