About this file

This is a bid specification document issued by the California Highway Patrol (CHP) for factory-loaded ammunition to be utilized by various State of California agencies. The specification establishes performance and quality standards for three ammunition categories: training ammunition, duty ammunition for rifles, handgun duty ammunition, and 12-gauge shotgun duty ammunition. The multi-year statewide contract is issued by the Department of General Services, Procurement Division (DGS-PD) with a three-year initial term and two optional one-year extension periods. The contract is mandatory for use by all State of California departments and available for use by local governmental agencies on a statewide basis.

The specification document details specific accuracy, penetration, and expansion requirements for each ammunition type, with training ammunition requiring less stringent performance standards than duty ammunition. Duty ammunition must meet minimum penetration of 12.0 inches into 10 percent gelatin at 10.0 feet across all six stages of the Federal Bureau of Investigation (FBI) Ammunition Test Protocol, with additional expansion criteria specified for rifle and handgun rounds. Ammunition submissions meeting FBI testing requirements but not listed on the CHP Approved Brands List (ABL) must undergo CHP testing to verify compliance with the CHP Test Protocol, which emphasizes barrier rigidity through four-layer 14.4-ounce denim testing and stringent physical inspections for primer seating and casing defects. The specification references industry standards including SAAMI, MIL-SPEC, ANSI, MIL-STD, and FBI protocols as applicable benchmarks for ammunition performance and quality assurance.

1.0 SCOPE

This specification describes the minimum requirements for ammunition to be utilized by various State of California agencies.

2.0 APPLICABLE LAWS and INDUSTRY STANDARDS

Specifications, standards and codes referenced in this document in effect on the opening of the Invitation For Bid (IFB) form a part of this specification. Please also see the following references for more information:

2.1 Sporting Arms and Ammunition Manufacturer’s Institute (SAAMI) standards

2.2 Military Specification (MIL-SPEC)

2.3 American National Standards Institute (ANSI)

2.4 Military Standard (MIL-STD)

2.5 Federal Bureau of Investigation (FBI) Ammunition Test Protocol

3.0 REQUIREMENTS

3.1 Training ammunition parameters were determined to provide service ammunition that meets agency Target and Range testing criteria for law enforcement personnel to qualify and maintain annual marksmanship and readiness requirements.

3.1.1 Rifle ammunition shall demonstrate accuracy of less than one inch

(Center-to-Center) at 25 yards.

3.1.2 Handgun ammunition shall demonstrate accuracy of less than 3.0 inches

(Center-to-Center) at 25 yards.

3.1.3 12-gauge shotgun ammunition shall demonstrate accuracy requirements summarized below for clarity.

Projective Type Performance Requirement Distance

Shot Less than 12.0-inch Center-to-Center spread 15 yards

Slug Less than 3.0-inch Center-to-Center accuracy 25 yards

3.2 Duty ammunition parameters are differentiated based on specific application, type, weight, velocity, accuracy, penetration, and expansion criteria using test controls and protocols to ensure acceptable products qualify for duty use.

Rifle application requirements:

3.2.1 Rifle duty ammunition shall demonstrate accuracy of less than one inch (Center-to-Center) at 25 yards.

3.2.2 Rifle duty ammunition penetration shall demonstrate a minimum of 12.0-inch penetration into 10 percent (10%) gelatin at 10.0 feet from the front edge of the gelatin block on all six (6) stages of the Federal Bureau of Investigation (FBI) Ammunition Test Protocol.

3.2.3 Rifle duty ammunition expansion into 10 percent (10%) gelatin at 10.0 feet shall be greater than or equal to one hundred percent (100%) in diameter of the bullet round.

Handgun application requirements:

3.2.4 Handgun duty ammunition shall demonstrate accuracy of less than three inches (Center-to-Center) at 25 yards.

3.2.5 Handgun duty ammunition penetration shall demonstrate a minimum of 12.0-inch penetration into 10 percent (10%) gelatin at 10.0 feet from the front edge of the gelatin block on all six (6) stages of the Federal Bureau of Investigation (FBI) Ballistics Test Protocol.

3.2.6 Handgun duty ammunition expansion into 10 percent (10%) gelatin at 10.0 feet shall be greater than or equal to fifty percent (50%) in diameter of the bullet round.

12-Gauge Shotgun application requirements:

3.2.7 12-gauge shotgun duty ammunition shall demonstrate slug projectile velocity of greater than or equal to thirteen hundred feet per second (1300 ft./sec) and less than or equal to sixteen hundred feet per second (1600 ft./sec).

3.2.8 12-gauge shotgun duty ammunition shall demonstrate copper plated shot projectile velocity of greater than or equal to thirteen hundred feet per second (1300 ft./sec).

3.2.9 12-gauge shotgun slug projectile duty ammunition shall demonstrate accuracy of less than three inches (Center-to-Center) at 25 yards.

3.2.10 12-gauge shotgun shot projectile duty ammunition shall demonstrate accuracy of less than 12.0 inch spread at 15 yards.

3.2.11 12-gauge shotgun (slug and shot projectile) duty ammunition penetration shall demonstrate a minimum of 12.0-inch penetration into 10 percent (10%) gelatin at 10.0 feet from the front edge of the gelatin block on all six (6) stages of the Federal Bureau of Investigation (FBI) Ballistics Test Protocol.

3.2.12 FBI Ammunition Test Protocol does not establish a specific numerical "expansion minimum" for 12-gauge slugs, and 12-gauge shotgun shot projectile duty ammunition does not expand.

4.0 CHP APPROVED BRANDS LIST (ABL) and CHP TESTING PROTOCOL

4.1 Ammunition submitted which meets the FBI Test Protocol, but is not listed on the ABL, shall be tested by CHP to ensure the product meets the CHP Test Protocol before being evaluated as part of the bid.

4.2 Key variables that differentiate the CHP Testing Protocol from the FBI Test Protocol are as follows:

4.2.1 Barrier Rigidity: The CHP is credited with developing the "Four-Layer Denim" test. While the FBI uses a "heavy clothing" barrier consisting of four distinct materials (t-shirt, cotton shirt, fleece, and denim), many ballistic experts consider CHP’s four layers of dense 14.4-ounce denim to be a more difficult barrier for hollow-point bullets to clear without "plugging".

Scoring and Requirements:

FBI: Uses a complex scoring system that awards points based on penetration (ideally 12–18 inches), expansion, and retained weight.

Penetration accounts for 70% of the final score.

CHP: Historically emphasizes absolute reliability in its specific barrier tests to ensure duty rounds like the Speer Gold Dot function consistently across California's diverse environments.

4.2.2 Chronograph and Inspection: Both agencies use high-precision chronographs to verify muzzle velocity and ensure consistency. However, CHP's internal testing focuses more attention to physical inspections for primer seating and casing defects to prevent mechanical failures in the field.

4.3 Summary of Performance Standards:

Feature FBI Protocol CHP Protocol

Primary Goal Balanced penetration (12–18") and expansion

Maximum reliability through tough barriers

Clothing Barrier 4 distinct layers (T-shirt to Denim) 4 layers of heavy 14.4 oz denim

Verification Periodic lot testing and manufacturer certification

Stringent visual/physical inspection of all test rounds
