About this file

This document is a Statement of Work (SOW) for the acquisition of two Thermo Fisher TruDefender FTX S1 Handheld FTIR Spectrometers for the Defense Intelligence Agency (DIA), Science & Technology (S&T) Directorate, Advanced Technology 3 (ATI-3). The ATI-3 requires these FTIR spectrometers to support their chemical and materials exploitation mission, enabling rapid material analysis and identification of chemical warfare agents, toxic industrial chemicals, and explosives. Key requirements include a compact size, self-contained sampling, and durability to military standards. The TruDefender FTX must be brand name only and TAA compliant. Delivery is required within 8 weeks of award. This requirement is related to a federal contract opportunity (Solicitation Number 140D0424R0111) issued by the Department of the Interior's Interior Business Center for the acquisition of two Thermo Scientific First Defender RMX Handheld Chemical Identifiers and two Thermo Scientific TruDefender FTX Handheld FTIR Spectrometers for DIA's ATI-3.

Collection Equipment Statement of Requirements

ATI requires the procurement of a suite of equipment that makes up a sample collection and exploitation system to support ATI’s chemical and materials collection mission. ATI-3 requires both destructive and nondestructive processing and analytical techniques that can determine the chemical and elemental composition of various materials. Further, ATI requires system components to fit power, weight, and operational characteristics that meet employability requirements. System delivery will boost the ATI technical intelligence service mission by enhancing performance of rapid material exploitation of foreign materiel and performance characterization of foreign systems. The following entries are a description of each of the component system requirements.

Thermo Fisher TruDefender FTX S1 Handheld FTIR Spectrometer

Background

This requirement is for the Defense Intelligence Agency (DIA), Science & Technology (S&T)

Directorate, Advanced Technology 3 (ATI-3).

ATI requires two (2) additional Thermo Fisher TruDefender FTX S1 Handheld Fourier Transform

Infrared (FTIR) Spectrometers (brand name only). ATI currently uses the TruDefender FTX S1 for chemical identification, to support their chemical and material exploitation mission. The TruDefender delivers fast, accurate identification and returns results in seconds, even for complex mixtures. ATI relies on the TruDefender as a handheld chemical identification analyzer for enabling effective incident response and providing fast, actionable information to mitigate potential threats. Based on FTIR spectroscopy, TruDefender FTX provides easy sampling of solid and liquid chemicals in the field using the self-contained anvil sampling head. The TruDefender FTX meets ATI’s requirements, and it fits into

ATI’s current standard operating procedures for chemical and materials analysis. ATI requires two additional TruDefender FTX Handheld FTIR spectrometers to support its operational requirements.

The Thermo Fisher TruDefender S1 Handheld FTIR shall be brand name only AND MUST BE TAA COMPLIANT. See below:

Instrument Requirements • Type of analysis: Fourier Transform Infrared

• Size: Maximum 9” x 5” x 3” (L x W x H)

• On-instrument display of recorded spectra

• Sampling of solid and liquid chemicals

• Capable identifying chemical warfare agents

• Capable of detecting toxic industrial chemicals

• Capable of detecting explosives

• Self-contained anvil sampling head

• Reversible sampling accessory

• Operating Temperature: -20 °C to 40 °C

• Meets MIL-STD-810G and IP67 Certification

• Submersible decontamination option
