About this file

This document is a Statement of Objectives (SOO) for a comprehensive interior design (CID), purchase, and installation of decor items for the Global College of Professional Military Education's (GCPME) Kenney Hall (B678) facility at Maxwell AFB. The SOO outlines the scope, design expectations, installation requirements, and delivery requirements for this project. The key objectives are to develop a CID that embraces the historical nature of the 1930s structure, while incorporating themes related to the GCPME's organizational history, Maxwell AFB's regional history, and creating a warm, inviting atmosphere. The work is divided into three phases: developing the decor plan, acquiring materials, and executing the plan. Evaluation criteria include the project team's qualifications, understanding of the scope, artistry, and capacity to perform the work within schedule and budget.

The related federal contract opportunity is a Request for Quote (RFQ) for Interior Design Services at Maxwell AFB, issued as a 100% small business set-aside under NAICS code 541410. The 42nd Contracting Squadron, Air Education and Training Command, is the procuring agency seeking a Firm Fixed Price award for these services.

STATEMENT OF OBJECTIVES

GLOBAL COLLEGE OF PROFESSIONAL MILITARY EDUCATION

KENNEY HALL (B678) COMPREHENSIVE INTERIOR DESIGN & DECOR PROJECT

1.0. INTRODUCTION:

The Global College of Professional Military Education (GCPME) requires the comprehensive interior design (CID), purchase, and installation of decor items to complete an all-encompassing, consistently unified, and innovative design concept for Kenney Hall. B678, which is the Global College’s primary operating location on Maxwell AFB, was recently renovated and furnished under separate contract efforts since 2019. Now that those phases are complete, the interior common spaces require a comprehensive interior décor design. The objectives outlined in this Statement of Objectives (SOO) are intended to guide the design, purchase, and installation of all required common space décor items.

2.0. SCOPE: In terms of total integrated facility design, the GCPME considers the functional and visual aspects of design as essential as the electrical, mechanical, and structural systems of a facility. The scope of this effort is to develop a CID for B678, while also accounting for any historical or other necessary design considerations. In short, the design theme will need to yield an innovative, industrial space that embraces the historic nature of the structure. The scope of the work is limited to the common areas, including hallways and the basement, some conference/training areas and excludes individual office spaces.

2.1. Kenney Hall (B678) is approximately 30,000 sf and comprises two stories and an expansive basement.

The building currently houses the GCPME, which provides distance learning education to tens of thousands of military and civilian personnel worldwide on a continuous basis. The structure (B678) dates back to the 1930s, but was renovated several times, most recently from 2019-2020. The building is named after General George Kenney (1889-1977), the first commander of Strategic Air Command (SAC) and the third Commander of Air University (https://www.af.mil/About-Us/Biographies/Display/Article/104770/general-george-churchill-kenney/ and https://www.hmdb.org/m.asp?m=64368).

2.2. This CID effort shall provide professional interior design services in addition to purchasing and installation services for common space décor items. Ensuring a quality visual and functional design is achieved by integrating all design disciplines, for example, but not limited to, interior design, product/industrial design, and graphic design, into a comprehensive design theme. The CID will need to complement the renovation and in-place furnishings throughout.

2.3. Décor items selected in the CID should be thematically coherent, and should embrace the following three themes:

• Our organization’s history and trajectory, along with the evolving needs of our student body;

• Maxwell Air Force Base’s connection to the rich history of the region, which includes the City of

Montgomery, Tuskegee, and other places that link our military heritage to the diversity of our force;

• A warm and inviting building atmosphere that features alternative shared spaces to enhance both group and individual work.

2.4. The work is to be divided into three phases:

• Development of décor plan, incorporating stakeholder feedback

• Acquisition of necessary materials to carry out the project

• Execution of the décor plan

2.5. Evaluation. Evaluation metrics include:

• Qualifications of the project team

• Demonstrated understanding of the scope of the work and suggested approach to the project https://www.af.mil/About-Us/Biographies/Display/Article/104770/general-george-churchill-kenney/ https://www.af.mil/About-Us/Biographies/Display/Article/104770/general-george-churchill-kenney/ https://www.hmdb.org/m.asp?m=64368

• Artistry, based on portfolio entries

• Demonstration of capacity to perform work within schedule and budget

• Any additional terms or conditions to which the parties may agree

2.6. Submission Requirements:

• Comprehensive proposal and budget, to be broken down into individually priced options

• Biographies of the team involved in the project

• Portfolio(s) of prior work

• Narrative of prior project execution

• Three (3) references

2.7. The schedule of deliverables identified within this SOO will commence upon the date of award of this contract and shall be effective through the original contract completion date. The Government reserves the right to make minor adjustments in the final quantities of each unit priced item, not to exceed a 20% variance (but no less than a quantity of one each) from the original proposed quantities.

3.0. DESIGN EXPECTATIONS: B678 consists of three floors: basement, first floor, and second floor which are all under renovation. This CID & décor project is considered the last step of the renovation. The selection proposed in the CID should complement the renovated building wall color, flooring, and other finishes. The CID will include the common spaces of all three floors. Floor plan with more details contained in Appendix 1 – Bldg.

678 Combined Floor Plans.

3.1. Basement: The basement is divided into three distinct spaces:

3.1.1. The far right side (Reference Appendix 1 – Bldg. 678 Combined Floor Plans), is reserved for storage and will not require décor design in this project.

3.1.2. The middle of the basement back to the far left corner is collaboration space. The collaborative space is open to the entire 85 person organization and is required to be versatile, modular, innovative, and fun. There are no daily workstations in this area, therefore a “coffee house” feel is the desired concept with moveable, multi-configuration, and transparent and/or translucent partitions for small group discussions. The basement area contains lower ceilings, concrete block walls, so sound dampening is needed. Additionally, a means of writing on the walls, sectioning off different sized areas with moveable partitions to support both small to large groups will be required in this collaborative space.

3.1.3. On the far left back area is the final distinct area of the basement. A meeting/project room space is designed to contain roughly 16-20 people. The room will be used for internal meetings and external telecom and video-teleconference meetings as well as curriculum production with customers as well as small group focus sessions.

3.2. First Floor and Second Floor: The first and second floors are comprised of a lobby, multi-purpose room, conferences rooms, office spaces, supply/storage, and break rooms. This design effort is focused on common areas only, therefore, the majority of offices spaces are not included. Details include:

3.2.1. The large multi-purpose room on the right hand side of the first floor is required to hold the entire 85 person organization with room for expansion. This room will be used for training, personnel calls, internal and external meetings.

3.2.2. The executive conference room and administrative area outside the Commander, Vice- Commander, and Dean’s office require design and décor.

3.2.2. The hallways and entrance lobbies on the first and second floors require design and décor.

3.3. Contractor must provide a turn-key, design and décor solution to the Government where all installation of items is included. Contractor must ensure, as minimum, prior to completion and acceptance:

• All specifications of this statement are adhered to

• All clean up actions are complete

• Government representative (from the Global College of PME) accepts the work as complete
