REQUIREMENT DESCRIPTION WITH SALIENT CHARACTERISTICS
Overview
The government requires a comprehensive, turnkey Wire Electrical Discharge Machining (EDM) equipment startup package to support integration into the Metals Technology Section at Andersen Air Force Base. The system must be fully operational upon delivery and include all necessary components, consumables, installation, calibration, and training services.

Startup Package Requirements
The system must include all components and accessories required for immediate operation:
• Tooling and startup kits
• Wire Guides (VN Series) – 1 set each (Upper, Lower, Pre-guide) for:
o VNWG-4: 0.004" – 1 set o VNWG-8: 0.008" – 1 set o VNWG-10: 0.010" – 2 sets (primary operational size) o VNWG-12: 0.012" – 1 set
• Wire Spools:
o One standard spool (~8 lb) for each wire size: 0.004", 0.008", 0.010", 0.012" o Two large spools (~22 lb) of 0.010" wire
• Large spool adapter for 22 lb wire spools
• L-Cut Wire Chopper for waste wire management
• UPS System for backup power and safe shutdown
• Dielectric chiller and fluid level control system
• Built-in voltage stabilizer (if required)
• Rotary/Indexing Table (WS-4P) with required interface
• IUID Tag Plate per MIL-STD-130x
Installation & Calibration
• On-site installation and setup by qualified technicians experienced with the provided EDM system
• Calibration to full operational standards
• Pre-installation requirements and estimated setup time must be clearly outlined
Training Requirements
Training must be conducted on-site at Andersen AFB and tailored to mission-specific repair applications:
• Startup, calibration, and shutdown procedures
• Wire selection, threading, tension control, and dielectric fluid management
• Machining aerospace-grade materials and achieving precision surface finishes
• Maintenance procedures for EDM and auxiliary systems
• Use of Heart NC CAD/CAM software for part design and programming
• Advanced techniques for part alignment, indexing, and rotary table use
• Training by instructors with documented experience operating EDM systems
• Detailed training schedule, curriculum outline, instructor qualifications, and pricing (including travel and accommodation)
Shipping Instructions
Vendor must provide:
• Equipment dimensions (length × width × height)
• Total weight
• Packaging method
• Country of origin
• National Stock Number (NSN) or label number, if applicable
Shipping coordination will be managed jointly with the receiving party. A DD1149 form will be completed and returned to the vendor for official labeling. Upon delivery, installation and training will be completed within the first month of operational readiness.
