STATEMENT OF WORK
(Wire Electrical Discharge Machining Equipment)

1. DESCRIPTION OF SERVICES
1.1 REQUIREMENTS:
The government requires a comprehensive, turnkey equipment startup package to support the integration of a Wire Electrical Discharge Machining asset into the existing Metals Technology Section at Andersen Air Force Base. This package must include all necessary components, accessories, and support services to ensure the system is fully operational and aligned with mission requirements.
The startup package must include:
• All required tooling, startup kits, and consumables necessary for immediate operation
• VN Series Wire Guides – 1 Set each (Upper, Lower, and Pre-guide) for the following diameters:
– VNWG-4: 0.004" – 1 set
– VNWG-8: 0.008" – 1 set
– VNWG-10: 0.010" – 2 sets (primary operational size)
– VNWG-12: 0.012" – 1 set
• Wire spools for each diameter:
– One standard spool (approx. 8lb) for each size: 0.004", 0.008", 0.010", and 0.012"
– Two large spools (approx. 22lb) of 0.010" wire for initial onloading
• Large spool adapter for 22lb wire spools
• L-Cut Wire Chopper for waste wire management
• UPS System for backup power and safe shutdown
• Dielectric chiller and fluid level control system
• Built-in voltage stabilizer (if required based on facility voltage)
• Rotary/Indexing Table (WS-4P) with required interface
• IUID Tag plate per MIL-STD-130x
• On-site installation and setup performed by qualified technicians with experience in the provided equipment system.
• Detailed specifications, individual and package pricing, and a clear outline of the scope of installation services, including estimated time required and any pre-installation requirements The system must meet the following minimum technical specifications:
• Wire Electrical Discharge Machining (EDM) system
• Capable of cutting wire diameters from 0.004" to 0.012"
• Minimum Cutting Travel (X, Y, Z): 22" x 14" x 12"
• Minimum U, V Axis Travel: 3” x 3”
• Support a Maximum Workpiece Weight: 1,750 lbs
• Machine Dimensions within: 130” x 130” x 120”
• Voltage requirement: Standard facility 3 Phase 220 voltage with built-in stabilizer
• Emergency stop feature
• Motion Control System for precision operation
• USB and LAN connectivity
• Remote hand control and mouse interface
• Shipped in a fully enclosed crate or container
On-Site Training Requirements The government requires a robust, hands-on, on-site training program tailored to the EDM system and its operational use within the Metals Technology Section. The training must be conducted at Andersen AFB and customized to the specific repair applications and mission requirements of the unit.
Training must include:
• Operational instruction on the EDM equipment system, including startup, calibration, and shutdown procedures
• Instruction on wire selection, threading, tension control, and dielectric fluid management
• Best practices for machining aerospace-grade materials and achieving precision surface finishes
• Maintenance procedures for the EDM machine and auxiliary systems
• Use of Heart NC CAD/CAM software for part design and programming
• Curriculum must include advanced techniques for part alignment, indexing, and rotary table use
• Training must be delivered by instructors with documented experience operating the EDM systems
• A proposed training schedule, curriculum outline, instructor qualifications, and detailed pricing structure must be provided, including travel and accommodation costs
Shipping Instructions Shipping coordination will be managed jointly by the receiving party and the vendor. Prior to shipment, the vendor must provide the following information to determine direct delivery or process through Tracy CA DLA overseas shipping facility:
• Equipment dimensions (length, width, height)
• Total weight
• Packaging method
• Country of Origin:
• National Stock Number (NSN) or label number, if applicable
Upon receipt of this information, the receiving party will complete and submit a DD1149 form. Once processed through the Logistics Readiness Squadron (LRS), the finalized DD1149 will be returned to the vendor and used as the official shipping label.
Upon delivery to the 36th Maintenance Squadron Metals Technology Section, an installation and calibration team will be dispatched to assemble and calibrate the equipment to full operational standards.
Formal training will be conducted within the first month of operational readiness.

1.2 LIABILITY:
The contractor shall be liable for any damages resulting from any carelessness or failure to follow proper safety, installation, engineering, Shipping or maintenance procedures and standards. The contractor shall mailto:michael.montgomery.15@us.af.mil be required to complete any minor repairs within their liability within 60 days of the reported incident. If major repairs, or full replacement is required, the contractor will be responsible to provide a detailed servicing timeline that will be approved by the 36th Contracting Squadron and the Metals Technology Section Chief.
2. GENERAL INFORMATION
2.1 HOURS OF OPERATION:
The normal hours of operation for the project are from 0730 to 1630, Monday through Friday, excluding holidays, PACAF Family days and 36th wing Down Days.
2.2 CONTRACTOR PERSONNEL:
The contractor shall provide a point of contact (POC) for all contractual matters. Due to significantly differing time zones, it is not required that the POC be available during all hours of operation. However, The POC shall respond via email within 24 hours during normal duty hours of operation and within 48 hours during non-duty hours to discuss concerns with government personnel designated by the CO to discuss problem areas.
