About this file

This document contains questions and answers related to amendment 1 of solicitation 127EAX24Q0029 for the Elk Exclosure Hidden Fence Reconstruction project. The solicitation is issued by the USDA Forest Service, Apache-Sitgreaves National Forest, Black Mesa Ranger District, in Overgaard, Arizona. The project involves reconstructing a hidden fence in an elk exclosure. Key details include:

The project will involve constructing one fence per base year and optional year, with each fence being approximately 1 mile in length. Contractors can use used 2-3/8" drill stem for braces, and should budget for rock drilling at corner posts and H-braces, as well as potential t-post driving. Water is available at the ranger district but not on-site. Camping on-site is allowed for up to 14 days without a permit. Additional maps showing the project area and surrounding context have been provided. The fencing is the only relevant scope, with no other structures mentioned. Contractors can use the fence line for equipment access, but larger vehicles must remain on forest service roads.

127EAX24Q0029 - Elk Exclosure Hidden Fence Project QUESTIONS AND ANSWERS – Amendment 1

1. Is there only one structure for the 1 mile or multiple structures? SOW doesn’t state multiple structures, but the maps imply more than one?

Each year includes only one fence. The north fence will be for the base year and the south fence will be for the optional year.

2. Can we utilize used 2 3/8” drill stem for braces?

Yes.

3. Does SOW say we are to build a brace every 165’?

Yes. There should be an H brace built at the mid-point of each roll of wire to assist with future repairs.

4. How much rock drill should we anticipate?

Budget for rock at all corner posts and H braces. As for driving t-posts I would budget for at least 30%. These are amateur guesses based on visible bed rock at the site and other fences in the area utilizing rock piled bracing at the base of t-posts.

5. Is there local water available?

Water is available at the ranger district In Overgaard. There is no water available at the fence site.

6. Can we get a topographical map of within the fence project area, or elevation range within the project?

Yes. I’ve attached a wider vicinity map with topography. The site is at an elevation of 7500 and is flat across the work area.

7. Is travel for machinery permitted along the fence line, it states contractor can only use established forest roads but does that include fence building equipment such as skid steers?

Travel is allowed along/around the fence line for the fence building equipment. Trucks and trailers must remain on forest service road.

8. Is camping on site allowed?

Camping on site is allowed. If camping will last longer than 14 days a forest service permit will need to be requested and issued for an exemption to our 14-day stay limit.

9. Are there any other vicinity maps that show better proximity from a near town or show the names of the ponds/lakes shown on the map in order to navigate to the project site?

Additional maps have been attached.

10. Are the black outlined fences that seem to be outside the project area relevant to the project?

or are they just noted on the map?

They are additional exclosure fences and simply noted on the map.
