SECTION 01 11 00

SUMMARY OF WORK

PART 1 GENERAL

1.1 PROJECT DESCRIPTION

The work includes, but is not limited to; road and parking area construction and reconstruction, parking delineator installation, fence construction, precast concrete toilet installation, campsite amenity installation, horse corral construction, repainting existing toilet buildings, and demolition.

1.2 LOCATION

The project is located approximately 20 miles west of the city of Loma, CO. Within the McInnis Canyons National Conservation Area. Access the work locations via Interstate 70, exit 2.

1.3 WORK SCHEDULE

Work shall occur Monday - Friday, excluding federal holidays.

1.3.1 ALL WORK - EXCLUDING THE EQUESTRIAN SITE AND PAINTING

Work shall not start before November 1, 2022. Work shall be completed by March 31, 2023.

1.3.2 EQUESTRIAN SITE

Work at the equestrian site shall not start before October 1, 2022. Work at the equestrian site shall be completed by January 31, 2023.

1.3.3 PAINTING

Painting work shall not start before October 1, 2022. Painting work shall be completed by March 31, 2023.

1.4 ORDER OF WORK

The contractor shall sequence work in order to minimize closures of the work areas to the public.

SECTION 01 20 00

PRICE AND PAYMENT PROCEDURES

PART 1 GENERAL

Payment items for the work of this contract for which contract payments will be made are listed in the SCHEDULE and described below. All costs for items of work, which are not specifically mentioned to be included in a particular job are included in the listed job item most closely associated with the work involved. The price and payment made for each item listed constitutes full compensation for furnishing all labor, materials, and equipment, and performing any associated Contractor quality control, environmental protection, meeting safety requirements, tests and reports, and for performing all work required for which separate payment is not otherwise provided.

1.1 MOBILIZATION AND DEMOBILIZATION

1.1.1 Payment

Payment will be made for costs associated with mobilization and demobilization.

When 5% of the original Contract amount is earned from other bid items, 50% of the amount bid for mobilization or 5% of the original Contract amount, whichever is lesser, will be paid.

When 15% of the original Contract amount is earned from other bid items, 100% of the amount bid for mobilization or 8% of the original Contract amount, whichever is lesser, will be paid.

Upon completion of work for the project, payment of the amount bid for mobilization in excess of 8% of the original Contract amount, will be paid.

1.2 CLEARING AND GRUBBING

1.2.1 Payment

Payment will be made for all costs associated with clearing and grubbing.

Including transportation and disposal of materials.

Payment will be made for all costs associated with grading and compacting the roads, parking areas, and ancillary features.

Payment will be made for all costs associated with demolition. Including transportation and disposal.

1.5.1 Payment

Payment will be made for all costs associated with providing a precast concrete toilet building. Including preparation, transportation, bedding material, installation, and backfill compaction.

1.6 REPAINT TOILET BUILDING

1.6.1 Payment

Payment will be made for all costs associated with repainting the toilet building, including preparation.

3.1 GENERAL REQUIREMENTS

Prepare for approval a Project Schedule, as specified herein, and pursuant to FAR Clause 52.236-15 Schedules for Construction Contracts. Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The scheduling of the entire project is required.

3.2 PROJECT SCHEDULE DETAILED REQUIREMENTS

3.2.1 Level of Detail Required

Develop the Project Schedule to the appropriate level of detail to address major milestones and to allow for satisfactory project planning and execution.

3.2.2 Mandatory Tasks

Include the following activities/tasks in the initial project schedule and all updates.

a. Submission, review and acceptance of submittals.

b. Long procurement activities

c. Contractor's pre-final inspection.

d. Government's pre-final inspection.

e. Final inspection.

3.2.3 Government Activities

Include Government activities that could impact progress. These activities include, but are not limited to: Government inspections of work, Government approval of submittals.

3.3 WEEKLY PROGRESS MEETINGS

Conduct a weekly meeting with the Government for the purpose of jointly reviewing the actual progress of the project as compared to the as planned progress and to review planned activities.

3.4 FAILURE TO ACHIEVE PROGRESS

Should the progress fall behind the approved project schedule, the Contracting Officer may require provision of a written recovery plan for approval. The plan must detail how progress will be made-up to include which activities will be accelerated by adding additional crews, longer work hours, extra work days, etc.

