SECTION - 0 [ORIG] STATEMENT OF WORK
040 [ORIG] PROGRAM MANAGEMENT
040-1 [Orig] General 040-1.1 [Orig] This Statement of Work (SOW) and the associated Specification establish requirements for the design, fabrication, construction, testing, delivery, logistical support, and technical documentation for the boat.
040-1.2 [Orig] The Contractor shall manage the entire work effort to design, fabricate, construct, test, deliver, and support the boat. This shall include ensuring that the boat, logistics, and technical documentation meet the requirements of the SOW and the Specification. The requirements of the SOW and Specification apply to each boat, unless otherwise indicated.
040-2 [Orig] Meetings 040-2.1 [Orig] General: The Contractor shall host meetings or be present at USCG meetings as required throughout the contract. For all meetings, the Contractor shall provide agendas and minutes unless stated otherwise in the SOW. The Contractor shall prepare and finalize the minutes for all meetings with input from USCG. Minutes shall include action items, action items’ assignment (i.e., Contractor, USCG), and status.
040-2.2 [Orig] Routine Status Meetings: The Contractor shall conduct routine status meetings with the USCG to review and discuss contract administration and technical issues. Routine status meetings shall be MS Teams video/phone conferences. Routine status meetings shall occur at the request of either the Contractor or the USCG, but not more frequently than weekly, or less frequently than monthly, unless otherwise agreed to by the Contracting Officer.
040-2.3 [Orig] Formal Meetings: The Contractor or the Contracting Officer may request formal, in-house meetings to be hosted at the Contractor’s facility.
Meetings shall be requested by providing the Contractor or Contracting Officer notice at least 30 calendar days in advance or as otherwise agreed to by the Contracting Officer.
040-2.4 [Orig] Identified Formal Meetings:
040-2.4.1 [Orig] Post Award Conference
040-2.4.1.1 [Orig] The Post Award Conference serves as a kick-off meeting for the Contract.
040-2.4.1.2 [Orig] The Post Award Conference shall be led by the Contractor and include a review of deliverables, warranty terms and conditions, contractor logistics and supply support, the Design and Development Plan, and any questions, concerns, or clarifications the Contractor or USCG has with the Specification or Statement of Work.

040-2.4.1.4 [Orig] The conference shall be no more than 3 days in duration and be scheduled to occur within 30 days after contract award at a location agreed upon by both parties.
040-2.4.2 [Orig] Design Reviews 040-2.4.3 [Orig] Mockup Reviews 040-2.4.4 [Orig] Construction Inspections 040-2.4.1 [Orig] Production Readiness Reviews 040-2.4.2 [Orig] Test Readiness Reviews 040-2.4.3 [Orig] Post-OT&E Design Reviews 040-2.4.4 [Orig] Integrated Baseline Reviews
040-3 [Orig] Contract Data Requirements 040-3.1 [Orig] Background: Throughout this contract, the Contractor is required to develop, prepare, and submit data as a contract deliverable in support of the boat. Where the type of data, the frequency of submission, and the format in which the data shall be prepared is straightforward, the data requirements are often simply called out within the text of the contract. Where the data requirements may not be as straightforward, this contract makes use of Contract Data Requirement Lists (CDRLs), which are based on the general DD Form 1423, to describe the characteristics of the data deliverable in a consistent, systematic way.
040-3.2 [Orig] General: The Contractor shall develop, prepare, and submit data in accordance with the instructions in the contract, including the CDRLs and associated Data Item Descriptions (DIDs).
040-3.3 [Orig] CDRL Description: Not all elements of the general DD Form 1423 are used in this contract. For the sake of consistency with the DD Form 1423, however, elements used in this contract retain the same block number as found in the DD Form 1423, though in some cases the name of the block has changed to improve readability for those not familiar with the DD Form 1423. For this contract, CDRLs are composed of the following elements:
040-3.3.1 [Orig] Block 1 (BLK01) of the CDRL identifies the CDRL number, made up of a three-digit ESWBS code most closely reflecting the subject of the requirement, followed by a three-digit sequence number.
040-3.3.2 [Orig] Block 2 is not used.
040-3.3.3 [Orig] Block 3 (BLK03) of the CDRL identifies title of the CDRL, as it is referred to in this contract.
040-3.3.4 [Orig] Block 4 (BLK04) of the CDRL identifies the DIDs associated with the CDRL. The DID, as tailored by Block 16 or elsewhere in the contract, provides the content and format for the data deliverables.
More than one DID may apply to a single CDRL, and a single DID may be applied to more than one CDRL, though a DID will often be tailored differently for each application.
