About this file
This statement of work outlines laboratory analysis services required by the United States Department of Agriculture Agricultural Research Service Southeast Watershed Research Unit. The contractor shall analyze plant tissue biomass samples for total carbon, total nitrogen, and total mineral elements using combustion analysis for carbon and nitrogen detection and inductively-coupled plasma optical emission spectroscopy for mineral elements. The estimated number of samples is 2,000 over a 12-month period from the effective date of the contract. The contractor must report the analysis results to the USDA and meet specified performance requirements for element detection. The ordering period under the contract is five years.
The related federal contract opportunity is solicitation number 12405B23Q0244 from the USDA Agricultural Research Service for laboratory analysis services for plant tissue samples in Tifton, Georgia.

Research Service (ARS)
Southeast Watershed Research Unit
Plant Tissue Analyses
1. Introduction The United States Department of Agriculture (USDA) Agriculture Research Service (ARS) Southeast Watershed Research Lab (SEWRL) in Tifton, GA has a need to reduce a backlog of sample analyses that resulted from facilities occupation restrictions during the COVID Pandemic.
2. Scope The SEWRL requires laboratory services for plant tissue analyses of total carbon and nitrogen plus total ICP minerals. The contractor shall provide results for the analysis of plant tissue biomass samples only as authorized by orders issued in accordance with the Ordering clause. The estimated number of available samples is 2,000 during a 12-month period. The SEWRL will provide first tranche of samples that have been dried and ground to pass a 1mm sieve. The type of analyses includes total carbon and nitrogen, and the mineral analysis.
3. Ordering Period
The ordering period under this contract is 5 years. Each order will establish specific delivery terms.
4. Report Requirements The contractor shall complete the following:
Analyses for total carbon, total nitrogen, and total mineral elements (S, P, K, Ca, Mg, Mn, Fe, Al, B, Cu, Zn, Na, Pb, Cr, Cd, Ni, Mo). Determination of plant tissue total carbon and total nitrogen shall be by combustion analysis. Carbon detection performance range must be 1 - 50 % +/- 0.09% or better, and nitrogen detection performance must be 0.2 - 4% +/- 0.03% or better. Determination of plant tissue mineral elements shall be by inductively-coupled plasma with optical emission spectroscopy. The percent recovery for the mineral elements shall be +/- 10% or better. Data will be used in research manuscript developments.
