About this file
This is a Statement of Work (SOW) for water sample testing services for the United States Coast Guard (USCG) Short Range Recovery (SRR) program. The contractor must perform water sample testing for MH-65E helicopter engine wash water in support of USCG Fleet Units and Cutters. The contractor is responsible for providing sample containers to requesting USCG units, which will return filled samples for testing at the contractor's facility. All samples must be shipped using tracked delivery methods. The testing must comply with Section 303 of the Clean Water Act and USCG testing standards, with results provided electronically within seven days of sample receipt. The contractor must supply all necessary equipment, labor, and materials at firm fixed prices and provide reports detailing aspect, pH, conductivity, dissolved solids, and ash content to the requesting USCG unit and the SRR Technical Services Representative.
The SOW specifies that samples will be collected from 16 USCG units listed in Appendix A, as well as any USCG Cutters. The testing parameters in Table 1 (Appendix B) establish acceptable tolerances: pH of 5-7.5, conductivity of 5 µS/cm, ash residues of 2 ppm maximum, and appearance requirements of clear, pure, colorless liquid without deposits or suspended solids. Any modifications to testing procedures require prior approval from SRR Engineering. The contractor must allow government access to applicable facility areas for compliance inspections, and facility location changes may trigger reinspection. Unapproved facility changes could result in contract cancellation or termination per Federal Acquisition Regulations.

The Contractor shall provide an electronic e-mail report consisting of aspect, potential hydrogen (pH), conductivity, dissolved solids, and ash to the requesting USCG Unit/Cutter and the SRR Technical Services Representative (Appendix A). The Contractor shall provide the wash water sample report within (7) days after receipt of the sample(s).
5. Water Sampling under this contract shall be performed at the Contractor’s facility. The