040-3.3.5 [Orig] Block 5 (BLK05) of the CDRL identifies the relevant contract section(s) invoking the CDRL.
040-3.3.6 [Orig] Block 6 is not used.
040-3.3.7 [Orig] Block 7 (BLK07) of the CDRL identifies the location for performance of USCG inspection and acceptance using the following codes:
[Orig] Table 040-1: DD Form 1423 Block 7
CODE INSPECTION ACCEPTANCE
SS Source (DD Form 250)* Source (DD Form 250)*
DD Destination (DD Form 250) Destination (DD Form 250)
SD Source (DD Form 250)* Destination (DD Form 250)
DS Destination (DD Form 250) Source (DD Form 250)*
LT Letter of Transmittal only **
NO No inspection or acceptance required
XX Inspection and acceptance requirements specified elsewhere in contract
* Source indicates USCG inspection performed at the Contractor’s facility ** For electronic transmittal, an e-mail constitutes transmission
040-3.3.8 [Orig] Block 8 (BLK08) of the CDRL identifies whether or not the deliverable requires the Contracting Officer’s acceptance before the submission is considered final.
040-3.3.8.1 [Orig] An “A” indicates that written acceptance from the Contracting Officer or his or her designated representative is required prior to publication and distribution of the final deliverable. The use of N/A or a null entry in Block 8 does not forfeit or otherwise affect the USCG’s right to consider unacceptable any submission of data that does not comply with the contract requirements.
040-3.3.8.2 [Orig] The Contractor shall provide quality control to ensure submittals are complete and accurate and shall not rely on USCG review comments to ensure the technical accuracy of data.
040-3.3.8.3 [Orig] On all submissions prior to USCG acceptance, the Contractor shall clearly indicate that the submission is draft or preliminary and has not been accepted.
040-3.3.8.4 [Orig] The time period for USCG review, identified in the Contract Data Requirements List, commences at USCG acknowledgment of receipt of the data by the COR or Contracting Officer.
040-3.3.8.5 [Orig] The USCG response to a draft or preliminary submission that requires acceptance will generally fall into one of three categories:
Accepted, Accepted with Comments, or Returned with Comments.
040-3.3.8.5.1 [Orig] Accepted: The submittal is accepted and requires no further changes to the data content. The Contractor shall prepare the final deliverable in accordance with SOW Section 040-3.3.8.6.
040-3.3.8.5.2 [Orig] Accepted with comments: The submittal is accepted subject to resolution of issues raised by review comments. If all issues can be successfully resolved without further USCG interaction, the Contractor shall make the appropriate changes and distribute the final deliverable. In the event the Contractor disagrees with the intent of the review comments or does not understand or is unable to comply with or resolve issues raised, the Contractor shall follow the requirements of SOW Section 040-3.3.8.5.3.
040-3.3.8.5.3 [Orig] Returned with comments: The submittal is not accepted. The Contractor shall make the necessary changes to address the comments and resubmit. In the event the Contractor does not understand or is unable to comply with or resolve issues raised, the Contractor shall resubmit the deliverable with correspondence explaining the reasons that the issues cannot be resolved and proposed suitable alternatives with supporting rationale.
040-3.3.8.6 [Orig] On accepted final submissions, the Contractor shall clearly indicate that the submission is final and note the date of USCG acceptance. A revision block shall be on the cover page with the accepted final submission revision noted as “—“ (Example: SPC-HWX II General Plan, Rev. –). Accepted final submissions are required to be submitted within the timeframe specified in Block 13 and shall be distributed in accordance with Block 14.
040-3.3.9 [Orig] Block 9 (BLK09) of the CDRL identifies the USCG recommended distribution statement required for the deliverable. The cover page of the preliminary or draft submittals shall be marked with the full distribution statement, unless otherwise noted in Block 16. The Contractor shall apply the identifying codes in accordance with COMDTINST M5260.6A.
040-3.3.10 [Orig] Block 10 (BLK10) of the CDRL identifies the frequency of the deliverable requirement. If the deliverable is of a recurring type, it shall be submitted with data reflecting the end of the reporting period provided and identified, unless otherwise indicated in Blocks 12, 13, or
16. Deliverables are due—delivered to the Contracting Officer (KO) or accepted digitally—on or before the due date listed in Block 12, 13, and or 16. The frequency codes are as follows:

041-2.2 [Orig] The Contractor is responsible for CSA through the establishment of the Product Configuration Baseline (PCB). After the establishment of the PCB, CSA and management of the PCB will be transferred to the USCG.
