About this file

This is a specification document issued by the California Highway Patrol (CHP) for the procurement of new duty weapons, holsters, magazines, and magazine pouches through the Department of General Services, Procurement Division. The solicitation seeks to establish a multi-year statewide contract with a three-year initial term and seven one-year extension options for delivery to the CHP Academy in West Sacramento. The CHP intends to replace its current primary duty weapon (Smith & Wesson M&P40) and supplemental duty weapon (Smith & Wesson M&P40c) with semi-automatic pistols equipped with red dot optics. Bidders must submit six samples of primary duty pistols and four samples of supplemental duty pistols within 15 days of request, with CHP completing evaluation and testing within 30 calendar days. The award will be made on an "All or None" basis, meaning the successful bidder must provide all specified items.

The specification mandates that pistols be 9mm chambered with polymer frames, metal slides, and integrated tactical accessory rails, featuring trigger pulls between 4.0 and 7.0 pounds and suppressor-height combat sights with tritium inserts. Primary duty pistols require barrels of 4.0 to 5.0 inches and direct-mount red dot optics with specific performance parameters, while supplemental duty pistols require barrels of 3.5 to 4.1 inches and a maximum height of 5.1 inches without magazine. Duty magazines must have black base plates with minimum 17-round capacity for primary weapons and 15-round capacity for supplemental weapons, while training magazines must have green base plates. All firearms must complete rigorous testing including mechanical inspection, function firing, targeting and accuracy testing, and endurance testing with 6,020 rounds for primary weapons and 2,020 rounds for supplemental weapons. Holsters must be belt-type designs for 2.25-inch duty belts with specific retention features, and magazine pouches must accommodate two magazines for primary weapons and one magazine for supplemental weapons. The specification requires that all pistol models have been manufactured for a minimum of one year as of January 1, 2026, and all components must be new, current design, and free of defects.

Malfunctions and Unserviceable Parts Permitted During Endurance Test

1. All malfunctions and unserviceable parts occurring during the test shall be recorded and properly identified regardless of whether they are chargeable to the pistol. Malfunctions that are traceable to components determined unserviceable after meeting minimum life round requirements, may be replaced and charged against the pistol.

2. This event is specific to when the pistol is in a slide lock position following the discharge of the last round loaded in the magazine.

3. Other malfunctions include, but are not limited to: occurrence of doubling (two shots fired with a single trigger pull), failure to immediately stop firing when the trigger is released (uncontrolled fire) and failure of slide lock to remain engaged with the slide during manual attempt to lock the slide to the rear, etc.

4. Each individual pistol (per configuration) tested shall not exceed the allowable number for each malfunction in the list or the test shall have failed. When the pistol meets the individual allowable malfunctions and exceeds the cumulative total allowable malfunctions for a pistol, the tests shall have failed. The combined two pistols tested shall not exceed the allowable number for each malfunction in the list or the test shall have failed. When the pistols meet the combined two pistols allowable malfunctions in the list and exceed the cumulative total allowable malfunctions for two pistols, the test shall have failed.
