STATEMENT OF WORK
A. Scope of Work
The Enterprise Program would like to request a contract for an 24/7 live answering service to assist with time and attendance. This service will be in support of Enterprise Field activities which include field project work and meetings, and trainings. Enterprise is a national program organized under the Washington Office, Business Operations. This service will be a back-up method of communication if the employees are unable to contact their local Forest Service
Dispatch Center. Currently, the Enterprise Program has about 150 field-going employees that would be frequently using this service nationwide; however, it would be available for all
Enterprise employees. The estimated number of hours for this service is 15 hours per month on average. The contractor will not be asked to complete any additional services other than recording and sharing the employee’s location and timeframe with Forest Service contact If employee needs further assistance after their check-in, the Forest Service will be in charge at that point.
Enterprise Program has and existing Check-in/Check-out (CICO) plan that provides direction and a framework to assist in accounting for the location and safety of EP employees while they perform work in a variety of locations and conditions. Because the availability of FS dispatch centers is inconsistent, first line supervisors have historically filled the role of duty officer and continue to do so in most circumstances, providing safety oversight during and after business hours. The plan directs first line supervisors, designated employees or duty officers, or dispatch centers to perform these functions, providing safety oversight during and after business hours.
Night and weekend shifts, in additional to normal work schedules. We are requesting an answering service that, in effect, would create a number for employees to call and check in with a live person. The selected contractor would be required to provide 24 hours per day, 365 days per year coverage. The answering service would provide a daily, could be twice a day as needed, review of the employees checked “out to the field” and alert Supervisors if employees have not “checked-in” by the designated time. This answering service would help to ensure that employees are safely home from the field and notify Supervisors if additional action is needed.
This is an additional safety tool that would be integrated with our existing CICO policy and augment our EP In/Out Board system.
