STATEMENT OF WORK

FURNITURE PROCUREMENT & INSTALLATION, BUILDING 300, Room 240 27TH

SPECIAL OPEATIONS WING, CANNON AFB, NEW MEXICO

23 MAY 2024

1. GENERAL INFORMATION: The contractor shall provide all required furniture, tools, and equipment necessary to install all furniture in accordance with this Statement of Work

(SOW).

1.1 DELIVERY DATE: Delivery and installation of furniture shall be completed no more than 90 days after award of contract.

1.2 HOURS OF OPERATION: Contractor personnel shall perform the installation during normal business hours 0730 – 1630 until completion. Exceptions to those hours will be weekends, holidays and Air Force Special Operations Command (AFSOC) indicated down days.

Schedule coordination will be conducted at contract award.

2. POC INFORMATION: Individual names and points of contact information will be provided upon award of the contract.

3. SCOPE OF WORK: This specification establishes the minimum requirements for the installation of furniture/office workstations for Building 300, 27 SOW/A3, rooms 240, 240B, 240C, 240D and 241. Award may be made in part or in full based on funding availability.

3.1 The spaces where the furniture will be installed are specific. For design purposes, room layout is provided in Attachment 2.

3.2 Once the contract has been awarded, it becomes the responsibility of the contractor to validate the actual site conditions as well as any specific programming needs of the customer (27 SOW/A3). Design work after evaluation may result in changes to the sizing or other necessary modifications to the specifications provided. It is understood that the actual site parameters or certain customer requirements may deviate from the standard typical layouts, therefore, any deviation that causes an increase in the price submitted during the bid process must be documented in writing and submitted to the Contracting Officer (27 SOCONS/PKA) for review, along with a floorplan reference to show just cause. A final furniture layout and Bill of Materials (BOM) shall then be provided meeting the customer requirements and accommodating the physical environment.

3.3 Current equipment in place in the affected rooms will be removed and disposed of by the contractor.

3.3.1 Disposal will be done by the vendor and will not be going to DRMO.

3.3.2 There are currently 10 small composite and metal desks (approximately 6’x8’), a composite privacy wall (approximately 26’), 3 wooden “L” shaped desks (approximately 6’x4’), and a large conference table.

4. SPECIFIC REQUIREMENTS (ROOM 240)

4.1 WORKSTATIONS (27 EACH)

4.1.1 Workstations shall be electronically adjustable. Up and down controls shall be electronic with easy-to-use intuitive controls. The console shall not use the computer software to control height adjustment. The raise/lower mechanism shall be designed for 27/7 operation, offer durability and lasting quality due to steel infrastructure/steel to steel connections.

4.1.2 Workstations shall be arranged in rows of three electronically adjustable desks (facing each other) and each workstation will be separated by a 50” tall single door metal storage locker for containing office supplies. Each workstation shall have a desktop power module for power distribution. A cubical wall shall be installed and run the length in between the row of three workstation desks facing each to permit privacy (see attached CAD drawing proposal).

4.1.3 Workstation shall include a mounting monitor arm. The monitor arm shall be compatible with standard VESA mounting and shall be moveable/removeable and allow for height and angle adjustment.

4.1.4 Surface color shall be in the brown family, and upon award of the contract the user will approve the final color. All exposed surfaces and edges shall be covered to resist cracking, chipping, abrasion or deformation.

4.1.5 Under-desk computer mounting cradles will be positioned in a manner allowing one meter of separation to ensure proper spacing between classified and unclassified systems while leaving space for under-desk rolling storage.

5. SPECIFIC REQUIREMENTS (ROOMS 240B, 240C, 240D)

5.1 WORKSTATIONS (3 EACH)

5.1.1 Workstations in each office shall be “L” shape design (two desk combination) with electronically adjustable section to one side. Up and down controls shall be electronic with easy-to-use intuitive controls. The console shall not use the computer software to control height adjustment. The raise/lower mechanism shall be designed for 27/7 operation, offer durability and lasting quality due to steel infrastructure/steel to steel connections.

5.1.2 Workstations shall have a desktop power module for power distribution.

5.1.3 Workstation shall include a mounting monitor arm. The monitor arm shall be compatible with standard VESA mounting and shall be moveable/removeable and allow for height and angle adjustment.

