Subject: Justification for Other than Full and Open Competition for
Solicitation # NB670000-20-01528
The Communications Technology Laboratory (CTL) is in the process of expanding its research efforts related to spectrum sharing. This research spans a broad area covering topics associated with distributed spectrum sensing, signal propagation, interference between devices and networks, and evaluating a device’s ability to share spectrum. As one of the new technologies currently in use today, The Second Generation (2G) to Fifth Generation (5G) New Radio (NR) of cellular technology is a significant factor in almost all proposed spectrum sharing scenarios. To research the use of Long-Term Evolution (LTE) - NR systems in shared spectrum environments the procurement of a commercial 2G-5G user equipment (UE) Diagnostic Monitoring Software Tool is an essential part of our portfolio. This Tool will leverage the 4G Core Evolved Packet Core (EPC) and 5G Core (5GC) already owned by NIST and be used inside a NIST laboratory. According to the market research conducted by CTL, the QXDM 2-5G software is the only product that can satisfy the requirement.
