This requirement is for water sample testing services for the MH-65E Engine Wash Water utilized on the United States Coast Guard (USCG), Short Range Recovery (SRR), MH-65E helicopter in support of the USCG Fleet Units and Cutters. Upon receipt of the sample(s), the Contractor shall perform water sample testing as outlined in this Statement of Work
(SOW).
2. Upon request, sample containers shall be shipped from the Contractor’s facility to the requesting USGC Unit/Cutter. The requesting USCG Unit/Cutter will then ship the water samples back to the Contractor for testing. Due to the volume of cutters within the USCG fleet, a definitive need of water samples cannot be determined. However, the units listed in Appendix A have been approved for water sample testing along with any cutter requesting water sample testing.
3. The F.O.B. point for shipments under this contract is F.O.B. Destination. Prices in the schedule include all applicable customs, duties, taxes and shipping charges; therefore, no additional charges for shipping will be allowed unless a bilateral modification is requested and approved by the Contracting Officer.
4. Any USCG Cutter requesting a water sample test must receive the tracking number as soon as the container has been issued to the Cutter. A shipping method without tracking shall not be used for the Cutters.
5. Samples shall be collected from USCG units listed in Appendix A, as well as any USCG
Cutters. The cost of the sampling shall include the packaging, shipping, water testing, wash water testing containers, sample collection instructions, and chain of custody.
6. Water sample testing shall be conducted in accordance with Section 303 of the Clean Water
Act and USCG testing standards. Table 1 listed in Appendix B is the H65 Engine Wash Distiller Parameters, outlining the tolerances for each sample. The Contractor shall provide an electronic e-mail report consisting of aspect, potential hydrogen (pH), conductivity, dissolved solids, and ash to the requesting USCG Unit/Cutter and the SRR Technical Services Representative (Appendix A). The Contractor shall provide the wash water sample report within (7) days after receipt of the sample(s).
7. Water Sampling under this contract shall be performed at the Contractor’s facility. The
Contractor shall provide all necessary supplies, labor, and test equipment to conduct the required water sampling at the firm fixed prices listed in the schedule. Any changes/deviations to the water sampling testing procedures must be approved by the SRR Technical Representative, prior to the change/deviation.
8. Facility location changes may require the Government to perform a facility inspection. The
Contractor shall allow the Government access to all applicable areas of the Contractor’s facilities to ensure compliance with contractual requirements. In the event that the SRR Engineering does not approve the change, the contract may be cancelled or terminated in accordance with Federal Acquisition Regulations (FAR).
