STATEMENT OF WORK (SOW)

FOR

AVIATION HYDRAULIC FLUID ANALYSIS REQUIREMENTS

1.0 GENERAL

1.1 BACKGROUND

The United States Coast Guard (USCG or simply CG), Aviation Logistics Center (ALC), requires hydraulic sampling for the maintenance of aircraft hydraulic systems and related Support Equipment (SE). Hydraulic fluids in aircraft hydraulic systems and SE are primarily used to transmit power. A hydraulic fluid must also act as a lubricant to reduce friction and wear, serve as a coolant to maintain operating temperatures within limits of critical sealant materials and serve as a corrosion and rust inhibitor. These vital functions may be impaired if the hydraulic system fluid is allowed to become contaminated beyond acceptable limits.

Hydraulic fluid contamination may be described as any foreign material or substance whose presence in the fluid is capable of adversely affecting system performance or reliability.

The principal hydraulic fluid used in military aircraft, specifically CG aircraft and CG SE Hydraulic Power Units (HPU), is military specification fluid, MIL-PRF-83282. This fluid is a fire-resistant type fluid developed to replace other older hydraulic fluid types. The fluid consists of a synthetic hydrocarbon base and contains additives to provide the required rubber swell and anti-wear characteristics, and to inhibit oxidation and corrosion within the hydraulic system.

Contamination present in an operating hydraulic system will normally originate at several different sources, with rates of introduction being dependent upon numerous factors. Because several of these factors are directly related to wear and chemical reaction, the amount of contamination in a system will increase with use, unless contamination removal reverses the natural trend. Production of contaminants in the hydraulic system also increases with the number of system components. A hydraulic system can be seriously contaminated by maintenance malpractices leading to the introduction of large amounts of external contaminants.

Contaminants in hydraulic fluids may be grouped into several types. The types are generally classed as organic, metallic solids, non-metallic (in-organic) solids, foreign fluids, air, and water. Solid matter is the type most often found in aircraft hydraulic systems and is generally referred to as particulate contamination. Particulates will impede fluid flow, or operation of valves, actuators, or other moving parts. Free water is also a serious contaminant of hydraulic systems. Hydraulic fluids are adversely affected by emulsified or free water. The presence of free water in hydraulic systems can result in the formation of undesired oxidation products and corrosion of metallic surfaces or may result in the formation of ice, impeding fluid flow, or operation of valves, actuators or other moving parts. Microorganisms may also grow and spread in hydraulic fluid contaminated with water. These microorganisms may clog filters and be detrimental to hydraulic system performance.

Contamination is always present to some degree, even in new, unused fluid. Contamination must be below acceptable levels that will not adversely affect system operation. Hydraulic contamination control consists of those requirements, techniques, and practices for minimizing and controlling fluid contamination. Sampling with trending is the most effective method to mitigate adverse effects of hydraulic contamination in aviation.

1.2 SCOPE

CG aircraft and SE hydraulic systems require the routine measurement and classification of in-service hydraulic system fluid for continued use. The CG requires the services of a comprehensive aviation accredited analysis service to classify particulate contamination levels in accordance with (IAW) SAE AS4059 (formerly NAS 1638) and report the water levels of a provided sample.

1.3 OBJECTIVE

The USCG intends to solicit and award a Firm Fixed Price contract for services of hydraulic fluid analysis in the form of pre-paid analysis kits. Principally the kit contains a sample bottle for collecting the sample, the required paperwork to be completed, and the required packaging with a pre-paid mailing container for the testing results. The sample is returned to the laboratory where results are then emailed to the CG.

At a minimum, the CG requires sampling kits supplied, sample fluid analysis, and the reporting results of particulate matter size IAW SAE AS4059 (formerly NAS 1638) and water levels from the provided sample.

Particulate matter size shall be measured in “microns,” (millionths of a meter; represented as μm). The largest dimension of the particle is measured when determining its size. Water presence shall be measured in the percentage and/or Parts per Million (PPM) of a sample using the Water by Karl Fisher (KF) method.

The testing results provided by the Contractor will be used by the CG to qualify the aircraft or SE HPU hydraulic system fluid for continued use or for the CG to take action to correct any exceeded contamination levels.

2.0 SPECIFIC REQUIREMENTS/TASKS

2.1 TASK ONE. Sample Kits.

The Contractor shall supply serialized sample kits for the collection of hydraulic fluid samples. The kit shall, at a minimum, consist of a shipping container, sample bottle, and the required laboratory paperwork for the tracking and trending of the sample’s source.

2.1.1 Sample Collection Vessel or Bottle. The Contractor shall supply a sample collection vessel or bottle compatible with hydraulic fluid (MIL-PRF-83282). The sample collection vessel shall be a minimum of 100 milli-liter (ml) for the minimum required testing to a maximum of 250ml for multiple test runs. Plastic is the preferred material for a sample vessel. Glass sample vessels may be used, but the shipping container shall require sufficient protection from shatter during shipping.

Both mediums of vessel shall have a secure lid to prevent sample loss and spillage in-transit.

2.1.2 Shipping Container. The Contractor shall supply a shipping container for both the empty sample vessel and the return of the used sample to the laboratory. The use of the same shipping container is preferred. The shipping container shall provide sufficient protection of the sample vessel to prevent the loss of the sample due to forces received in standard shipping practices.

2.1.3 Laboratory Paperwork. The Contractor shall supply the necessary or required paperwork for the Contractor’s laboratory to process the sample. This paperwork is to be completed by CG source at the time of collecting the sample. At a minimum, the paperwork supplied shall include:

. Sample form instructions.

. Labeling for the sample vessel of the source.

. Pertinent laboratory required information about the sample source.

LAST UPDATED: 07/10/2026 PAGE 4 of 9

. Sample date.

. Sample information to include unit hours, oil life, and quantity of fluid added since last sample.

. An “urgent” label, if required by the submitter.

. A return laboratory shipping address label for external application to the shipping container.

2.1.4 Kit Serialization. The Contractor’s sample kits shall each be uniquely identified or “serialized” for tracking of supplied kits to the CG and returned kits to the laboratory. Knowing the quantity of kits purchased by the CG and knowing what sample number kits were sent to the CG, and knowing which sample number kits have returned to the laboratory, allows for both the Contractor, laboratory, and the CG, to track used and unused kits for any possible issues.

2.2 TASK TWO. Sample Analysis.

The Contractor shall perform the physical analysis of the CG provided sample for water and for particulate matter size IAW SAE AS4059 (formerly NAS 1638).

2.2.1 The Contractor laboratory shall process, and test all received samples within the same working day, or at most, within twenty-four (24) hours of receipt of the sample at the laboratory.

2.2.2 The Contractor shall record findings from the testing analysis and later report on the μm particulate matter found in the provided sample using SAE AS4059 (formerly NAS 1638) standards for particulate sizes and limits. See acceptable limits in sections 2.3.4 and 2.3.5 of this SOW for each hydraulic system source.

2.2.3 The Contractor shall record the findings of water presence. Water levels shall be measured using the Water by Karl Fisher (KF) method. See the acceptable limits in sections 2.3.4 and 2.3.5 of this SOW for each hydraulic system source.

2.2.4 The Contractor shall record all sample paperwork information for the report.