5.1.4 Surface color shall be in the brown family, and upon award of the contract the user will approve the final color. All exposed surfaces and edges shall be covered to resist cracking, chipping, abrasion or deformation.

5.1.5 Under-desk computer mounting cradles will be positioned in a manner allowing one meter of separation to ensure proper spacing between classified and unclassified systems while leaving space for under-desk rolling storage.

5.1.6 Workstations in rooms 240C and 240D will have separate cabinet storage desk behind the user station with upper credenza to facilitate additional storage of office records and supplies (room 240B excluded from this requirement).

5.1.7 Office rooms 240C and 240D will contain double-door metal lockers with locking mechanisms for storage of office supplies and duty uniform items (not room 240B)

6. SPECIFIC REQUIREMENTS (ROOM 241)

6.1 CONFERENCE TABLE (1 EACH)

6.1.1 The conference table shall be wedge shaped with narrow section at the main briefer position (head of table) and widest section toward the opposite end of the room area closest to the wall mounted monitor/video tele-conference (VTC) equipment system. Conference table shall be of enough length to accommodate five seated attendees on each side (10 personnel total).

6.1.2 The conference table surface color and texture shall be that of natural brown wood in appearance (cherry wood). All exposed table surfaces and edges shall be coated to resist cracking, chipping, abrasion or deformation.

6.1.3 The conference table shall have quick access opening built in the table surface near the main briefer position to permit the installation of additional communications equipment (microphone, dial-in telephone, etc.).

6.1.4 The conference table widest end shall contain under-desk computer mounting cradles positioned in a manner allowing installation of computer/VTC equipment. The under-desk mounting cradles shall have at least one meter of separation to ensure proper spacing between classified and unclassified systems while leaving space for under-desk rolling storage.

7. SECURITY REQUIREMENTS (ROOMS 240, 240B, 240C, 240D AND 241)

7.1 All work conducted in rooms 240, 240B, 240C, 240D and 241 is done within a secure area. All person subject to this statement of work must adhere to 27 SOW/A3 security requirements. All workers must be cleared and escorted by 27 SOW/A3 personnel while work is conducted in these areas. No unapproved electronic devices (cellphones, smart watches, GPS devices, digital cameras, computer laptops, etc.) are allowed.

8. REQUIREMENTS: The required work shall be performed in accordance with this Statement of Work and all applicable Federal, State and Local laws and regulations:

8.1 MANDATORY BACKGROUND CHECK/SECURITY REQUIRMENTS: All

contractor personnel supporting this installation shall undergo a thorough security background check to ensure supporting personnel meet the required security clearance in accordance with the Department of Defense guidance and the REAL ID Act of 2005. To ensure security checks are conducted in a timely fashion, the installation contractors shall submit to the Contracting Officer (CO) and the 27 SOCONS/PKA Project Supervisor the following information for each employee requiring escort on Cannon AFB in support of the furniture delivery and installation within three business days after contract award:

In addition, a rental agreement or vehicle registration and insurance shall be provided for each employee that will be operating a vehicle in the premises of the base.

8.2 DAMAGE/SAFETY: The contractor shall conform to the safety requirements contained in the contract for all activities related to the accomplishment of the work as required by the Occupational Safety and Health Administration (OSHA). The contractor shall provide protection to government property to prevent damage during the period the property is under the control or in possession of the contractor. Any damage caused by the contractor during installation is the responsibility of the contractor and must be reported to the Contracting Officer or designated Contracting Officer Representative promptly (within two hours) along with all available facts relating to each instance of to either contractor or government personnel.

8.3 UNSATISFACTORY PERFORMANCE: Unsatisfactory performance shall result in work being re-accomplished at the Contractor’s expense with no additional cost to the government.

8.4 PHOTOS: No contractor will take photos at any time while in room 240. All photos will be coordinated with the 27 SOW/SS0 Office via Mr. Nicholas Kingsley and Mr. Robert Brewster.

5.5 STORAGE: The contractor shall store and safeguard all materials until the contractor has prepared the worksite for installation of the workstation furniture/desks. No storage is available on Cannon AFB unless authorized by the Contracting Officer.