3.4.1 Failure to Perform

Failure to perform work and maintain progress in accordance with the supplemental recovery plan may result in an interim and final unsatisfactory performance rating and may result in corrective action directed by the Contracting Officer pursuant to FAR 52.236-15 Schedules for Construction Contracts, FAR 52.249-10 Default (Fixed-Price Construction), and other contract provisions.

3.4.2 Recovery Schedule

Should the Contracting Officer find it necessary, submit a recovery schedule pursuant to FAR 52.236-15 Schedules for Construction Contracts.

SECTION 01 33 00

SUBMITTAL PROCEDURES

PART 1 GENERAL

1.1 SUBMITTALS

Government approval is required for submittals with a "G" designation;

submittals not having a "G" designation are for information only.

1.2 INFORMATION ONLY SUBMITTALS

Normally submittals for information only will not be returned. Approval of the Contracting Officer's Representative is not required on information only submittals. The Government reserves the right to require the Contractor to resubmit any item found not to comply with the contract.

This does not relieve the Contractor from the obligation to furnish material conforming to the plans and specifications; will not prevent the Contracting Officer from requiring removal and replacement of nonconforming material incorporated in the work; and does not relieve the Contractor of the requirement to furnish samples for testing by the Government laboratory or for check testing by the Government in those instances where the technical specifications so prescribe.

1.3 GOVERNMENT APPROVING AUTHORITY

The Contracting Officer's Representative will:

a. Note the date on which the submittal was received.

b. Review submittals for approval within 10 days of receipt.

c. Identify returned submittals with one of the actions defined in paragraph REVIEW NOTATIONS and with markings appropriate for action indicated.

Upon completion of review of submittals requiring Government approval, one copy of the submittal will be retained by the Contracting Officer's Representative and one copy of the submittal will be returned to the Contractor.

1.3.1 Review Notations

Submittals will be returned to the Contractor with the following notations:

a. Submittals marked "approved" or "accepted" authorize the Contractor to proceed with the work covered.

b. Submittals marked "approved as noted" or "approved, except as noted, resubmittal not required," authorize the Contractor to proceed with the work covered provided the Contractor takes no exception to the corrections.

c. Submittals marked "not approved" or "disapproved," or "revise and resubmit," indicate noncompliance with the contract requirements or design concept, or that submittal is incomplete. Resubmit with

SECTION 01 33 00 Page 10 appropriate changes. No work shall proceed for this item until resubmittal is approved.

d. Submittals marked "not reviewed" will indicate submittal has been previously reviewed and approved, is not required, does not have evidence of being reviewed and approved by Contractor, or is not complete. A submittal marked "not reviewed" will be returned with an explanation of the reason it is not reviewed. Resubmit submittals returned for lack of review by Contractor or for being incomplete, with appropriate action, coordination, or change.

e. Submittals marked "receipt acknowledged" indicate that submittals have been received by the Government. This applies only to "information-only submittals" as previously defined.

1.4 DISAPPROVED SUBMITTALS

Make corrections required by the Contracting Officer's Representative. If the Contractor considers any correction or notation on the returned submittals to constitute a change to the contract drawings or specifications; notice as required under the FAR clause entitled CHANGES, is to be given to the Contracting Officer.

If changes are necessary to submittals, make such revisions and submission of the submittals in accordance with the procedures above. No item of work requiring a submittal change is to be accomplished until the changed submittals are approved.

1.5 APPROVED SUBMITTALS

The Contracting Officer's approval of submittals is not to be construed as a complete check.

Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist, as the Contractor under the Contractor Quality Control (CQC) requirements of this contract is responsible for.

SECTION 01 57 60

SUPPLEMENTAL ENVIRONMENTAL CONTROLS

PART 1 GENERAL

1.1 DEFINITIONS

Equipment: for the purpose of this specification, equipment shall include, but isn't limited to; dozers, backhoes, trackhoes, trailers, graders, compactors, or any other construction equipment used to accomplish the work. Passenger vehicles are not considered equipment.

1.2 SUBMITTALS

Government approval is required for submittals with a "G" designation;

PART 3 EXECUTION

3.1 EROSION CONTROL

Contractor shall inspect site after rain (or melt) events and mitigate areas where erosion or sediment runoff is occurring. Erosion includes wind. Contractor shall water exposed soils, as necessary, to prevent wind erosion.

3.2 FIRE PREVENTION

All equipment shall have a spark arrester installed. The Contractor shall have a fire extinguisher and shovel readily available to contain and extinguish fires.

