STATEMENT OF WORK
Install Automatic Chain Link Gate at Maintenance Compound Fencing 238990
Carolina Sandhills National Wildlife Refuge 23734 US Highway 1
McBee, SC 29101 (Chesterfield County)
Project: Install Automatic Chain Link Gate at Maintenance Compound
1.0 GENERAL
The Carolina Sandhills National Wildlife Refuge, McBee, SC, is seeking a qualified contractor for the Scope of Work outlined below. Performance Period is September 1, 2022 through September 1, 2023.
The successful bidder must be registered in SAM.gov (there is no charge to register) and invoice through an Internet Payment Platform (IPP). Payment will be via EFT (electronic funds transfer).
The successful bidder must provide the SAM.gov Unique Entity Identification (UEI) number in order for the contract to be awarded.
2.0 PERIOD OF PERFORMANCE.
2.1 September 1, 2022 through September 1, 2023. We would like the project completed as soon as materials and labor are available during the performance period. An extended performance period is identified to mitigate possible supply chain issues; however, the contractor must not delay in securing materials.
2.2 Normal duty hours Monday thru Friday 6:00 a.m. - 4:30 p.m. In the event of emergencies, Contractor shall provide contact information. Non-duty hours include week nights, weekends, and Government holidays.
3. SCOPE
3.1 The Government will not supply any materials, supplies, equipment, labor, transportation, or supervision beyond the following: installation of electrical power stubbed to site and removal of existing concrete footing on north side of entrance gate.
3.2 The contractor will furnish all labor, transportation, equipment, materials, supplies, and supervision to accomplish the scope of work outlined below.
3.3 The gate will be 45 ft wide by 6 feet tall. The gate will roll to close and cover the 30 ft gate opening. The gate width (1-1/2 times the opening) is necessary to balance the cantilever style gate and ensure proper operation. The gate fabric will be zinc coated galvanized. The gate style is cantilever with uprights every 5 feet. The gate will have four rollers with nylon covers.
3.4 The contractor is responsible for exact measurements through an onsite inspection. Quote should be based on onsite inspection of area and contractor measurements based on the provided specifications of materials and construction. Proposals for this work will be evaluated for completeness, prior fence installation experience and cost.
4.0 PRODUCTS
4.1 FENCE FABRIC and FRAMING
a. Fence fabric shall be Zinc coated galvanized steel chain link.
b. Selvage: Shall be twisted at the top and bottom, not knuckled.
c. Framing shall be cold formed and welded steel pipe with Zinc protective coating, 2-1/2 inches pipe, schedule 40.
d. Posts: 4 inch steel gate posts, schedule 40. Gate posts to be 36” in ground with 3000psi concrete footings.
4.2 GATE ELECTRONICS
A. Install (1) commercial grade high-traffic slide gate operator. Model should meet the following specifications (comparable product LiftMaster CSL24UL):
• 24VDC continuous duty
• High cycle, high temperature continuous duty
• Commercial oil-bath gearbox with 10:1 wormgear reduction
• 120/230V single-phase power
• Battery back-up for standby power during power outages
• Fire department compliant
• Manual disconnect
• Constructed of zinc plated steel for rust reduction
• High-density, UV-resistent, polycarbonate cover for heat and corrosion resistence
• Temperature operation specifications: 0 degrees F to 140 degrees F
• Five year warranty
B. Install (2) sets of photo-eyes to reverse or stop gate upon obstruction C. Install (1) exit probe to detect vehicle from within compound and relay gate open D. Provide (15) remote controls E. Install (1) receiver with (1) keypad on a gooseneck pedestal.
F. Install (1) weekly timer.
5: EXECUTION
5.1 PREPARATION
Scheduling: Do not begin installation and erection before existing concrete footing is removed.
This will require close coordination with the refuge staff since there will not be a gate to secure the refuge compound for up to 72 hours of pouring the new footing.
5.2 GATE INSTALLATION
A. General: Construct and install cantilever gate.
B. Excavation: Use appropriate eqipment to excavate for footings.
1. Excavate holes for each post to minimum diameter recommended by fence manufacturer, but not less than four times the largest cross section of post.
2. Excavate post hole not less than 36” below finish grade surface with 3000psi concrete footings. Clear post holes of loose material.
C. Alignment: Set posts plumb, and align posts to provide for smooth operation of gate.
D. Concrete Set Posts: Place concrete around posts and vibrate or tamp for consolidation.
Extend concrete 2” above grade and trowel to a crown to shed water. Check each post for vertical, horizontal and top alignment, and hold in position during placement and finishing operations. Allow concrete to cure a minimum of 72 hours before performing other work on posts.
D. Gate: Install gate plumb and level in a closed position, providing for full opening without interference. Adjust hardware for smooth operation and lubricate where necessary.
E. Install electronic components as depicted on drawing:
1. one gooseneck pedestal with key entry pad on exterior drive of gate
2. one exit probe buried according to manufacturor’s instructions on interior drive of gate.
3. Install photo eyes on gate according to manufacturor’s instructions and to comply with safety provisions to prevent unplanned closure when an obstruction is in the gate’s pathway.
4. Install gate operator as depicted on drawing.
F. Program electronic keypad, remote controls, and weekly timer to ensure system is operational.
5.5 CLEANING
A. Clean up debris and unused material, and remove from the site.
