About this file

This is a Project Manual and Specifications document for the Region-wide Quarters Demolition project at Building #28 in Rosebud, South Dakota, issued for bid on November 8, 2019, by the Bureau of Indian Affairs (BIA Project No. A17PD00294). The work scope includes complete demolition of the existing building structure and foundation, removal and proper disposal of hazardous materials including asbestos-containing materials, lead-based paint stabilization, fuel oil tank remediation, site clearing and grubbing, backfilling and grading, and final site restoration with seeding. The project manual establishes comprehensive administrative and technical requirements organized into divisions covering procurement, general requirements, existing conditions, and exterior improvements, with detailed specifications for hazardous materials remediation quality control, temporary facilities, construction waste management (targeting 50 percent diversion by weight), and closeout procedures.

The specifications identify that the building contains identified asbestos materials limited to a single boiler gasket, lead-contaminated plaster debris from fire damage in the basement requiring stabilization to meet EPA TCLP limits, distressed lead-based paint on exterior wood window trim, and residual fuel oil in the basement tank. Contractor must employ a competent person meeting OSHA 1926.1101 requirements, submit qualified laboratories for hazardous materials testing, and coordinate with owner-provided third-party industrial hygiene firms for final clearance verification. Key requirements include maintaining airborne asbestos fiber counts below 0.01 fibers per cubic centimeter, proper containerization and disposal of regulated materials, compliance with NFPA and EPA regulations, preservation of adjacent occupied facilities, and completion of site restoration including topsoil replacement and turf establishment within specified planting seasons (May 15-June 30 or September 1-October 31).