3.3 EQUIPMENT CLEANING AND MAINTENANCE

Equipment shall be cleaned prior to arriving on site. Equipment shall arrive on site free from dirt, debris, weeds, and seeds. All equipment shall be inspected by the Contracting Officer's Representative prior to arriving on site. Notify the Contracting Officer's Representative at least 3 days prior to equipment delivery to coordinate inspection. If equipment leaves the jobsite and returns at a later date, then equipment shall be re-inspected before reentering the work site.

Equipment maintenance will not be allowed on site. Equipment leaking fluids shall be removed from site.

3.4 SPILL PREVENTION

The Contractor shall submit a spill prevention and cleanup plan. The spill prevention and cleanup plan shall identify foreseeable accidents, including spills while adding fluids to equipment, and identify an action plan to rapidly clean all accidents. Cleanup materials and equipment shall be on site during work.

3.5 WASTE CONTROL

All waste generated by the work shall be contained and removed from the site and disposed of in a legal manor.

DEMOLITION

PART 1 GENERAL

Provide all materials and labor necessary to demolish and remove specified items.

Take necessary precautions to avoid damage to existing trees and vegetation which might be damaged during demolition or construction.

3.1 DISPOSAL OF REMOVED MATERIALS

All materials removed, shall become the property of the Contractor and shall be removed from Government property and disposed of in a legal manor.

ASTM INTERNATIONAL (ASTM)

ASTM C387/C387M (2017) Standard Specification for Packaged, Dry, Combined Materials for Concrete and High Strength Mortar

PART 2 PRODUCTS

2.1 CONCRETE

Prepackaged concrete mix shall be identified as conforming to ASTM C387/C387M Normal Strength Concrete; Normal Weight Concrete, with a minimum compressive strength of 4,500 psi.

PART 3 EXECUTION

3.1 PREPACKAGED CONCRETE MIXTURE

Use the minimum amount of water to make the mixture. Adding too much water to the mixture will greatly reduce the overall compressive strength. Average slump shall be between 2" to 4".

3.2 FOOTINGS

Concrete for footings may be placed in excavations without forms.

Excavation width must be a minimum of 4 inches greater than indicated if forms are not used.

3.3 CONCRETE CONSOLIDATION

Concrete shall be adequately vibrated, rodded, or spaded into place to fill voids.

2.1 STEEL PIPE

Provide in accordance with ASTM A500/A500M or ASTM A53/A53M as applicable.

Pipe shall be either:

a. 3.5 inch (3 inch nominal), schedule 80 steel.

b. 2-7/8 inch drill pipe, 0.362 inch wall thickness, steel.

Used pipe may be supplied for the steel posts; however pipe must be clean of excessive oil, grease, rust, etc. Used pipe must be straight and have no dents, bends, or obvious defects. All other materials shall be new.

2.2 PAINTING

Painting is not required.

2.3 WIRE ROPE

9/16 inch diameter, 6x26 Warrington or Seale strand configuration.

PART 3 EXECUTION

3.1 GENERAL INSTALLATION REQUIREMENTS

Verify all field dimensions prior to fabrication. Set steel pipe vertical and plumb. Layout the fence line continuous and straight, make curves consistent and smooth. Drive posts without disturbing in-situ soil.

3.1.1 DRILLED HOLES

Solid rock is present at fence locations. If holes are drilled to facilitate post installation, then high strength, non-shrink grout shall be placed between any gaps in the fence post and the drilled hole.

3.2 WELDING

Perform welding in accordance with AWS D1.1/D1.1M

3.3 WIRE ROPE

Wire rope shall be permanently and securely fastened to every third fence post to prevent movement of wire through the post. There are several different ways to achieve this requirement. The contractor may choose any method that permanently prevents movement of wire through the post.

Wire rope shall be installed with as few splices as practical.

3.4 GAPS IN THE FENCE - ACCESS

There shall be a 6 foot gap in the fence at every recreation access location, campsite, and trail intersections.

PART 3 EXECUTION

3.1 SURFACE PREPARATION

Thoroughly clean the surfaces. Remove rust, dirt, loose particles, and other foreign matter and substances prior to applying paint.

Remove blistering, cracking, flaking, peeling, or loose paint or otherwise deteriorated coatings.

3.2 APPLICATION

Apply two coats of paint. Allow time between coats to permit thorough drying.

Only apply paint to surfaces that are completely free of moisture as determined by sight or touch.

