About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) and associated Questions and Answers for a federal demolition project.

Amendment Details and Solicitation Information:

The amendment, numbered 0002 with an effective date of 05/11/2026, pertains to Solicitation No. 140A1626Q0040 for BIA Rosebud Building No. Twenty Eight (28) Demolition. The issuing office is BIA CENTRAL 00016 located at 12201 Sunrise Valley Drive, Reston, VA 20192. The original solicitation is not extended. A question-and-answer log has been provided, and the quote due date has been extended to 05 June 2026 at 1900 Eastern Time (amended from the original date of 5/25/26, which falls on a federal holiday). Contractors must acknowledge receipt of the amendment by completing the form and returning it or by separate letter/electronic communication prior to the specified deadline.

Submission and Scope Requirements:

The amendment confirms that a technical proposal is not required for submission. Offerors must submit only Representations and Certifications, the Indian Affairs Indian Economic Representation Form, and pricing. The project involves demolition and hazardous waste management of a collapsed building structure containing lead-contaminated debris, asbestos-containing materials, fuel oil tanks, and a boiler buried beneath stone rubble. Contractors have the option to either treat hazardous lead debris using methods like Blastox or simply remove the material without treatment and dispose of it in an EPA-approved landfill. Estimates for debris quantities can be established by reviewing the plans and specifications posted on SAM.gov.

Solicitation No. 140A1626Q0040 – BIA Rosebud Building No. Twenty Eight (28) Demolition

Questions and Answers

1. The indicated proposal due date is 5/25/26 which is a federal holiday. Will the government consider changing the proposal due date to 5/29/26 to allow adequate time for the government to respond to questions and contractors to incorporate those responses into their proposals?

Answer: The quote due date has been extended to 05 June 2026.

2. Can you please confirm that a technical proposal is not required for this submission. We see the only requirements in the RFP include Reps and Certs, the Indian Affairs Indian Economic Representation Form, and Pricing. Is this correct?

Answer: A technical proposal is not required. The only items required in the submittal package are Reps and Certs, the Indian Affairs Indian Economic Representation Form, and pricing.

3. Rosebud Site – The specifications call out for the hazardous lead waste debris to be treated with Blastox (or similar) and rendered non-hazardous. If a pilot study and/or actual treatment proves ineffective at rendering the debris non-hazardous, will a contract modification be issued to have the debris disposed of as hazardous waste?

Answer: The contractor has the option of simply removing the material without treatment and disposing of it in an EPA approved landfill.

4. Can the government provide the hazardous material survey that contain the lead TCLP results, ACM testing results and quantities of lead and ACM debris anticipated? With the stone walls pushed into the basement and on top of any hazardous debris, there is no way for the contractor to observe, estimate, or accurately determine the quantities of lead and potential ACM debris remaining within the overall debris pile. The lead TCLP results are also needed for estimating the potential quantities of Blastox and potential effectiveness or treating lead debris.

Answer: Estimates can be established from reviewing the plans and specifications that are attached to the solicitation posted on SAM.gov.

5. With the stone walls pushed into the basement and on top of any hazardous debris, there is no way for the contractor to observe, estimate, or accurately determine the quantities of

Solicitation No. 140A1626Q0040 – BIA Rosebud Building No. Twenty Eight (28) Demolition lead and potential ACM debris remaining within the overall debris pile. Can the government provide estimated quantities of lead and ACM debris anticipated for this job?

Answer: Please, see question and answer to number five (5).

6. Was the wood trim around windows/openings containing lead paint removed from the stone walls before pushing them into the basement or is the wood trim material now disbursed and buried within the stone rubble?

Answer: Please assume that the wood trim material is now buried the remaining rubble.

7. Was the “2 to 3 ft. of lead contaminated plaster debris” removed from the building basement before pushing in the stone walls or does the debris remain under the stone rubble?

Answer: No, please consider that the plaster debris is still in the remaining rubble.

8. Were either the fuel oil tanks (and the contents) or the boiler removed from the building basement before pushing in the stone walls or were the crushed/buried under the stone rubble?

Answer: No, please assume the fuel oil tanks and boiler still remains in the rubble.

9. Can the Contractor choose to dispose of the hazardous lead debris as hazardous waste and forego the effort and time to treat the hazardous lead fire debris?

Answer: Yes, this is an option that the contractor has to simply remove the material without treatment and dispose of it in an EPA approved landfill.
