About this file

This is a Statement of Work (SOW) for the integration of a Commercial Off-The-Shelf (COTS) TrakkaBeam TL-360 searchlight system onto MH-60T Medium Range Recovery helicopters operated by the United States Coast Guard (USCG). The contract number is 70Z03826QJ0000290, with a 12-month period of performance from purchase order award.

The USCG operates an active fleet of 52 MH-60T helicopters with plans to expand to 84 aircraft by 2032. The legacy TrakkaBeam A-800 searchlight systems have reached end-of-life and require replacement with a modern, maintainable COTS solution to support search and rescue, law enforcement, and homeland security missions. The required system must provide covert infrared illumination capabilities for use with Night Vision Goggles, identify 12-inch lettering at 3,000-foot visible range or 2,100-foot infrared range, integrate physically with MH-60T interfaces (maximum 24 inches vertical length and 65 pounds), and meet environmental durability standards under MIL-STD-810 and RTCA DO-160G. Key technical specifications include minimum 21,500 visible lumens, LED/IR array technology, 2° to 13.5° beam angle focus, 28 VDC power input under 30 amps, dovetail mounting interface, Ethernet/RS-232/RS-422 data interfaces, operating temperature range of -40°C to +55°C, and MTBF of 1,000 flying hours.

The contractor must deliver 70 production units with dual-control configuration (handheld grip control and dashboard panel with speed selector), plug-and-play slaving to the helicopter's Electro-Optical/Infrared sensor system, comprehensive Factory Acceptance Testing, and on-site operator training for up to five USCG personnel. Deliverables include monthly progress reports, software documentation, interface control documents, FAT plans, and operators/maintenance manuals. Hardware delivery location is the US Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina. The contractor must provide a two-year warranty covering all defects in materials and workmanship, with repairs or replacements performed at the contractor's factory in Bradenton, Florida.

1.0 GENERAL

This SOW describes work to be accomplished under a resulting purchase order. The terms and conditions of the resulting purchase order will apply. This effort is for the MH-60T integration of a Commercial Off-The-Shelf (COTS) searchlight system, to include integration with the MH-

60T’s existing Electro-Optical Sensor System - Modernized (ESS-M).

2.0 BACKGROUND

The United States Coast Guard (USCG) operates an active fleet of 52 MH-60T Medium Range

Recovery helicopters, with programmatic plans to expand the operational fleet to 84 aircraft by the year 2032.

The fleet is currently equipped with legacy TrakkaBeam A-800 searchlights to support search and rescue (SAR), law enforcement, and homeland security missions. The A-800 searchlight system has reached the end of its product lifecycle, is deemed obsolete, and is no longer supportable or procurable from commercial sources. Consequently, the USCG requires a maintainable, modern, COTS replacement searchlight system to sustain long-term aircraft operational availability.

3.0 SCOPE

To execute critical law enforcement and security missions effectively, the USCG requires a searchlight system with advanced multi-spectral illumination capabilities. The system must support sections 3.1-3.4.

3.1 Covert Illumination

Ability to use multiple Infrared (IR) filters to covertly illuminate targets of interest while aircrews utilize Night Vision Goggles (NVGs) and/or the shipboard Electro-Optical Sensor

System (ESS).

3.2 Advanced Target ID

Capability to identify 12-inch lettering at a 3,000-foot slant range in the visible light spectrum and 2,100-foot slant range in the infrared (IR) spectrum

3.3 Physical Integration

Compatibility with legacy MH-60T physical interfaces, specifically desiring a dovetail mounting assembly that does not exceed 24 inches in vertical length when pointing straight down (to ensure ground clearance during takeoff/landing), and a weight limit not exceeding 65 lbs.

3.4 Environmental Durability

System must be sealed to prevent moisture intrusion during low-altitude, over-water operations, and meet environmental qualifications under MIL-STD-810 and RTCA DO-160G.

4.0 PERIOD OF PERFORMANCE

The total period of performance shall be completed by 12 months from purchase order award (12

Months ARO).

5.0 TECHNICAL SPECIFICATIONS & REQUIREMENTS

The system delivered must comply with the standards in section 5.1-5.3.

5.1 MIL-STD-810

Environmental Engineering Considerations and Laboratory Tests (specifically for moisture intrusion during over-the-water operations).

5.2 RTCA DO-160G

Environmental Conditions and Test Procedures for Airborne Equipment.

5.3 USCG Operational Requirements

The searchlight system shall meet or exceed USCG requirements as outlined below:

Parameter USCG Requirement

Technology LED/IR array

Visible Lumens Minimum 21,500 lumens

Beam Angle (Focus) Minimum 2° to 13.5°

7.0 TASKS & REQUIREMENT DETAILS

7.1 Hardware Delivery and Configuration

The contractor shall deliver a complete Searchlight and Gimbal package. The hardware must be delivered in a heavy-duty, reusable shipping container.

7.2 Dual Controller Configuration

The system shall be delivered with a dual-control configuration to ensure operational flexibility:

The dual controller configuration shall operate on a 'last-command-wins' functional logic. The system shall not require a physical or manual selection switch to designate control authority. The searchlight system shall remain dynamically receptive to all active controller locations, executing the most recent control input received from any operator station in real-time without latency or command conflicts

7.2.1 Grip Control Unit

Handheld joystick unit for manual slewing.

7.2.2 Dashboard Control Panel

Dashboard control unit with an integrated Speed Selector Switch.

7.2.3 Integrated Flight Controls

The system shall support flight control switches and analog joysticks via six (6) programmable input lines for basic external commands (e.g., gimbal slewing, Lamp ON/OFF, and deploy modes).

7.3 Camera & Electro-Optical Sensor System (ESS) Slaving

The searchlight shall possess plug-and-play slaving capabilities, allowing the light to slave directly to the helicopter's Electro-Optical/Infrared (EO/IR) sensor system (ESS) without the need for external interfaces, adapters, or additional modification boxes. Both systems must track targets simultaneously once engaged.

7.4 Factory Acceptance Testing (FAT)

The contractor shall conduct a comprehensive Factory Acceptance Test (FAT) prior to shipment to verify all specifications. The USCG shall be notified in advance and reserves the right to witness the FAT at its own expense.

7.5 On-Site Operator and Technical Training

The contractor shall provide operator and technical training course on-site at the USCG facility.

• Audience: Up to five (5) USCG technicians and operators.

• Instruction: Conducted in English.

• Sustenance: Inclusive of all travel, lodging, and sustenance expenses for contractor personnel.