Apply each coat of paint so that dry film is of uniform thickness and free from runs, drops, ridges, waves, pinholes or other voids, laps, brush marks, and variations in color, texture, and finish.

Install an owl guard for each vent.

2.2 PRODUCT REQUIREMENTS

The precast toilet building shall meet the following criteria.

2.2.1 Manufacturer Criteria

The manufacturer supplying the precast concrete vault toilet must meet the following:

A. Manufacturer must be ISO 9001 certified.

B. Manufacturing plant must be PCI certified.

C. Manufacturer must provide stamped, engineered drawings prior to acceptance.

D. Manufacturer must show four (4) examples of Sweet Smelling Technology designed precast concrete vault toilet facilities produced, installed, and in use as an example of their ability to perform.

E. Manufacture shall provide a twenty (20) year warranty.

F. UL 752 Bullet Resistance on 4" thick concrete samples.

2.2.2 Design Criteria

2.2.2.1 Roof Snow Load

Vault buildings are designed to withstand a 350 pounds per square foot snow load.

2.2.2.2 Floor Load

Vault buildings are designed to withstand 400 pounds per square foot floor load.

2.2.2.3 Wind Load

Vault buildings shall withstand the effects of 150 miles per hour (3-second gust) wind exposure C.

2.2.2.4 Earthquake

Vault buildings will withstand the effects of a seismic design category E earthquake.

2.2.2.5 Sweet Smelling Technology (SST)

Vault buildings shall incorporate design aspects of SST as outlined by Briar Cook for the U.S. Forest Service. All wall to floor interior

SECTION 12 60 00 Page 23 surface seams shall have a minimum 1" radius coving made of high strength grout. The vault shall have a bottom slope of 1" per foot from under the toilet riser out to the outside cleanout area. The vault shall have a 24" diameter (minimum) lightweight manhole cover installed to the rear or side of the building. The manhole cover should be raised, with the surrounding concrete sloped away using a minimum slope of ½" per foot. The depth of the vault shall be no deeper than 4½' to 5'. A 12" diameter round pipe will be installed to vent the vault and the pipe shall be raised a minimum of 3' above the highest point of the roof. Vent pipe shall be straight up from the vault. There shall be only one vent opening in the building.

2.2.2.6 Additional Design Standards

Single vault buildings shall be an all concrete design with a minimum 7/12 roof pitch. Vault buildings shall have a minimum 4" wall, 4½" roof, and 5" floor thickness. Vault buildings shall have a one-piece floor unit to prevent panels that migrate in different directions during periods of freeze/thaw stress. Vault buildings shall have a one-piece full length and width vault unit to support the building, screen area, and snow loads evenly.

2.2.2.7 Concrete - Colored

The roof panels, building walls, and screen panels shall be colored concrete. Color shall match the existing concrete toilet building on site.

2.2.2.8 Doors - Steel

Doors are flush panel type 1¾" thick, minimum 16-gauge galvanized steel, top painted with DTM ALKYD.

Door frames are knockdown or welded type, single rabbet, minimum 16-gauge prime coated steel top painted with DTM ALKYD, width to suit wall thickness. Three (3) rubber door silencers are provided on latch side of frame. Three hinges (3) per door with dull chrome plating 4½" x 4½", adjustable tension, and automatic closing for each door. Dome style doorstop stop meeting ANSI 156.16. Provide door sweep at the bottom of door with an adjustable brush.

2.2.2.9 Grab Bars

Grab ars shall be 18-gauge, type 304 stainless steel with 1½" clearance.

Able to withstand 300-pound top loading.

2.2.2.10 Riser

Riser shall meet ADA standards, be constructed of molded one-piece HDPE polyethylene, and have a smooth surface and have high impact resistance at extremely cold temperatures.

2.2.2.11 Toilet Paper Dispenser

Toilet Paper Dispenser shall be constructed of ¼" thick, type 304 stainless steel, hold three (3) standard rolls of toilet paper.

Fastening system able to withstand 300-pound top loading.

2.2.2.12 Polyethylene Vault Liner

Polyethylene Vault Liner shall be made of a Roto molded 8460

2.3 CONTRACTOR PROPOSED SUBSITUTIONS

Contractor proposed substitutions to the precast toilet building specified shall be submitted with the bid. If proposed substitution doesn't meet the specifications, the bid will not be considered. If a bid is submitted without a proposed substitution, then the contractor shall install the precast toilet building specified.

