About this file

This document is a Performance Work Statement (PWS) for the reconstruction of an elk exclosure fence located within the Hidden Timber Sale area of the Apache-Sitgreaves National Forests in Arizona. The PWS outlines the technical requirements and deliverables for the construction of an 8-foot tall elk fence with field fencing and cemented carbon steel pipe brace posts. The contractor is required to provide materials such as tie wire, concrete mix, and steel pipe, while the government will furnish the field fence, T-posts, and rebar. The base year contract period is 90 days from the notice to proceed, with an option year for additional fencing. Adverse weather and ground conditions may prevent access or work during the winter period from December 1 through March 31. The contractor must have a foreman on-site to coordinate with the Contracting Officer's Representative. This PWS is associated with Solicitation Number 127EAX24Q0029 for the Elk Exclosure Hidden Fence Reconstruction project.

Project Title 668795-0301 Q3 CON FOR 02 Fence Reconstruct Hidden TS NEW OUT

General Information

1.0 Background and Purpose

Aspen regeneration is a forest priority on the Apache-Sitgreaves National Forests and an integral part of our landscape management plan. This priority strives to maintain species diversity across the landscape and move towards a more historic landscape. The fences to be constructed are located withing the Hidden Timber Sale area where competing vegetation has already been treated. This preemptive removal within the aspen stands and the disturbance caused by logging operations should cause of flush of new aspen regeneration to occur. In order to protect the new growth fences need to be constructed to prevent damage from animal browsing.

Contractor Requirements

2.0 Technical Requirements / Tasks

The construcon area contains frequent areas of exposed bedrock. This surface bedrock and overall rocky condion across the area could cause unforeseen expenses in fence construcon and should be accounted for by the contractor. A site visit is encouraged but not required.

Construcon Sequence and Procedures

• Braces shall be located at all corners and gates.

• Two swinging vehicle access gates will be installed at each exclosure locaon, gate locaon will be determined by the contractor and COR prior to installaon. Gates will be 8-10 feet wide and can be made of smaller diameter 1½ inch pipe. Gates will be 8 feet tall when hung with not more than 4-inch gap from the botom of the gate to the ground.

• Assuming the fence material is 330 feet long, stretch braces should be installed a minimum of 165 feet apart (halfway) to maintain structural integrity throughout the length of the fence.

• Concrete set brace posts: Drill holes in firm, undisturbed or compacted soil. Set posts 48 inches below surface or deeper, if necessary, in so or loose soil. Pour concrete around posts. All stretch and corner brace posts shall have a minimum of a 12-inch diameter concrete foong.

• Weld horizontal braces between uprights with a bead around enre end of pipe where it ataches to upright.

• T-post shall be 10 feet long and spaced 10 feet apart. The T-post should be driven into the ground ensuring that the spade is at least 6-inch below the ground level and the post should be perpendicular to level ground. All posts shall be vercally aligned on sloped ground.

• Install 8 feet field fence.

• Two panels of fencing, shorter than 8 feet, may be used for ease of handling as long as the fence is 8 feet tall, and the two panels of fencing overlap each other by at least 4 inches. Botom panel should touch the ground.

Botom panel will be placed so that the smaller mesh is closest to the ground. The field fence will be securely atached to all steel posts using appropriate fastening materials (such as 14-gauge galvanized e wire or metal post clips). Atach the top and botom panels of the field fence to each other and to posts (hog rings or wire e).

• T-post clips will be used to atach the field fence to the T-post.

• 8-foot-long re-bar should be installed between the T-posts. The re-bar shall be weaved through the field fence and secured (e wire).

• No trees (live or dead) will be substuted for posts in fence construcon. No wire shall be atached directly or indirectly to any tree.

• Clean up debris and unused materials and remove from site.

3.0 Deliverable / Schedule

Contract time is 90 days from Notice to Proceed. There are no timing restrictions for this project. Work is expected to begin around September 1, 2024, however, may start earlier or later depending on local conditions.

It is assumed that adverse weather and/or ground conditions may prevent access to or satisfactory performance on the project during the winter period which is defined as the period from December 1 through March 31. Therefore, no count of contract time will be made during this period, unless the contractor continues work. Work may continue at the

Contractor's option; however, the Government shall not be obligated to make progress payments or inspections during this period.
