The specifications detail all labor, materials, equipment, utilities, licenses, and incidentals required for complete electrical system rehabilitation. Work hours are 8:00 AM to 4:30 PM Monday through Friday, with the government occupying the site during construction. State electrical inspection is required, and contractors must obtain permits if mandated by the State Electrical Inspector.
The specifications encompass detailed requirements across 26 divisions covering general requirements, concrete work, mechanical systems, and comprehensive electrical work including service entrance, panelboards, wiring devices, generators, transfer switches, surge protection, interior lighting, and underground utilities. Key technical standards referenced include the National Electrical Code (2020), Life Safety Code (2021), OSHA regulations, and standards from NEMA, UL, NFPA, and other recognized organizations. Critical schedule milestones include a pre-construction conference within 10 days of award, Notice to Proceed issuance, bonds due within 10 days, action and informational submittals due 12 days after NTP, and closeout submittals prior to government acceptance. All submittals must be in electronic PDF format for government review, with initial review completed within 12 calendar days and resubmittals reviewed within 3 calendar days. The contractor must provide one-year warranties on all project work and comprehensive project record documents including as-built drawings prepared using CAD or Revit.