PART 3 EXECUTION

3.1 INSTALLATION

Install the precast toilet building in accordance with the manufacturer's product specifications. The entire manufacturer's specification will be incorporated, including the excavation, elevation, backfill, compaction, and material requirements. A sand or aggregate bedding material shall be installed. Submit the manufacturer's product specifications and installation instructions , which will supplement this specification section.

3.1.1 Finish Floor Elevation and Slope

The finish floor elevation will be provided by the BLM. The contractor shall install the precast toilet building within 0.05 feet of the elevation provided. The precast toilet building shall be sloped between 1% and 1.5% to allow water to drain out of the interior of the building, through the door.

3.1.2 Backfill and Compaction

Backfill and compact in accordance with the manufacturer's product specifications. In addition to the compaction specified in the manufacturer's product specifications:

Backfill adjacent to the precast toilet building shall be placed in 8 inch, maximum, lifts and compacted with a whacker-type mechanical tamper or equivalent.

Steel parking delineators shall be schedule 40 steel pipe. Used pipe may be supplied; however pipe must be clean of excessive oil, grease, rust, etc. Pipe must be straight and have no dents, bends, or obvious defects.

2.6 CONCRETE PARKING STOPS

Parking stops shall be reinforced concrete. With minimum dimensions of;

six foot length, eight inch width, and 5 inch height.

2.7 CRUSHER FINES

Crusher fines shall meet the following gradation:

3.1 SIGN POSTS - CAMPSITE IDENTIFICATION

Install sign posts plumb. Drive the posts 2 feet into the ground. When rock prevents driving, excavate or drill a hole, place post in hole, and grout post securely in position with cement grout or mortar. Install at locations staked by the Contracting Officer.

The contractor is not required to obtain signs for the sign posts.

3.2 PICNIC TABLES

Grade the ground surface level prior to placing picnic tables. Place aggregate under the picnic tables as shown on the drawings. Picnic tables shall be placed in locations staked by the Contracting Officer. Location shown on the drawings is approximate.

3.3 FIRE RINGS

Grade the ground surface level prior to placing fire rings. Fire rings shall be placed in locations staked by the Contracting Officer. Location shown on the drawings is approximate.

3.4 TENT PADS

Level existing grade prior to installing timbers. Finish elevation of

EARTHWORK

PART 1 GENERAL

1.1 CRITERIA FOR BIDDING

Solid rock is visibly present. Contractor shall assume that rock will be present when installing the precast concrete toilet, fence posts, corral posts, fire rings, sign posts, tent pads. Including excavating and site work.

2.1 AGGREGATE BASE COURSE

Aggregate base course shall meet the requirements of Colorado Department of Transportation Standard Specifications for Road and Bridge Construction 2021, section 703 AGGREGATES. Aggregate base course gradation shall meet the gradation shown in Table 703-2, Class 6.

PART 3 EXECUTION

3.1 UNDERGROUND UTILITIES

The Contractor is responsible for locating underground utilities prior to construction. The Government is not aware of any underground utilities, however the Contractor shall verify the presence or absence prior to construction.

3.2 GENERAL EXCAVATION

Perform excavation of every type of material encountered to the lines, grades, and elevations indicated and as specified. During construction, perform excavation and fill in a manner and sequence that will provide proper drainage at all times.

3.2.1 Differing Site Condition - Excavation for Precast Toilet

The contractor must try to excavate with a hydraulic excavator, in good working condition and with a minimum power rating of 150 horsepower, before a modification under the differing site conditions clause will be

If excavation cannot be completed with a hydraulic excavator, with a minimum power rating of 150 horsepower, then the Contractor and the Contracting Officer will agree on alternate methods of excavation, and modify the contract. Alternate methods of excavation include, but are not limited to; larger equipment, rock hammers, rock drills, and blasting.

3.3 GROUND SURFACE PREPARATION

Clear and grub in accordance with section 31 11 00 . Do not perform construction when surfaces are frozen or muddy. Prepare the subgrade to a smooth and compact surface in accordance with the lines, grades, and cross sections or elevations shown. Shape subgrade to drain.

3.4 GRADING - DISPERSED CAMPSITES AND EXISTING PARKING AREAS

Grade site to minimize slopes and maintain drainage. Contain grading inside existing fencing. Do not disturb existing fencing. Move or relocate existing picnic tables and fire rings as necessary to facilitate grading.

