ICE Enforcement and Removal Operations Court Document Retrieval Services Statement of Work
GENERAL
1.0 BACKGROUND
The arrest, detention, and removal of criminal noncitizens from the United States is one of U.S. Immigration and Customs Enforcement’s (ICE) current priorities. To initiate Removal Proceedings under sections 237 and 212 of the Immigration and Nationality Act, court-certified conviction records are required to sustain removability charges based on criminality.
The purpose of this requirement is to procure web-based court document retrieval services to allow ICE, Enforcement and Removal Operations (ERO) Field Offices and Headquarters components the ability to retrieve mission-critical court records quickly and conveniently. Currently, court-certified court documents are retrieved by ICE employees in person, or via U.S. Mail, which costs the government significant man-hours and causes unnecessary delays.

The platform shall have the capability for ICE personnel to electronically request specific documents and have those court-certified documents electronically and/or physically returned to the requesting personnel in an expeditious manner. The platform will draw from all necessary U.S. federal, state, county, and municipal courts and must provide coverage for all U.S. States and territories, and the associated court jurisdictions therein.
The retrieval platform shall include, but is not limited to, access to the following court document types:
| • | Indictments |
| • | Complaints |
| • | Judgments |
| • | Police reports |
| • | Motions |
| • | Briefs |

| • | Traffic Citations |
| • | Docket reports |
