Performance Work Statement (PWS) Project: Landscaping Services
GENERAL INFORMATION
1.0 Scope of Work:
Perform landscaping services for the USDA-ARS in Corvallis, OR.
CONTRACTOR REQUIREMENTS
2.0 Technical Requirements/Tasks:
The following tasks shall be completed at a minimum to specification and timelines described below. For each activity, tools appropriate and customary for the landscaping task described are to be utilized. The contractor shall provide all of the tools, equipment and materials required to complete these services. The contractor must be knowledgeable of all applicable city, county, and state ordinances, policies, and laws. All activities should follow the applicable ordinances, policies, and laws.
Grass Once a week:
• All sticks and other large debris shall be removed from grass prior to mowing
• Mowed, in a non-reoccurring pattern (so that ruts do not form) to 2 to 3 inches in height except for first two cuttings of season which shall be mowed to 3 to 4 inches
• All edges of lawn areas shall be trimmed at a 40 to 50 degree angle sloping down to sidewalk/edge
• Any areas inaccessible to be mowed with mower because of trees, signs, or other obstacles shall be trimmed to height of adjacent grass
• All sidewalks and paths shall be cleaned of all grass clippings and other debris.
Once a month:
• All grass edges to sidewalk or paths shall be edged at 85 to 95 degrees to remove vegetation that has grown over sidewalks or landscape beds by more than 1 inch.
April and September overseeding:
• Prior to applying fertilizer, overseed or reseed any thin or bare areas of the lawn by evenly spreading a seed mix of perennial ryegrass / creeping red fescue at a rate of 4 pounds of seed per 1,000 square feet. The contractor shall select and provide the appropriate seed mix.
April, June, and September Fertilization:
• Evenly apply fertilizer at a rate of 1.0 pound of nitrogen per 1,000 square feet. The contractor shall select and provide the appropriate fertilizer.
• Remove any fertilizer from sidewalks.
• Water the lawn for at least 30 minutes immediately after the fertilizer application.
April and September broad leaf weed control:
• If broadleaf weeds are present, apply a selective broadleaf herbicide over infested areas. The contractor is required to be knowledgeable of all applicable pesticide laws, labels and Oregon State University regulations and these shall be adhered to.
Landscape Beds Once a month:
• Any overgrown flowers or groundcover plants (more than 1 inch) will be trimmed out of grass area or sidewalks
• All dirt or rock areas shall be flamed out or spot sprayed with herbicide to control weed growth except for large weeds which shall be removed manually. The contractor is required to be knowledgeable of all applicable pesticide laws, labels and Oregon State University regulations. The contractor shall select and provide the appropriate herbicide.
• All leaves and dead grass shall be collected and removed.
Annually: September
• All decorative grasses shall be trimmed back to no more than 12 inches in height.
Annually: April
• All roses shall be trimmed back to remove dead heads and allow for new growth
Shrubs Biannually: April and September
• All shrubs and bushes shall be trimmed and shaped using an appropriate tool except for “ARS” boxwood shrub sculpture located on Campus Way which shall be trimmed each month.
Trees
• All suckers (tree base to lowest remaining branch) and low hanging branches shall be removed. and cut to similar height. The height under the tree needs to be high enough to allow for clearance of mower.
• All leaves shall be collected and removed from grass areas, sidewalks, and landscape beds
• All tree rings (circular area around trees with no grass) and area around telephone poles, signs, and other mowing obstacles shall be flamed out or sprayed with herbicide to control weed and grass growth. The contractor is required to be knowledgeable of all pesticide laws, labels and Oregon State University regulations and select the appropriate herbicide. The contractor shall select and provide the appropriate herbicide.
o After all growth has died, the area shall be trimmed down to the dirt using an appropriate tool.
Annually:
• Limbs and branches overhanging sidewalks shall be trimmed or removed to conform with city and Oregon State University requirements. It is the responsibility of the contractor to be knowledgeable of the applicable city ordinance so that the location is in compliance.
• Clear away blackberries along fence rows and around buildings of the USDA-ARS National Clonal Germplasm Repository (NCGR).
Sidewalks
• All sidewalk and path areas shall be flamed out or sprayed with herbicide to control weed growth in cracks of concrete. The contractor is required to be knowledgeable of all applicable pesticide laws, labels and Oregon State University regulations and select the appropriate herbicide. The contractor shall select and provide the appropriate herbicide.
Irrigation Once a month: April through October
• Inspect and repair any broken irrigation sprinkler heads.
• Test sprinkler heads and adjust as needed to avoid wasting water.
• Trim grass and soil around sprinkler heads in April, June, August, and October to ensure that sprinkler heads are not obstructed.
