Quotations must be submitted by July 30, 2026, at 9:00 AM PT to Elizabeth Calhoun at Elizabeth.Calhoun@usda.gov, with questions due by July 27, 2026, at 2:00 PM PT. Vendors must submit firm fixed-price quotes on company letterhead valid for at least 60 days, completed SF-1449 forms with full contract line item pricing, SAM.gov UEI, and capability statements or technical documentation demonstrating compliance with all specifications. All items must include place of manufacture information. The government intends to award without discussions but reserves the right to conduct discussions if deemed necessary. Failure to demonstrate compliance or submit all required documentation will result in quote rejection without further discussion.

SPECIFICATIONS
1.0 Specifications Description: Blackbody with absolute temperature control and emissivity > 0.99 to replace obsolete blackbody Electro Optical model CES100-06/CF/MG.
Blackbody with High Emissivity Quantity: 1 unit Unit Type: Each Minimum Requirements:
· Power: 120 VAC
· Target surface area: 300 mm x 300 mm
· Target temperature range: -5°C to +50°C
· Ambient temperature range: -20°C to +40°C
· Thermal uniformity: ≤ 0.2°C
· Target emissivity: ≥ 0.99 (CRITICAL)
· Temperature measurement accuracy: ± 0.03°C
· Remote control interface: Ethernet, RS232, or IEEE488
· Slew rates: >0.5°C/s heating and >0.2°C/s cooling.

USDA escort to lab for minimal installation duties during normal business hours, Monday to Friday, excluding federal holidays, 0800 to 1630 CDT.
