About this file
This is a Statement of Work (SOW) for an Audio Visual (A/V) Systems Upgrade and Installation at Building 7510, Ellsworth Air Force Base, South Dakota, with a required completion timeline of 180 calendar days from contract award. The contractor must design, engineer, program, test, and install a turnkey A/V system across multiple operational areas including the Deployment Control Center, Auditorium, Sterile Room, Cargo Bay, PDF Line, Lobby, Conference Room, and exterior locations. The engineered solution must utilize modular system architecture to support future capability upgrades in the DEPTAC Classroom, Deployment Passenger Lobby, and Sterile Room without requiring complete system replacement.
The primary scope encompasses decommissioning existing equipment, adding electrical outlets, and installing new systems with specific technical requirements for each location. The Deployment Control Center requires two 138-inch seamless LED video walls, 3-Series 4K controller, 10.1" touch screen, Blu-ray player, X-Series amplifier, 10-port Gigabit switch, and multiple oversight cameras. The Auditorium requires two 165-inch LED video walls, audio processor with DANTE capability, wireless microphones, surround sound speakers, and a podium. The Conference Room requires an 85" UHD monitor with soundbar. All systems must comply with NDAA Section 889, DoD/DoDIN Approved Products List requirements, and be sourced from original equipment manufacturers or authorized resellers. The A/V system must operate as a standalone, closed-loop system with no connection to NIPRNet, SIPRNet, or commercial internet, and all equipment must be TEMPEST-certified with no Wi-Fi capability. The contractor must provide source code software, minimum one-year warranty on all parts and labor, two separate two-hour training sessions for up to 10 personnel, and a System Continuity Package including electronic slides, binder, and quick-start guides. Additional requirements include site restoration, cleanup, hazardous material disposal per federal regulations, compliance with OSHA and Department of Labor standards, and use of existing facility power outlets with written notification of any identified deficiencies.
