About this file
This is a Statement of Work (SOW) for the procurement of Z-3 Hexenol Lures to support the U.S. Department of Agriculture Animal and Plant Health Inspection Service (USDA APHIS) in detecting and monitoring Emerald Ash Borer (EAB) pest infestations. The lures are critical detection tools used to delimit and survey the extent of EAB infestations, which pose significant threats to ash trees and related industries across the northeastern United States and eastern Canada. The required product specifications include plastic pouched Z-3-hexenol lures with a 50 mg/day release rate and a 60-day field life. Contractors must deliver products FOB destination to USDA APHIS PPQ in Edinburg, Texas within 60 days of order receipt, accounting for shipping times up to 6 days with varying temperature exposures that do not require refrigeration or special storage conditions.
Detailed packaging requirements mandate individually sealed, airtight, moisture-proof Mylar bags for each lure dispenser with specific labeling including manufacturer name, product name, unit counts, lot/batch number, date of manufacture, and date of expiration. All shipments must include Safety Data Sheets, packing slips, certificates of analysis for chemical composition, and fastening devices in at least a 1:1 ratio to lures. Shipping containers must be corrugated cardboard boxes not exceeding 20 pounds, with sub-packing in tear-free plastic bags containing 100 units or fewer, and pallets limited to 56 inches in total height. This is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a firm fixed unit price structure, a total contract value range of $1,000 to $350,000, and a small business set-aside (1,150 employee size standard). Payment will be made through the Invoice Processing Platform (IPP) in arrears with invoices submitted referencing delivery order numbers and supporting documentation. USDA APHIS will conduct quality assurance surveillance testing monitoring storage longevity, release rates, breakage rates, and chemical composition.

PRODUCT SPECIFICATIONS
Z-3 Hexenol Lures
Z-3 hexenol lures as follows:
Plastic pouched Z-3-hexenol Lures, 50 mg/day release rate
Background:
Emerald ash borer (EAB) is a serious pest of quarantine significance. Larvae feed in the phloem and outer sapwood, producing galleries that eventually girdle and kill branches as well as entire trees. This invasive pest has had a devastating impact on communities that now face tremendous tree removal costs associated with dead or dying ash trees that pose a public safety threat.
Ash wood is valued for flooring, furniture, sports equipment (baseball bats, hockey sticks), tool handles, and numerous items requiring strong, hard wood with less rigidity than maple. These trees are important ecologically and economically in the forests of the northeastern United States and eastern Canada. Further, they are sought out for urban tree planting.
Objective:
The requested supplies are needed to equip program personnel to detect and monitor EAB pest infestations. Lure-baited traps are a primary detection tool used to delimit and survey the extent of the pest infestation. Without these lures, defining an infestation might not be possible. The ultimate cost to the states which become infested with EAB could be billions of dollars in forest products, and quarantines imposed by state and federal agencies may have dire consequences for plant and wood products industries. Severe damage would also occur within the tourist industry.
