About this file
This is a Performance Work Statement (PWS) for the maintenance of the Acquisition Management Complex (AMC) Access Control System, effective March 2026. The contract will be structured as a Blanket Purchase Agreement (BPA) or Indefinite Delivery, Indefinite Quantity (IDIQ) vehicle, allowing multiple government divisions to place orders and bill directly using either a Government Purchase Card (GPC) or Task Orders with Purchase Requests (PR).
The scope covers maintenance of a Genetec Security Center-Synergis access control system with 328 access-controlled doors across 14 buildings at the AMC and outlying facilities. All contractor personnel must possess current valid Genetec certification as a condition of authorization to perform work on the system. The contractor shall provide quarterly preventive maintenance including card reader testing, door position switch testing, exit device and sensor testing, panel diagnostics, battery load tests, event log reviews, and backup verification. Corrective maintenance is prioritized into three levels: Emergency (system failure requiring acknowledgment within 1 hour and onsite arrival within 4 hours or by 0800 next business day); Urgent (critical but mitigated issues requiring acknowledgment within 4 hours and onsite arrival within 8 hours or by 0800 next business day); and Routine (non-critical issues requiring acknowledgment within 1 business day and onsite arrival by 0800 next business day). The system uses Veridt Stealth Dual Contact/Contactless Keypad readers, Synergis Cloudlink controllers, Mercury Intelligent Controllers, and HID Global Validation System components.
The contractor must submit quarterly preventive maintenance reports, corrective maintenance service logs within 3 days of completion, and an annual preventive maintenance report one week prior to the period of performance end date. All invoices must include date and time of service, technician name and labor category, hours worked by rate, work location, work description, and parts with part numbers and pricing. The contract includes a not-to-exceed ceiling per option year and requires written authorization from the Contracting Officer or Contracting Officer's Representative before proceeding with work exceeding estimates by more than 10%, except for emergent or safety-related conditions. The contractor is also responsible for all electrical work related to the system in compliance with federal, state, local codes and Department of Defense regulations, and must adhere to base cybersecurity controls and applicable NIST standards for remote diagnostics. The contract consists of a base year and multiple one-year option periods, with system expansion and new door installations available on an as-needed basis throughout the period of performance.