3.5 GRADING - SOUTH ENTRANCE PARKING LOTS

Reconstruct and recondition the south entrance parking lots in accordance with section 31 00 50 prior to placement of aggregate.

3.6 AGGREGATE PLACEMENT LOCATIONS

3.6.1 Subgrade

Contractor shall prepare the subgrade to the lines and grades shown on the plans.

3.6.2 Subgrade Compaction

Moisten material as necessary to achieve compaction. Compact the subgrade by operating vibratory compaction equipment over the full width. Continue compaction until a firm surface is achieved, without any soft areas, and a minimum of 3 passes over the entire width.

3.6.3 Aggregate Base Course Aggregate

Contractor shall receive approval of the subgrade prior to placing aggregate base course. Place base course aggregate to the lines and grades shown on the plans.

3.6.4 Aggregate Base Course Compaction

Moisten material as necessary to achieve compaction. Compact the base course aggregate by operating vibratory compaction equipment over the full width. Continue compaction until a firm surface is achieved, without any soft areas, and a minimum of 3 passes over the entire width.

3.7 AGGREGATE WEIGHT TICKETS

Submit aggregate weight tickets . Weight tickets are required prior to payment. Write the location of aggregate placement on the weight ticket.

3.1 ENTRENCHED ROAD SECTIONS

Entrenched road sections shall be excavated, shaped and graded as shown on the drawings. Excavated material from entrenched sections shall be incorporated into the roadway. The excavated material that is incorporated in the roadway shall be compacted in layers not exceeding six inches.

3.2 ROADWAY SHAPING AND GRADING

3.2.1 SCARIFY

Prior to shaping, scarify the roadway to a depth greater than existing ruts, washboards, potholes, or other surface irregularities.

3.2.2 SHAPING AND GRADING

Shape the roadway in a manner that will conserve usable material; usable material shall not be graded into ditches and/or over the shoulders of the road.

Provide a cross slope that will drain water across the roadway. Maintain an inslope, outslope, or crown.

3.2.3 TURNOUTS AND INTERSECTIONS

Turnouts shall be maintained to the same requirements as the roadway.

Provide smooth transitions at all intersections.

3.2.4 SUBGRADE

Finish the road subgrade to be reasonably smooth, uniform, and shaped to conform to the typical sections as shown on the drawings.

Remove from the road subgrade surface any rock larger than 3 inches in its greatest dimension.

Vegetation and organic material larger than 12 inches in length, or larger than 2 inches in diameter, shall be removed from the roadway.

Clean existing ditches, and leadoff ditches, of obstructions that impede or hinder the flow of water. Reshape existing ditches and leadoff ditches, to the configuration typical to the roadway or as shown on the drawings.

Debris and organic material accumulated during ditch maintenance shall be removed and spread outside the ditch limits, and shall not be placed on the roadway.

Slough material removed from the ditches may be used to rebuild the shoulders of the road. Material in excess of that needed to rebuild the shoulders shall not be placed on the traveled way.

3.1 CLEARING AND GRUBBING LIMITS

Clearing and grubbing limits shall be within the road and parking areas, including the ditches.

3.2 PROTECTION

Prior to clearing and grubbing, the contractor shall stake out the roads and parking areas as detailed on the drawings. The design intent is to minimize damage to existing vegetation. The Contracting Officer's Representative will review the layout as staked and may make minor modifications to the layout in order to minimize the damage to existing vegetation. The contractor shall receive approval of the stakeout prior to construction.

Protect trees and vegetation from damage incident to clearing, grubbing, and construction operations.

3.3 CLEARING

Clearing shall consist of the felling, trimming, and cutting of trees into sections and the satisfactory disposal of the trees and other vegetation designated for removal, including downed timber, snags, brush, and rubbish occurring within the areas to be cleared. Trees, stumps, roots, brush, and other vegetation in areas to be cleared shall be cut off flush with or below the original ground surface.

3.4 GRUBBING

Grubbing consists of the removal and disposal of stumps, roots larger than 3 inches in diameter, and matted roots from the designated grubbing areas.

Remove material to be grubbed, together with logs and other organic or metallic debris not suitable for foundation purposes, to a depth of not less than 12 inches below the original surface level of the ground in the area of new road construction. Fill depressions made by grubbing with suitable material and compact to make the surface conform with the original adjacent surface of the ground.

3.5 DISPOSAL OF MATERIALS

Logs, stumps, roots, brush, rotten wood, and other organic material resulting from the clearing and grubbing operations, shall be uniformly
