SUMMARY OF WORK AND SPECIAL CONDITIONS

STEWART WELL

PART 1 GENERAL

1.01 SUMMARY

A. Description of Work: The work is comprised of, but not necessarily limited to, furnishing labor and equipment to construct a non-potable water well approximately from 150 to 300 feet deep. The well will be equipped by the contractor with a solar submersible pump (with capabilities equivalent or greater than a Grundfos 6SQF3), appropriate non-tracking solar panel array for pump, pipe, wiring etc. that the contractor provides. Well will be outfitted with pitless adapter and all conduit buried to array. The set up would include providing a 3000-gallon water storage tank, and solar panel and rack for the panel, water line to trough and a float. The district will provide a rubber tire for a drinker. The well shall meet all livestock (non-potable) well codes and regulations. NMOSE Exploratory Well Permit will be acquired by the USFS. Contractor shall acquire any additional required permits.

B. Location: Work under this contract is located in the Little Walnut area. The well site is in

Section 4, Township 16 South, Range 14 West NMPM. The UTM location in NAD83 is - 108 17’45.5” W, 36 51’40.5” N. Access to well site is off NM State Hwy 180 West to Little Walnut Road, approximately 6.2 miles north of Silver City, NM.

1.02 REFERENCES

A. Construction which is not governed by a local building code or the Contract Specifications will be governed by the more stringent provisions of the latest published edition, or Statute adopted edition, of the following applicable codes:

1.03 QUALITY ASSURANCE

A. Code and Standards: The work shall comply with codes and standards applicable to each type of work and as listed in the individual sections of these specifications.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

1.04 DELIVERY, STORAGE, AND HANDLING

A. Delivery: The Contractor will supply and deliver all equipment and labor necessary for the actual work. The Contractor shall be responsible for removing and stockpiling (on site) all project wastes.

B. Handling: The Contractor shall load and unload products in such manner that protects them from damage until installation on the project.

1.05 PROJECT/SITE CONDITIONS

A. Access to the Work: Access to the work site is over heavily used county-maintained dirt road. Well site will be adjacent to county road 1-53 The site can generally be accessed in a full size 2wd (though 4wd recommended) truck pending weather that can cause ruts in the road.

1.06 SEQUENCING AND SCHEDULING

A. Requirements: The Contractor shall be responsible for operations necessary to complete the work, including coordination with other crafts relative to the contractor’s requirements.

Work shall be scheduled in such a manner as to avoid delays in overall construction and permit proper installation of work.

B. Water Bearing Strata. The well shall be drilled to a maximum depth of 150 feet, or to a lesser depth as directed in the field by the Engineer. The Contractor shall notify the Engineer prior to his estimated time of reaching the anticipated total depth of the well.

C. Test Pumping. The following test pumping shall be run on the well prior to installation of casing: Pump water at a rate within the limits of 1 to 3 gallons/minute recording drawdown in 1-minute increments or as determined appropriate by the driller and the Engineer to determine adequate capacity at a stabilized drawdown and obtain a representative water quality sample.

D. Well Blockages. In the event a tool is lost in a well bore and is not recoverable, or other blockage occurs that prevents continuing the hole to the depth specified in the Schedule of Items, the following action shall be taken: If a depth is reached that produces an acceptable amount (1-3 gallons/minute) of water, drilling cannot be continued due to hole blockage, then the hole will be accepted if all other specifications are met. But, if a well does not produce the specified yield at less than the specified depth, then the Contractor shall abandon the hole as specified below and relocate the drill rig to another setup point approved by the Engineer, with no cost to the Government.

E. Disposition of Abandoned Well. The Engineer may order a well to be abandoned at any time should results indicate that there is insufficient water or that water is of unsatisfactory quality. An abandoned uncased hole shall be backfilled with soil and/or have a concrete surface plug installed to a depth of five (5) feet depending on the geologic conditions and/or State requirements. If casing is already installed as authorized by the Engineer, a welded steel cap of the same or greater thickness than the casing shall be affixed to the top of the casing. In either case, the abandoned hole shall be marked so that the exact site can be easily located.

1.07 UTILITY CONNECTIONS

A. Electrical Service: Electric service to the site not available.

B. Water Service: Water service to the site is not available.

1.08 CONSTRUCTION SCHEDULE AND PROGRESS CHARTS:

A. Within 10 days after receipt of Notice to Proceed, the Contractor shall prepare and submit to the Contracting Officer’s Representative for approval a practicable progress schedule.

The schedule shall show the order in which the Contractor proposes to carry on the work, the date of which he will start the several major activities (including procurement of materials, and equipment), and the contemplated dates for completing same. The schedule shall be in the form of a progress chart of suitable scale to indicate graphically the percentages of work scheduled for completion at any time.

B. If, in the opinion of the COR, the work accomplished falls behind that schedule, the

Contractor shall take such action as necessary to improve his progress. In addition, the COR may require the Contractor to submit a revised schedule demonstrating his program and proposed plan to make up lag in scheduled progress and to insure completion of work within the contract time. If the COR finds the proposed plan not acceptable, he may require the Contractor to submit a new plan. If a satisfactory plan is not agreed upon, the COR may require the Contractor to increase the work force, the construction plan and equipment, or the number of work shifts, without additional cost to the Owner.

C. Failure of the Contractor to comply with these requirements shall be considered grounds for determination by the COR that the Contractor is failing to prosecute the work with such diligence as will ensure its completion within the time specified.

1.14 OPERATION AND MAINTENANCE MANUALS: The Contractor shall be required to submit operations and maintenance manuals for this project.

1.15 TEMPORARY CONSTRUCTION AND SERVICES: The Contractor shall provide the following specific items of temporary construction and services:

A. The Contractor may provide temporary porta-potties to job site if desired, there is a bathroom located in the area for recreationist.

B. Temporary Closures: Contractor shall erect temporary closures over openings when weather conditions render such action necessary for proper installation of any portion of the work.

C. Protection of Work in Place: Work in place that is subject to injury because of operations carried on adjacent thereto shall be covered, boarded up or substantially enclosed with adequate protection.

D. Temporary Fire Protection: Contractor shall provide and maintain fire extinguishers, fire hoses and other equipment necessary for fire protection during construction.

E. Signs: No signs will be required for this project.

F. Removal of Temporary Construction: Construction of a temporary nature shall be removed from the site as soon as the progress of the Work will permit; and the portions of the site occupied by the same shall be properly restored.

G. Plumbing and Drainage: Surface or subsurface water or other fluids shall be permitted to accumulate in excavations specific to the drilling operation. Should such conditions be encountered or develop, the fluid shall be controlled and suitably disposed of by means of temporary pumps, piping drainage lines, troughs, ditches, dams or other methods to prevent contamination to the nearby San Francisco River.

1.16 CLEANING UP: In addition to other provisions of the Specifications, the following shall be required:

A. Besides the “removal of waste materials,” the following special cleaning shall be required just prior to acceptance.

PART 2 PRODUCTS PROVIDED

2.01 GENERAL

A. Rubber tire for the drinker will be provided by the agency – please do not include this in bid.

B. Be sure to include all wiring, poly pipe, float switch and fittings needed to have the well and solar panel set up in working condition.