041-2.3 [Orig] CSA activities shall meet Section 7 of MIL-HDBK-61B(series) and the CSA program shall address the tasks identified in Figure 8 of MIL-HDBK- 61B(series). The CSA system shall be accessible, viewable, and maintainable by the USCG through a standard USCG workstation.
041-3 [Orig] Configuration Baseline Definitions 041-3.1 [Orig] General: A configuration baseline is a fixed reference configuration established by defining and recording the approved configuration documentation for a system or CI at a milestone event or specified time.
041-3.2 [Orig] Functional Configuration Baseline (FCB) 041-3.2.1 [Orig] The Functional Configuration Baseline (FCB) consists of the boat’s technical, mission, operational and functional requirements, interoperability and interface characteristics, and design constraints as contained in the Specification at contract award, including those specific items or capabilities that the contractor offered and were incorporated into the contract.
041-3.2.2 [Orig] USCG will provide the Contractor with the FCB in the form of the Specification.
041-3.3 [Orig] The Allocated Configuration Baseline (ACB) 041-3.3.1 [Orig] The Allocated Configuration Baseline (ACB) is the contractor’s design at contract award that formally breaks down the functional requirements identified in the FCB into more detailed functional requirements and interface characteristics.
041-3.4 [Orig] The Developmental Configuration Baseline (DCB) 041-3.4.1 [Orig] The Developmental Configuration Baseline (DCB) represents the
USCG-accepted “build to” configuration of the first boat. The DCB is the responsibility of the Contractor and may be established in phases as a result of a series of detailed design reviews (DDRs) leading up to the Critical Design Review (CDR). When the USCG has accepted a deliverable, its contents become part of the DCB. The DCB is established when all deliverables associated with the DDRs up to the CDR have been accepted.
041-3.5 [Orig] Preliminary Product Configuration Baseline (p-PCB) 041-3.5.1 [Orig] The preliminary Product Configuration Baseline (p-PCB) is established by the contractor upon USCG-acceptance of the technical data that represents the configuration of the first boat. The technical data shall include contractor-formatted preliminary 3D model (in both native and STEP format), and contractor-formatted 2D drawings set (PDFs, native, and AutoCAD format) that reflects the as-built configuration.
041-3.6 [Orig] Product Configuration Baseline (PCB) 041-3.6.1 [Orig] The PCB is established upon adjudication of the Physical
Configuration Audit (PCA). The PCB consists of the complete technical data package as required in SOW Section 085. The USCG will notify the Contractor once the PCB has been established.
041-3.6.2 [Orig] Once the PCB is established, configuration is under USCG control. The Contractor shall not change or modify the configuration on any boat in production or any boat already in service without approval from the USCG. This includes change or modification during the completion of warranty work.
041-4 [Orig] Physical Configuration Audit (PCA) 041-4.1 [Orig] The USCG will conduct a PCA on a production-representative boat to verify conformance with the product drawings.
041-4.2 [Orig] The boat for the PCA will be designated by the USCG and will have all approved changes identified during OT&E incorporated.
041-4.3 [Orig] The product drawings used for the PCA will have been submitted to the USCG in accordance with SOW Section 085 and reflect any changes incorporated into production as a result of OT&E. The Contractor shall provide one hard copy set at PCA.
041-4.4 [Orig] The USCG will conduct an audit at the Contractor’s facility for the designated SPC-HWX II after acceptance. The physical boat will be compared to each product drawing and each product drawing will be compared to the physical boat to validate that documented details match.
Any discrepancies between the physical boat and the product drawings will be documented in a USCG-generated PCA report.
041-4.5 [Orig] The PCA is scheduled to take no more than two weeks to complete.
A Contractor representative is invited, but not required to attend. The boat shall be prepared by the Contractor and placed in a covered facility out of the water that is accessible to USCG. The Contractor shall provide services to the boat to allow powering up of systems.
041-4.6 [Orig] The Contractor shall review the report and shall propose a resolution for each discrepancy. Resolution may be in the form of:
041-4.6.1 [Orig] The drawings are correct and the boats, including those already accepted, those in production, and the PCA boat, shall be corrected.
041-4.6.2 [Orig] The boat is correct, and the product drawings shall be revised.
041-4.7 [Orig] The Contractor shall prepare a PCA Resolution Report that shall identify a corrective action for each discrepancy to include anticipated dates when the actions will be completed.
041-5 [Orig] Configuration Control 041-5.1 [Orig] Engineering Change Proposal (ECP) - The Contractor can propose changes to the contract requirements, address DMSMS/obsolete, or change to the design after the delivery of the first boat by submitting a DD Form 1692 supplied as Government Furnished Information (GFI).
